2008 Changes


December 2008:

Another year has passed, and it is time for the last update of 2008. Just last year at this time I was deep in the bowels of the state codes, updating the chronology to be more accurate as to when each highway and highway segement was added to the state code. That was a massive task. Now we're in the midst of a recession, and who knows what will win: the cutting of state budgets and the postponing of road projects, or a massive stimulus plan that will get infrastructure construction going. I can't predict what will happen on the state or federal level, but I can reliabily predict that I'll be monitoring what is happening and attempting to capture it on these pages. No fancy animated graphics, no photo travellogues, but lots of information about numbered highways in California.

So, as usual, the update cycle starts by processing backed up email changes, notes from my reading of the papers, as well as updates from misc.transport.road. Looked for updates for the legislative information page. The new legislative session (2009-2010) has started, and so the page was reworked to reflect what few bills have been introduced during the lame-duck period by the 2008 legislators.

Reviewed the December CTC Summary and Web Books (there was no November meeting). I noted the following items for inclusion:

As usual, I started this update cycle by processing backed up email changes, notes from my reading of the papers, as well as updates from misc.transport.road. While working on my messages, I wrote again to my state senator and assemblycritter regarding the problem with the definition of Route 1. I noted during the last updates (see AB 2326, SB 1366, and SB 432 (vetoed))--see Route 1 for the details of the problem. My state senator's webpage had a link to an article about a proposal to use the Changeable Message Signs (CMSs) for advertising. Having had experience with those signs and their effect on traffic, I think this is a bad idea, and if you agree, I encourage you to write your state legislators as well.

Checked the Calnexus page to see if there had been any updates. Last I heard (in September), updates had been on hiatus due to the State of California budget situation. They had hoped to resume updates with the signed budget, but it looks like this never happened.

Looked for updates for the legislative information page. But the California legislative information page appeared to be unavailable until December 1, 2008. It is unlikely anything was done since the last update, as the legislature was only called in for a special session.

Note that there are many more bills awaiting the Governor's signature, and thus they are presumably waiting on the state budget. Wouldn't it be a waste if they all died abornin'.

June/July 2008:

Now June. June was busy with my daughter's plays and her 8th grade graduation, combined with a lot of weekends lost to my other love: live theatre. So this month, again, combines two months worth of material.

Added a link to the Mojave Roads website. Added a map to part 4 of the Chronology (under 1958)

Added additional details on the "How do I get a sign referring to my (insert noun) on a state highway?" question in the FAQ, based on information from Don Howe at Caltrans. Updated the FAQ related to traffic volumes to point to the Caltrans Traffic Data Branch, which now has volumes from 2004 to 2007 (thanks to Timothy Edwards for the link).

Well, given that the March 2008 updates were done in early April, perhaps I should call them the April updates. But then again, who's kidding who? I've just been too busy with some of my other hobbies and life to get the updates done. Combine that with needing to do some painting during the weekends at home, and we're left with May updates in May.

Actually, the March 2008 updates are being done in early April—the weekends in March were so busy I couldn't squeeze anything in.

This month's updates are dedicated to the memory of Gary Araki, who died in late February 2008. Gary was a long-time contributor to this site, and provided me with a late 1950s Renee atlas of Southern California that has proved very useful. Gary was involved in the site "The Bus Stops Here", and you can find a tribute to him on that site.

Note: These changes resulted in the addition of two new routes to the listing: LRN 294 and LRN 296. This will change the assignments to files for all routes above 294!

Due to the complexity and time involved in these changes, the normal monthly maintenance on the site (emailed changes, items from the news, legislative monitoring, and CHC actions) were deferred until February.
