
2016 Changes
December 2016:
First and foremost, the numbers at the start of the update are 39,653
songs on the iPod, with approx 383 on the "5 or Less" list and about 7200
on the "10 or Less" list. This is because updating the highway pages is a
chance to play down the music lists. We know what is important. Alas, I
added some music during the process, and ended up at 39707 songs total. 5
or less playlist at 407. 10 or less playlist at 7168.
We're at the end of 2016. Updates were a lot less frequent this year --
perhaps every four months, which is far too far apart. The end of 2016 has
seen the election of Donald Trump, promises of Infrastructure Funding that
may be like sugar plums, the passage of Measure M here in Southern
California which will fund massive transit and less massive transportation
improvements. What will the future bring? It is anyone's guess, but most
people are glad that we're looking at 2016 in the rear view mirror.

In terms of link lists, the history links were updated(3). Also updated was the page with links to historical maps of relevance to California
Highways(9,12). I'll note there were some particular good
background information posts on AAroads -- I've hopefully been able to
capture that information so it isn't lost into the void (with attribution,
of course). I'll also note that reading AAroads reminded me of my
philosphy on this website, and why it is so important: I focus on the
history and actual routings. I don't view it as my place to speculate on
numberings, control cities, or opinions on what should be or what Caltrans
got right and wrong. That way leads to Dyspepsia, which I understand is a
city on an underserved state route somewhere.
Discovered the Caltrans Mile Marker publication. I'll need to add this to my regular review list.
A public note to self:
Gribblenation.com has closed, and Gribblenation.net is closing as of
January 2017. Per the discussion over on AAroads, a number of pieces will be moving to new sites as of January 2017. This means I can't catch them in the December 2016
updates, but need to remember to catch them in the first update of 2017.
I'll note the discussion paid this site a nice complement when it was
noted: "The sites best-suited for long-term survival are pure historical
sites, like cahighways.org". This is why I haven't emphasized the
pictures, but have emphasized the history and keeping track of major
projects -- new routings, new ramps, major construction. I like to be that
source of history and reference. Updates may be less frequent, but they
will continue. [However, Gribblenation.org is continuing.]
Reviewed the Pending Legislation page, based on the new California Legislature site. As usual, I recommend to every Californian that they visit the
legislative website regularly and see what their legis-critters are doing.
Right now, we're at the point everything for this legislative session has
been sent to the Governor for signature. This time period included the end
of the previous legislative session and the start of the new one. For the
prior legislative session (2015-2016), I noted the passage/veto of the
following bills and resolutions (for some of these, I've highlighted key
phrases in red):
- AB 620 (Roger Hernández) High-occupancy toll lanes: exemptions from tolls.
Existing law authorizes a value-pricing and transit development program
involving high-occupancy toll (HOT) lanes to be conducted, administered,
developed, and operated on State Highway Route 10 and Route 110 in the
County of Los Angeles by the Los Angeles County Metropolitan
Transportation Authority (LACMTA) under certain conditions.
Existing law requires LACMTA, in implementing the program, to
continue to work with the affected communities in the respective
corridors and provide mitigation measures for commuters and transit
users of low income, including reduced toll charges and toll credits.
Existing law requires eligible commuters and transit users to meet the
eligibility requirements for specified assistance programs.
This bill would instead require LACMTA to take additional
steps, beyond the previous implementation of a low-income assistance
program, to increase enrollment and participation in the low-income
assistance program, as specified, through advertising and
work with community organizations and social service agencies. The
bill would also require LACMTA and the Department of Transportation to
report to the Legislature by December 31, 2018, on efforts to improve
the HOT lane program, including efforts to increase participation in
the low-income assistance program.

- AB 1549 (Wood) Department of Transportation: state highway rights-of-way: fiber optic cables.
Existing law provides that the Department of Transportation has full
possession and control of state highways and associated property.
Existing law provides for the department to issue encroachment permits
with respect to structures and activities in, under, or over any portion
of the right-of-way of a state highway.
This bill would require the department to notify
companies and organizations working on broadband deployment on its
Internet Web site of specified department-led highway construction
projects and would authorize those companies and organizations to
collaborate with the department to install a broadband conduit as
part of each project. The bill would require the
department, in consultation with stakeholders, on or before January 1,
2018, to develop guidelines to facilitate the installation of
broadband conduit on state highway rights-of-way.

