2018 Changes


November 2018:

After two updates that added maps to every route page, it's time to do a regular update. As I've written before, I'm do some remodeling around here. Over the past year, the site has been moved to HTTPS: all the time, and (as noted) maps will be added. I've gotten a book on Responsive Design, and after I read it, I'll be moving the site to a responsive design, together with some basic graphic changes of the headers and menus. I have no plans to change the content or my method of content generation. As always, I'm on the lookout for a good WSYWYG with "Tags Mode" HTML editor that I like (both of the ones I use, HoTMetaL Pro and Amaya are abandonware). You can see my thoughts on what I would like from the redesign here; it also explains how the site is generated.

Noted the useful responses to an AAroad query for when I move to the "one highway per page" as part of Phase 3 of the site refresh.

Updated the Chronology based on the Caltrans chronology.

Noted a change in the definition of a Landscaped Freeway. In January 2018, the California Assembly voted unanimously to endorse a plan that could raise $500 million annually for each billboard classified as a digital billboard. The revenue could be applied for road work in the state. Sponsored by Assemblywoman Blanca Rubio, D-Baldwin Park, the bill would convert the state’s signage definition from static signs to include digital billboards. AB3168 would also clarify and limit what can be considered as a landscaped highway. The change would permit existing billboards to be relocated along highways. The digital billboards would also be taller than existing billboards. State and federal law are set up to protect landscaped areas along highways. Changes to allow affected digital billboards in the Golden State would also require federal approval. Failure to enforce federal law could result in the loss of 10 percent of federal highway funds. California receives $3.5 billion annually from the feds, which equates to the possibility of losing out on $350 million for failure to comply with the federal billboard rule. The bill was approved by the governor 9/29/2018, Chapter 926, Statutes of 2018.

As usual, I recommend to every Californian that they visit the legislative website regularly and see what their legis-critters are doing. October 2018:

Phase 2 of the site refresh is done -- the second half of the "Mapping Project Phase". In this phase, maps illustrating each route were added to the County Sign Route pages. This uncovered loads of errors in the database, and loads of errors in Google Maps. It also shows much more visually the rhyme and reason behind the county sign routes. It is a shame that the counties have not done a better job signing these routes or calling attention to them -- many of them look quite useful and interesting to drive. It is also interesting that many counties do not choose to participate in the program, or do so only sparingly.

Next up: A normal update, processing headlines, legislative actions, and CTC minutes.

July was not a normal update: It was phase 1 of the site refresh, also known as the "Mapping Project Phase." In this phase, maps illustrating each route were added to the pages. Future phases in this project will include:

OK, OK. I said I wouldn't let too much time elapse between updates. Life got away from me. Deal.

I'm starting to get the urge to do some remodeling around here. I've already gotten the site moved to HTTPS: all the time, both on the blog side and on the highways side. Rather, the use of icons as a menu with no text is very out of date; I'd rather go to a more accessible and understandable approach with some drop-down menus, and perhaps a nice graphic header. I did explore using a different CMS for the highway side and integrating my generation approach, but I've come to realize that is quite likely overkill. The problems I've got are (a) finding a good WSYWYG HTML editor that I like (both of the ones I use, HoTMetaL Pro and Amaya are abandonware). Second is learning how responsive design works and having the time to do it (this site was started in the earliest days of the web). So comment if you have suggestions (or wish to volunteer to help with the top level design), and be prepared for a new look at some point in the future. Added some extensive history to Route 710 for the period before 2006, as a result of some of my materials being used in an exhibition on the history and controversy over the Route 710 Gap Completion. Thanks also to Julia Tcharfas and Tim Ivison, the exhibition organizers, for the scans of the proposed Route 710 gap routings from the 1980s, which was in their extensive set of clippings on the subject. This also led me to write a blog post on the subject.

I've begun the slow process of adding postmile references to ensure I present highway information in order. Notable routes where this has been done includes Route 1, I-5, Route 99, and US 101. The process of doing so uncovered a few errors in the site, which have been corrected. For those who love to debate, this uncovered that there is a Route 101U, just as there was a Route 14U. There's also a Route 210U.

Given all the SB1 additions, I'm not updating simple financial amendments or adjustments to project funding allocations. Agenda Item 4.4 from the March 2018 agenda is a good summary of the programs impacted by SB1 funds.

This book item includes the text that was part of the Staff Recommendations. It does not include the 86 pages of spreadsheet tables and their description that comprise the remainder of the Staff Recommendations.

Here are the 86 pages of the STIP, as presented on February 28, 2018. This page has the items with any errata, and will presumably be updated. Then, of course, there is the SHOPP, which is more of a maintenance program. The DraftSHOPP proposal was 428 pages of PDF. The final adopted SHOPP, again at the March Meeting, was 413 pages (plus someearly financial allocations). Then, there's the 186 page Transportation Asset Management Plan. There was also the SB1 Project Map and Project List of over 5,000 projects. All of these required review as part of these SB1 updates. As with my normal CTC reviews, with respect to the SHOPP, my goal is not to record all changes -- especially ephemeral ones or ones that do not substantially change the routing. Translation: What I'm really interested in is the significant or new: additions of lanes, significant reroutings, new bridges with significant differences, and such. There are a number of bridge projects to establish standard vertical clearances. I'm generally not including those, especially if they don't include construction and construction support, unless they really catch my eye.

Modulo the detailed STIP, SHOPP, and TAMP updates, and looking at the meetings covered in this update, the following items were of interest (note: ° indicates items that were below the level of detail for updating the specific route pages; is an indicator used to keep track of what has been added to the pages) :

2.1a. STIP Program/Project Amendments

(Jan) (3) Amendment for Approval (Border Infrastructure Program): The Department proposes to amend the Route 11 Highway and Commercial Vehicle Enforcement Facility project – Segment 2 (PPNO 0999B) in San Diego County to replace a portion of the local funds with a federal grant (FAST Act) and segment the project into Segment 2 (PPNO 0999B) and Segment 2A (PPNO 0999D); with Segment 2A being delivered in FY 2018-19. The Department also proposes to program $3,350,000 of SAFETEA-LU Border Infrastructure Program funds to the new Segment 2A. [Approved.]

Metro is ready to deliver the project with local federal funds in FY 2018-19.
