Added a new FAQ related to finding out speed limits on highways. This was done to showcase a link from Larry Scholnick to a page that has an extensive listing of every segment of road in the entire city of Los Angeles that has a speed limit other than 25 MPH, grouped by speed limit. funding, designate the Los Angeles County Metropolitan Transportation
Authority (LACMTA) as the Applicant Agency, and update the project
funding plan for Project #51 - Route 101/Route 405; add auxiliary lane
and widen ramp through freeway interchange in Sherman Oaks.
(3)/(6) TCRP Application Amendment to designate the LACMTA as the
Applicant Agency, and update the project schedule and funding plan for
Project #52 - Route 405; add HOV and auxiliary lanes for 1mile from
Waterford Ave. to Route 10. Alas, this extends the schedule to end
September 2010.
03-Sut-20-PM 2.5/5.4 Route 20 in the County of Sutter. This proposes
to relinquish right of way in the County of Sutter, between Hageman
Road and West Butte Road, consisting of reconstructed and relocated
county roads, frontage roads, cul-de-sacs, and a bridge.
06-Fre-180-PM R61.2/R63.2 (KP R98.6/R101.66) Route 180 in the County
of Fresno. This proposes to relinquish right of way in the County of
Fresno, from North Winery Avenue to Sunnyside Avenue, consisting of
reconstructed and relocated county roads, frontage roads, and
cul-de-sacs.
06-Fre-180-PM R61.1/R62.9 (KP R98.36/R101.23) Route 180 in the City of
Fresno. This proposes to relinquish right of way in the City of
Fresno, between Chestnut Avenue and Clovis Avenue, consisting of

Received a pointer to the Wikipedia Page on California Highways. I'm not sure what to do with this. I'm not sure I want to link to it, as it is really incomplete and incorrect in some areas. #5 06S-Ker-14 16.2/26.6 Route 14 Expressway and Interchange. Near
Mojave on North Junction Route 58/14 to north of California City
Boulevard. Convert to 4-lane expressway & construct interchange.
(1). Eleven allocation requests totaling $159,827,000 in new
TCRP funding for Construction starts. The only one affecting a
numbered state highway relates to the widening of Route 205 near
Tracy; all the others are transit, rail, or local streets.
(2). Four allocation requests totaling $18,684,000 in TCRP
funding for lapsing funds: (1) Inactive projects, allocations being
permitted to expire—Project #61 Route 10 Apache Trail I/C; (2-4)
Ready to Proceed but funds nearing lapse—Project #15, Route 24
Fourth Bore to Caldecott Tunnel—Project #39 Route 405 NB HOV
Lane over Sepulveda Pass—Project #87.2 Route 94/Route 125 Build
two new freeway connector ramps.
(3). Three allocation requests totaling $17,830,000 in new
TCRP funding. The only one in this package related to the state
highway system is on Route 24, the fourth bore of the Caldecott
Tunnel. It was not recommended for funding.
(4). Eleven allocation amendment requests to de-allocate a
total $34,131,000 in TCRP funding. A number of these are on the state
highway system:
I'll note that its interesting to see the sort of emergency repairs Caltrans has to do, even though it doesn't always make it into the highway pages. For example, from the September 2005 Agenda:
Kern 06U-Ker-5 9.3/9.5 Near Grapevine, 6.4 miles south of Route 99. On June 29, 2005, a tanker truck carrying aviation fuel crashed, spilled fuel, and ignited at this location. This project will repair damaged guardrail and median thrie beam barriers. Also 1000-foot segment of asphalt pavement will be ground down and repaved across four lanes and shoulders.
San Bernardino 08U-SBd-62 65.0/73.5 Near Twentynine Palms from 10 miles east of Ironage Street to 4 miles west of Highway 177. On July 24, 2005, an intense rainstorm occurred in the low desert area causing flooding, erosion and undermining of roadway. This project will repair roadway embankment, drainage and pavement in order to reopen the highway.
San Diego 11S-SD-15 M11.4 In San Diego, at the south end entry to the High Occupancy Vehicle (HOV) Reversible Express Lanes (H Avenue Overcrossing). On April 1, 2005, a failure occurred in the pneumatic popup delineator system due to a major loss in air pressure (compressor failure). The system failure makes it necessary to manually place delineators in order to prevent wrong way accidents. This project repairs the two existing gates, replaces the compressor, and replaces selected leaking components.

This resolution relinquishes a portion of Route 275 right of way in the City of Sacramento, under terms and conditions as stated in the cooperative agreement dated October 19, 2004, determined to be in the best interest of the State. [Also in April, but withdrawn, so this didn't likely happen... and it was back on the July 2005 agenda.]