- AB 2542 (Gatto) Streets and highways: reversible lanes.
Existing law provides that the Department of Transportation is in full
possession and control of the state highway system. Existing law
generally provides for the California Transportation Commission to
program available funding for transportation capital projects, other
than state highway rehabilitation projects, through the State
Transportation Improvement Program, which includes projects recommended
by regional transportation planning agencies through the adoption of a
regional transportation improvement program and projects recommended by
the department through the adoption of an interregional transportation
improvement program, as specified. [Note: This has already had an
impact; see Route 84]
This bill would require the department or a regional transportation
planning agency, when submitting a capacity-increasing
project or a major street or highway lane realignment project to the
commission for approval, to demonstrate that reversible lanes were
considered for the project.

- AB 2730 (Alejo) Department of Transportation: Prunedale Bypass: County of Monterey: disposition of excess properties.
This bill would require the net proceeds from the sale of any excess
properties originally acquired for a replacement alignment for State
Highway Route 101 in the County of Monterey, known as the former
Prunedale Bypass, to be reserved in the State Highway Account for
programming and allocation by the commission, with the concurrence of
the Transportation Agency for Monterey County, for other state highway
projects in the State Highway Route 101 corridor in that county. The
bill would exempt these funds from the distribution formulas otherwise
applicable to transportation capital improvement funds.
09/22/16 Vetoed
by Governor. Veto Message: This bill directs the Department
of Transportation to use the revenues from surplus property sold in
Monterey County towards local highway projects in the county, rather
than transfer the proceeds to the General Fund. These
revenues are used to pay existing debt service on transportation
construction projects statewide, which is an important purpose.
Maintaining this funding stream to the General Fund is even more
necessary when the state's budget remains precariously balanced.
- AB 2741 (Salas) Long-range transportation planning: California Transportation Plan.
Existing law requires the Department of Transportation to complete the
first update of the California Transportation Plan by December 31, 2015,
and to update the plan every 5 years thereafter. Existing law requires
the California Transportation Commission to review the plan and make
certain recommendations. Existing law requires the Governor to adopt the
plan and to submit it to the Legislature and the United States Secretary
of Transportation.
This bill, beginning in 2020, would require updates to the plan to be
approved by the commission prior to submission to the Legislature and
the Governor. The bill would require the department to submit a draft
of its proposed update to the commission for its comments by June 30,
2020, and every 5 years thereafter. The bill, if the commission does
not approve an updated plan, would require the department to revise
its proposed update in consultation with the commission. The bill
would make other conforming changes.

by Governor. Veto Message: This bill shifts the
responsibility to approve the state Transportation Plan from the
Transportation Agency to the Transportation Commission. This would
diminish my authority as chief executive, something that I am not
inclined to do.
- ACR 121 (Gomez) Los Angeles County Deputy Sheriff Thomas H. Pohlman Memorial Interchange.
Designate the interchange of I-10 and I-710 in the County of Los Angeles
as the "Los Angeles County Deputy Sheriff Thomas H. Pohlman Memorial
Interchange".

- SB 838 (Committee on Budget and Fiscal Review) Transportation.
[...] Existing law requires the Department of Motor Vehicles to charge a
registration fee of $43 on every vehicle or trailer coach, as specified,
registered on or after July 1, 2011. Existing law authorizes the
department to adjust specified fees every January 1 by increasing the
fee by an amount equal to the increase in the California Consumer Price
Index for the prior year.
This bill would provide that the $43 fee applies to registrations
until April 1, 2017. The bill would require the department to charge
a registration fee of $53 on every vehicle or trailer coach, as
specified, that is registered on or after April 1, 2017.
The bill would apply the annual fee increase provisions described
above to the $53 registration fee. The bill would delete obsolete
language pertaining to registration fees and make other conforming and
technical, nonsubstantive changes.
Existing law authorizes the Department of Motor Vehicles to issue and
renew driver’s licenses and identification cards, including
senior citizen identification cards. Existing law requires senior
citizen identification cards to expire on the 10th birthday of the
applicant for the card following the date of application. The existing
federal Real ID Act requires specified security requirements to be met
in order for a state’s driver’s licenses and
identification cards to be accepted for certain official purposes.
This bill would, on and after January 1, 2018, prohibit the
department from issuing a driver’s license or identification
card that is in compliance with the requirements of the Real ID Act
to a person who possesses a driver’s license or identification
card in compliance with the Real ID Act. The bill would
authorize the department to cancel a driver’s license or
identification card for the purpose of ensuring that a person does not
have both a driver’s license and identification card. The bill
would additionally on and after January 1, 2018, require a
senior citizen identification cards to expire on the 8th birthday of
the applicant for the card following the date of
application.
Existing federal law, until September 30, 2019, authorizes a state to
allow specified labeled low emission and energy efficient vehicles to
use lanes designated for high-occupancy vehicles (HOVs). Existing
federal law, until September 30, 2025, grants similar authority with
respect to alternative fuel and electric vehicles.
Existing law authorizes the Department of Transportation to designate
certain lanes for the exclusive use of HOVs, which lanes may also be
used, until January 1, 2019, the expiration of a designated federal
authorization relating to HOV facilities, or until the Secretary of
State receives a specified notice, by certain low-emission, hybrid, or
alternative fuel vehicles not carrying the requisite number of
passengers otherwise required for the use of an HOV lane, if the
vehicle displays a valid identifier issued by the Department of Motor
Vehicles (DMV). Existing law authorizes the DMV to issue no more than
85,000 of those identifiers. A violation of provisions relating to HOV
lane use by vehicles with those identifiers is a crime.
This bill would delete the maximum number of identifiers that
the DMV is authorized to issue. The bill would extend the operation
of the above provisions for super ultra-low emission vehicles and
ultra-low emission vehicles, as defined, to January 1, 2019.
However, with respect to vehicles that meet the state’s enhanced
advanced technology partial zero-emission vehicle standard or
transitional zero-emission vehicle standard, the provisions would be
operative only until the earlier of January 1, 2019, the date of the
federal authorization, or the receipt date of the notice by the
Secretary of State. The bill would require the Department of
Transportation to prepare and submit a report to the Legislature by
December 1, 2017, on the degradation status of high-occupancy vehicle
lanes on the state highway system. [...]

During the environmental phase, additional work was identified due to
increased project footprint and a new community volunteer fire station
in the project vicinity. Additional design support is needed to consider
hazardous materials, hydraulics evaluations, community impact
coordination and park impacts. Construction Support has increased to
account for the use of consultants for inspection over two seasons
instead of one. R/W support has increased to cover the cost for two
additional parcels and their environmental mitigation. These changes add
$1,269,000 to the cost of the project. Allocation: $
47K $131K

Additional design support, construction support and construction capital
is needed for the now identified preferred alternative and evolved scope
associated with a new longer roadway bridge and pedestrian/bicycle
bridge required by the California Coastal Commission permit process.
Additional support costs are also required for extensive coordination
with community and resource agencies to fulfil environmental commitment.
Increase in R/W capital cost is needed for mitigations identified during
environmental phase. These changes add $8,430,000 to the cost of the
project. Allocation: $

HOV lanes to allow safer ingress and egress movements for HOV. Project
split. FY 16/17.
- (Amendment) 08-Riv-91 7.4/15.6 | Route 91 In the cities from Corona
and Riverside, from Route 15/Route 91 separator to Adams street
overcrossing. Convert existing limited access HOV lanes to continuous
access HOV lanes to allow safer ingress and egress movements for HOV.
Project Split. FY 18/19.
- (Amendment) 11-SD-94 29.6/29.8 | Route 94 Near Dulzura, from north of
Marron Valley Road to south of Dutchman Canyon Road. Roadway
realignment, curve improvement, and shoulder widening. During
preliminary design, the excavation boundary increased. This will result
in additonal easement and acquisition areas. Furthermore, to allow for
future maintenance for proposed drainage outlets, additional utility
relocations and access easements are required. These changes add
$154,000 to the cost of the project.
- (Amendment) 12-Ora-55 R8.0/R9.2 | Route 55 In the cities of Santa Ana
and Tustin, from Dyer Road on ramp to Edinger Avenue off ramp. Construct
northbound auxiliary lane. The project is proposed to be combined with a
mobility OCTA Measure M improvement project 12-0J340 on Route 55 from
Route 405 to Route 5. The final environmental document for 12-0J340 will
incorporate the north bound auxilary lane from 12-0G950. The
environmental document will clear the auxilary lane as an indpendent
project in the event 12-0J340 does not proceed forward. As a result, of
creating one single environmental document there is a reduction in
resources to complete PA&ED. However, there is an increase in right
of way support to address condemnation activities that were not
accounted for whle programming the project. These changes result in a
net zero cost change in the project.