This is right of way in the City of Dana Point, from the west edge of the San Juan Creek Bridge to the northerly City limit near Eastline Road, under terms and conditions as stated in the cooperative agreement dated August 3, 2004, determined to be in the best interest of the State. Authorized by Chapter 757, Statutes of 2001, which amended Section 301 of the Streets and Highways Code.
12-Ora-73-PM 4.8/5.6 Route 73 in the City of Newport Beach. This is right of way in the City of Newport Beach, along Bristol Street and North Bristol Street, from Jamboree Road to Irwin Avenue/Campus Drive, consisting of frontage roads. The City, by cooperative agreement dated May 20, 2004, waived the 90-day notice requirement and agreed to accept title upon relinquishment by the State.
12-Ora-73-PM 5.6/5.9 Route 73 in the County of Orange. This is right of way in the County of Orange, along Bristol Street and North Bristol Street, consisting of frontage roads.
4-SCl-9-KP 11.3/11.9 Route 9 in the City of Saratoga. This is right of way in the City of Saratoga, between Saratoga-Los Gatos Road and 0.13 kilometer west of Sixth Street, consisting of nonmotorized transportation facilities, namely sidewalks.
7-LA-72-PM 6.8/6.9 & 8.0/8.5 Route 72 in the City of Pico Rivera. This is a portion of Route 72 right of way in the City of Pico Rivera, under terms and conditions as stated in the cooperative agreement dated March 1, 2004, determined to be in the best interest of the State. Authorized by Chapter 106, Statutes of 1988, which amended Section 372 of the Streets and Highways Code.
11-SD-15-PM 3.4/6.0 Route 15 in the City of San Diego. This is right of way in the City of San Diego, between Dwight Street and 0.05 mile north of Adams Avenue, consisting of superseded highway right of way, reconstructed and relocated city streets, frontage roads and cul-de-sacs.
12-Ora-5-PM 38.7/39.5 Route 5 in the City of Anaheim. This is right of way in the City of Anaheim, between Euclid Way and Cherry Street, consisting of reconstructed and relocated city streets, frontage roads and cul-de-sacs.
(also in April 2005) 03-Sac-5 PM 23.5 Route 5 in the City of Sacramento. This vacates the public’s right to use roadway connectors in the City of Sacramento, along I-5 between N Street and Capitol Mall and between Capitol Mall and L Street. The connectors were constructed around 1964 as part of the I-5 freeway project. At the time, Capitol Mall (formerly LRN 6 which was signposted as US 40) was the principal route for traffic traveling between Sacramento and San Francisco resulting in high volumes of inter-regional and local traffic using the same corridor. Upon completion of the freeway system in Sacramento, inter-regional traffic on Capitol Mall was almost completely eliminated. Traffic operation studies have concluded that these connectors are no longer necessary. The connectors are currently maintained by the City of Sacramento and reimbursed by Caltrans. Terminating the public’s right to use the connectors creates excess land that can be combined with other excess parcels and sold.
02-Teh-172 PM 5.6/6.3 Route 172 in the County of Tehama. This is right of way in the County of Tehama, between Engineers Stations 299+00 and 341+00, consisting of highway right of way easement no longer needed for State highway purposes.
6-Kin-198-PM 3.03 Route 198 in the County of Kings. This is right of way in the County of Kings, at Avenue 25, consisting of highway right of way easement no longer needed for State highway purposes.
Route 138. San Bernardino Near Wrightwood at various locations from Los Angeles County Line to Lone Pine Canyon Road. Construct truck lanes and shoulders.
03N-Sac-275 0.1/0.7. Route 275: In Sacramento at the east abutment of the Tower Bridge to 9th Street. Relinquish highway to the City of Sacramento. This is likely related to the relinquishment of Route 275 that keeps not happening.

But wait, there's still more. I also reviewed the House and Senate versions of SAFETEA-LU (the new transportation act), identifying California projects. The office of Rep. Henry Waxman was of great help in this. Good references were the text of the conference report accompanying HR3, the Thomas search engine for Congress, the Earmark Database from Taxpayers for Common Sense (which doesn't reflect the conference results), and some other stuff I found in search engines. The California Institute for Federal Policy Research also has an excellent page on transportation reauthorization information. Senator Boxer also has a page on the bill, including a list of projects. I'm not going to list the specifics of all the projects here, but the following highways had their pages updated as a result of the bill (do a search for SAFETEA-LU):

I also have the list of improvements in the new highway bill that I will be reviewing while I'm home recovering from sinus surgery the first week of May.

Updated the legislative information page. Lots and lots of new bills were introduced of interest. There were a few bills that made me go "huh?" (such as the marriage act); a batch of identity theft legislation; and a new naming resolution that is obviously a political "thank you" (SCR 28).
Did the usual round of link updates. As a result of Jeff Stapleton moving Staplers Highways to the Western Exit Guide, I had to adjust the corresponding exit number links on lots and lots of highway pages. [2009 Note: Alas, the Western Exit Guide was gone as of 2009]

Updated the legislative information page. There were two new potential naming resolutions of interest, but we are far too early in the legislative process for the silly signing season to have started.
Attempted to check the January 2005 CTC meeting agendas, but the meeting agendas still show as "Not Available". Perhaps next month.