use local funds for construction of the Route 92/Route 82 Interchange
Improvements - Phase 1 project (0668A) in San Mateo County, with later
reimbursement over a two year period beginning in FY 19-20. / WITHDRAWN AT THE CTC MEETING.
[Oct] (5) TCRP Amendment for Approval: Caltrans and the Alameda County
Transportation Commission propose to amend TCRP Project 4.0 (Route 680;
add northbound and southbound HOV lanes over Sunol Grade, Milpitas to
Route 84 in Santa Clara and Alameda Counties) to revise the project
funding plan. The Alameda County Transportation Commission and the
Department are requesting to amend TCRP Project 4.0 to reprogram
$1,500,000 in Tier 2 TCRP funds from the Northbound HOV lane (Phase 1)
construction contract (PPNO 0177) to Plans, Specifications, and Estimate
(Design), and construction capital for the Southbound follow-up
landscaping contract PPNO A0157J). These funds are needed to update
support and capital costs after the project had been delayed.
Additionally, the Northbound project will be phased and the unfunded need
for the first phase will be fully funded from local funds.

21 new projects into the 2016 SHOPP (•) Revise 26 projects currently
programmed in the 2016 SHOPP. Most of these projects were damage repair

- (Amendment) 1-Men-1 42.4/43.3 | Route 1 Near Albion, from 2.2 miles
north of Route 128 Junction to 0.2 mile north of Salmon Creek Bridge No.
10-0134. Bridge replacement. Additional time is required to complete the
project due to delays to the environmental studies and completion of the
PA&ED milestone. Delays are a result of difficulty acquiring access
to adjacent private property to complete studies, regulatory agencies
requiring further studies of an endangered butterfly related to drought
conditions, lead contamination present at the site and in groundwater

construction contract for the SHOPP Pavement Rehabilitation project on
Route 580 in Alameda County from Fruitvale Avenue to Hollis Street and

Reviewed the Pending Legislation page, based on the new California Legislature site. As usual, I recommend to every Californian that they visit the
legislative website regularly and see what their legis-critters are doing.
Right now, we're at the point everything for this legislative session has
been sent to the Governor for signature. A large number of bills -- in
particular, a large number of Senate naming resolutions -- were on the
Governor's desk at the time of this update, so check the Pending
Legislation page and follow the link to the bill to see if they have been
signed (I'll catch those in the next update). Noted the passage/veto of
the following bills and resolutions (for some of these, I've highlighted
key phrases in red):
- AB 51 (Quirk) Vehicles: motorcycles: lane splitting.
(1) Existing law requires, whenever a roadway has been divided into 2 or
more clearly marked lanes for traffic in one direction, that a vehicle
shall be driven as nearly as practical entirely within a single lane and
shall not be moved from the lane until the movement can be made with
reasonable safety.
This bill would define “lane splitting”
as driving a motorcycle, that has 2 wheels in contact with the ground,
between rows of stopped or moving vehicles in the same lane, as
specified. The bill would authorize the Department of the
California Highway Patrol to develop educational guidelines relating
to lane splitting in a manner that would ensure the safety
of the motorcyclist, drivers, and passengers, as specified. The bill
would require the department, in developing these guidelines, to
consult with specified agencies and organizations with an interest in
road safety and motorcyclist behavior.

- AB 2289 (Frazier) Department of Transportation: capital improvement projects.
Existing law requires the Department of Transportation to prepare a
state highway operation and protection program for the expenditure of
transportation funds for major capital improvements that are necessary
to preserve and protect the state highway system and that include
capital projects relative to maintenance, safety, and rehabilitation of
state highways and bridges that do not add a new traffic lane to the
system.
This bill would add to the program capital projects relative
to the operation of those state highways and bridges.

- AB 2469 (Frazier) Specialized license plates: breast cancer awareness.
This bill would authorize the State Department of Health Care Services
to contact the department by September 5, 2016, and indicate its intent
to undertake collection of additional applications and fees or deposits
for an additional period of 12 months in order to obtain the minimum
7,500 applications for a special license plate the State Department of
Health Care Services is seeking to sponsor pursuant to existing law.

Vetoed by Governor. Veto Message: "This bill would
authorize the Department of Health Care Services to request an
additional year to collect a minimum of 7,500 applications to qualify a
breast cancer awareness specialized license plate without notifying
existing applicants of the extension or their option to cancel their
order and receive a refund. Since the department has already requested
an extension and notified existing applicants of their option to request
a refund, I believe this bill is unnecessary."

- AB 2906 ( Committee on Transportation) Transportation: omnibus bill.
(1) Existing law authorizes the Treasurer and the California
Transportation Commission to pledge amounts deposited in the State
Highway Account from federal transportation funds for the purposes of
issuing federal highway grant anticipation notes, commonly known as
GARVEE bonds, to fund transportation projects selected by the
commission. Existing law requires the commission to prepare an annual
analysis of the bonding capacity of those federal transportation funds.
This bill would instead require the commission to prepare this
analysis when the Department of Transportation anticipates the
issuance of new notes and makes a written request in that regard, but
not more than once annually.

(4) [repeals environmental license plate restrictions for 1984

(5) Existing law authorizes certain tow truck drivers to utilize the

if specified conditions are met.
This bill would additionally give this authority to a tow truck
driver who renders towing service or emergency road service to
motorists while involved in freeway service patrol operations,
pursuant to an agreement with a regional or local entity.
(6) Existing law requires a vehicle stopped or parked upon a roadway
where there are adjacent curbs to be stopped or parked with the wheels
of the vehicle parallel to, and within 18 inches of, the curb, as
provided, except as specified.
This bill would additionally apply these provisions to vehicles
stopped or parked upon a roadway where there are adjacent class IV
bikeways, as defined.
(7) Existing law requires that every vehicle be equipped with
stoplamps that emit red light unless the vehicle was manufactured
before January 1, 1979, in which case it may emit a red or yellow
light.
This bill would prohibit commercial vehicles from being equipped with
amber stoplamps, amber taillamps, or other amber lamps that are
optically combined with a stoplamp or taillamp.

Existing law requires the Department of Motor Vehicles to issue license
plates for vehicles, as specified, and authorizes the department to
issue one or more stickers, tabs, or other suitable devices in lieu of
the license plates, as specified. Existing law also authorizes the
department to establish a pilot program, to be completed no later than
January 1, 2017, to evaluate the use of alternatives to stickers, tabs,
license plates, and registration cards, subject to certain requirements,
and to report the results of the pilot program, as specified, to the
Legislature no later than July 1, 2018.
This bill would instead require the department to complete any pilot
program established pursuant to those provisions no later than January
1, 2019, and to report the results of the pilot program to the
Legislature by July 1,2020.

- Marin 04-Mrn-01 14.4/14.5. Route 1 near Stinson Beach, at 2.2
miles north of Panoramic Highway. During March 2016 storm events, a
washout began along the roadway slope adjacent to Bolinas Lagoon,
part of a National Marine Sanctuary. Later wave action in May caused
the slope washout to expand and is now undermining the southbound
lane. Slope armoring can not be environmentally cleared without a
protracted schedule. Shifting the roadway away from the slope is
acceptable to the resource agencies as a temporary repair. Permanent
restoration repairs will require follow-up programming. This project
will pave and allow shifting of the traffic lanes away from the
damaged slope to minimize traffic impacts. $1,100,000
- San Diego 11-SD-94 50.6. Route 94 near Campo, at Campo Creek
Bridge No. 57-0120. Following a recent bridge inspection, it was
concluded this bridge needs replacement due to extensive
deterioration of the existing deck and timber stringers and the
potential high scour threat to the bridge foundations. Temporary
shoring has been installed; however, shoring could fail as a result
of monsoonal rainstorms and flash floods, thus placing the bridge at
risk of collapse. This project will demolish the existing bridge and
construct new to current standards. $3,450,000

Yes, I know updates are starting late. Between all my theatre (you do
read my theatre reviews, don't you), the Hollywood Fringe Festival, and other volunteer activities, I haven't had time to do much on the site. But
it is May (and now it is June ... and now it is July 4th weekend), and I
really should get something done. So let's at least catch up...
But first, if you take a look at the bottom of this page, you'll see that
this site has existed, in some form, for 30 years. It started as posting
of a highway list to the various highway related USENET groups. It then
became a site of its own on Pacificnet (which, surprisingly, is still around, but I have no idea who still uses it). During the days at Pacificnet, the cahighways.org domain was created. When Pacificnet got
rid of shell accounts in 2004, I moved the site to Westhost, where it has
been since. But 30 years. Wow.
I have debated making some changes to the look and feel, possibly going
to a content management system. I'm not sure if I could juggle two
Wordpress installations (as my blog is a Wordpress installation on the site). I've also though about possibly
moving the main information to a wiki. There's a possibility those would
make it easier to edit. However, editing isn't the time sink -- it is
going through all the headlines, all the legislative actions, and all the
CTC minutes. That simply takes time, whatever the content management
approach. I am aware that the look and feel is dated (and not at all
well-suited to mobile). I'm open to your comments on this. Please leave
your comments on potentially changing the look and feel on this change
post on the blog, or mail them to me at faigin -at cahighways.org.
One change that I will likely explore is moving the site to https://.
Part of me objects to that change: encryption is really only needed if you
have something to protect, and this site is public information. But search
engines are starting to insist on it, so when I find time, I'll check with
Westhost and see what is involved. It may mean moving to a newer virtual
machine, and will mean upgrading the blog and possibly all the other sites
hosted here (mljewish.org, scjfaq.org, casaeclectica.com). But the key
words are: when I find time. For now, let's look at the last four-five

services. In addition, there is increased support needed for the
superpaving methodology. This increase is consistent with the required
work for a CAPM and adds $412,000 to the cost of the project.
(May) (1) Request to: (a) Add 28 new projects into the 2014 SHOPP; (b)
Revise 15 projects currently programmed in the 2014 SHOPP. All projects
were at the level of slope and slide mitigation, repairs of damage from
fires, bridge repairs; roadway rehabilitation; and bridge replacements

- Route 36 near Mineral, from 0.1 mile to 1.2 miles east of Route 89 for
curve improvement.
- Route 299 near Canby, at Caldwell Creek Bridge No. 03-0028. Replace
bridge. Additional design, survey, and environmental clearance effort is
necessary to develop a newly identified full detour instead of the
original planned stage construction of the bridge. Also, hydraulics
studies have since identified the need to raise the profile of the
bridge and address greater creek flows. The increase to support costs
also reflects an adjustment using current rates. These changes add
$725,000 to the cost of the project.
- Route 9 near Saratoga, PM 4.9, at Saratoga Creek Bridge No. 37-0074.
Replace bridge. The age of the existing bridge at this location makes it
eligible for the National and California historic registers. The two
alternatives in the Project Initiation Document (PID) have been expanded
to six alternatives during the PA&ED phase and has led to an
increase in support for that phase. A change in the project schedule is
necessary due to the expanded alternatives in the environmental
document, public input and right-of-way acquisition efforts for multiple
properties, including a private picnic and campground resort adjacent to
the existing bridge. These changes add $1,600,000 to the cost of the
project.
(Jun) (2a) SHOPP Amendment Request to: (a) Add 9 new projects into the
2016 SHOPP; (b) Revise 87 projects currently programmed in the 2016 SHOPP.
The following amendments were significant enough to be of interest for the
pages. Uninteresting projects included slope and slide mitigation, repairs
of damage from fires, bridge repairs; roadway rehabilitation; and bridge
replacements (for the most part).
- Route 36 near Red Bluff, from 2.3 miles east to 2.8 miles east of Dry
Creek Bridge. Curve improvement. Estd. completion around 2020.
- Amended a project on US 101 near Crescent City from 0.2 mile north of
the Smith River Overflow Bridge. Replace bridge. Completion of
environmental studies and consultations with resource and regulatory
agencies will take longer than previously anticipated due to the
complexities in staging and constructing the new bridge in this
sensitive environmental setting in both a coastal zone and over a
classified wild and scenic river. Regulatory agencies are asking
unexpected questions that require additional efforts to resolve. These
items were previously identified in the project risk management plan,
but now result in a delay to the project. Right of Way capital and
support increases are due to permitting requirements and additional land
acquisition for mitigation of wetlands impacts. This will be made a
contingency project. These changes add $2,530,000 to the cost of the
project and remove $58,848,000 due to contingency conversion, resulting
in a net reduction of $56,318,000 to the cost of the program.
- Amended a project on Route 36 In and near Dinsmore, on Route 36
(Forest Highway 4). PM 36.1/40.5. Roadway improvements. Increases to
support are due to unanticipated increased land surveys, Right of Way
capital, Right of Way support, and environmental mitigation staff work
to complete the project and coordinate with the Federal Lands
partnership to construct the project. Right of Way capital increases are
caused by increased utility relocations. These changes add $2,372,000 to
the cost of the project. Additionally, there was also an amendment to a
parallel project near Dinsmore (PM 36.6/39.9), from west of Burr Valley
Road to west of Buck Mountain Road. Widen to make lane and shoulder
widths standard, realign curves, and improve roadway cross-slope. Right
of Way support cost has increased due to unplanned additional survey
work to monument the new state right of way and to record maps in
accordance with State law. Previously this work was assumed to be
addressed by Federal Lands participation on project. This change in
responsibility adds $510,000 to the cost of the project. The two
projects were also going to be combined for construction.
- Converted a project to fully funded: Route 99 PM 22.7/28.1 In the city
of Fresno, from Shaw Avenue to Belmont Avenue. Install ramp meters and
construct auxiliary lanes.

roadway alignment, cross slope, and clear recovery zone to increase
safety and reduce the number and severity of collisions.
- $16,593,000 for a project in El Dorado County on Route 49 near Coloma,
from 0.1 mile east of Marshall Road to 0.3 mile east of Lotus Road.
Outcome/Output: Provide seismic standards and structural integrity by
replacing South Fork American River Bridge No. 25-0021 on new alignment,
constructing retaining walls, installing drainage systems, and
relocating utilities
- $5,419,000 for a project in Napa County near Napa, at Sarco Creek
Bridge No. 21-0008 and Silverado Trail Road. Outcome/Output: Replace
bridge to address scour critical issues, include standard shoulders on
new bridge, make improvements to facilitate fish passage, and increase
stream bed capacity to meet 100 year storm event needs. Concurrent

- $6,899,000 for a project on Route 246 in Santa Barbara County
(R20.7/26.3) near Buellton, from 0.4 mile east of Santa Rosa Creek
Bridge to Route 246/101 Separation. Outcome/Output: Rehabilitate 22.8
lane miles of roadway by grinding existing lanes and shoulders and
overlaying with rubberized asphalt to improve the ride quality and
extend the service life of the existing pavement. Ramp reconstruction to
meet current ADA standards also included.
- $55,567,000 for a project on US 101 Near Paso Robles, from 0.4 mile
south of San Marcos Creek Bridge to the Monterey County line; also in
Monterey County (PM R0.0 to R2.0). Outcome/Output: Rehabilitate 32 lane
miles of roadway by reconstructing roadway to improve the ride quality
and extend the service life of the existing pavement. Project also
includes constructing new bridges, retaining walls, installing new
and/or upgrading guardrail, reconstructing drainage systems and
installing new lighting at on/off ramps. Future Consideration of Funding

Route 89 Rehabilitation (PPNO 3355) STIP project, in Plumas County. [Approved]

- Adjust the funding to 1,800,000 for Terra Bella Expressway - Segment
1. Near Porterville, on Route 65 from Avenue 120 to 0.3 mile south of
Route 190. Widen from 2-lane conventional highway to 4-lane expressway.
(Jun) (1) Request of $13,567,000 for three State administered STIP
projects, on the State Highway System. The following project was of
interest:
- Adjust funding for the Route 138 Widening, Segment 9. Near
Pearblossom, from 0.7 mile west of 121st Street East to Longview Road.
Widen from 2 to 4 lanes with a median turn lane. CON ENG increase of
$285,000 and CONST increase of $1,218,000 to come from Los Angeles
County regional shares.
(Jun) (6) Request of $35,000,000 for the locally administered Local
Alternative Transportation Improvement Program Mission Boulevard/Route 880
Interchange - Phase 1B/2 project (PPNO 0016V) in Alameda County, on the
State Highway System.

construction contract for the SHOPP Median Barrier project (PPNO 4486) on
I-405 in Los Angeles County. This results in an increase of 16.9 percent

construction contract for the SHOPP ramp widening (PPNO 4095H) project on
Route 73 in Orange County. This results in an increase of 26.1 percent
