🛣 Changes to the California Highways Web Site covering January-May 2021

What a long, strange year it has been. In March 2020, I saw my last live theatre for over a year: Passion at Boston Court. I had just returned from a trip to Madison WI to visit my daughter. We were just starting to worry about the Novel Coronavirus, with no idea of the long haul in front of us. Working from home had just begun. We were at the start of the 2020 election year, long before we had any inkling that the losing candidate would attempt an insurrection to overturn the election result and present Congress from doing their congressional duty. A long, long, strange year.

On the highway page front: I was continuing work on the major site redesign and rework, which was coming up in May. That behind me, updates preceded apace. I think the new site is fast. This year, due to some problems, I got rid of one of the plugins on the WordPress side of the site, and suddenly that became faster and more reliable. I may be getting back into the blogging side of the equation.

As for 2021: Let’s hope for a return to the new normal. We have a vaccine, and hopefully we’ll all be vaccinated by the summer—and so we might start to be able to do events and roadtrips again. We’ll likely still want to wear masks, as there will be those who refuse the vaccines, or for whom the vaccine is not 100% preventative. We have a new President, who is behaving a lot more…presidential. I don’t have major site changes planned. The hope for 2021 is: a new normal, and an uneventful new normal.  כן יהי רצון Ken Yehi Ratzon—Let It Be So.

I do want to share one thing I saw going through the CTC Minutes that didn’t make it into these pages. The following was amended into the SHOPP at the May meeting, and is $730,000 of your tax dollars at work:

May 2021 CTC Agenda Item 2.1a.(1a): 05-Mon-1 PM 10.5. Route 1 Near Gorda, at the Willow Springs Maintenance Station at 72115 Cabrillo Highway (Route 1). Repair failed electrical system. In January 2021, a microwave oven caught fire while not in use at the maintenance station employee housing facility.  A follow-up investigation of this incident, an ongoing low-voltage issue, and a history of damaged electrical appliances has identified numerous safety related issues due to undersized wiring, corrosion of components, long undersized wire runs, and all power runs connected to a ineffective single main breaker. This project will remove existing electrical components, install new pull boxes, conduit, wiring, and service panels.

At the request of a long-time friend and contributor to this site(5), captured the “lost” Caltrans series of pages about the 50th Anniversary of the start of the Interstate system that occurred in 2005/2006. These pages were published on the Caltrans site in 2005, and disappeared during a site rework in 2019 (likely because they were felt to be outdated). But for those of us here at California Highways, we love that history—and so we have preserved them. Please contact Caltrans if you want to use the pictures, and say you saw it on the Wayback Machine (wink).

Added some information on the earliest days of this website to the 1996 and before changes page. Ronald J Hall at Caltrans sent me a correction for the statistics page regarding the highest point on Route 270.

Reviewed the Pending Legislation page, based on the new California Legislature site. As usual, I recommend to every Californian that they visit the legislative website regularly and see what their legis-critters are doing. As many people are unfamiliar with how the legislature operates (and why there are so many “non-substantive changes” and “gut and amend” bills), I’ve added the legislative calendar to the end of the Pending Legislation page. A new legislative session started after the November elections; all of the 2019-2020 bills are dead. So far, it is way too early for any bills to have made it out of their house of origin into the other house, let alone to the Governor’s desk.

I checked California Transportation Commission page for the results of the California Transportation Commission meetings from January through May 2021. As always, note that I tend not to track items that do not impact these pages — i.e., pavement rehabilitation or replacement, landscaping, drainage, culverts, roadside facilities, charging stations, or other things that do not impact the routing or history, unless they are really significant. The amendment unprogramed (i.e., zeroed out) PS&E, R/W, and construction phases.  Due to community input, additional alternatives will be considered as part of the environmental process. The remainder of the project will be re-programmed at completion of the environmental document.
  • (1b) #13. 08-Riv-10 R60.9/R74.0 R60.7/R74.3 PPNO 3008A ProjID 0816000086 EA 1C081. I-10 in and near Coachella, from 0.5 0.3 mile east of Coachella Canal to 0.2 mile east of Hazy Gulch Bridge. Cold plane pavement and overlay with Portland Cement Concrete (PCC).  Construct eastbound truck climbing lane.  A one lane temporary detour will be constructed in the median for traffic handling. Amended to change postmiles to accommodate transition tapers and signage. Increase R/W capital from $10K to $13,991K for mitigation related to usage of the median for traffic staging, which impacts desert tortoise habitat, permit fees, application fees, and mitigation related to bridge widening.  Revised total is now $210,081K.

Increase construction capital from $15,600K to $20,430K to address work required on the inside shoulders, additional slab replacement, and rut repair. Update performance due to change in methodology to count only the slabs being repaired instead of total project lane miles.

Route 51 (Business Route 80) In the city of Sacramento, at the American River Bridge No. 24-0003 from north of B Street Underpass to north of Exposition Boulevard Overcrossing, at the American River Bridge No. 24-0003 and Cal Expo Undercrossing No. 24-0133.  Widen and replace bridge deck.  This is a Construction Manager/General Contractor (CMGC) project. This project was amended to adjust the description and funding. Increase R/W capital from $2,000K to $10,900K due to increased mitigation costs for work within the American River channel and parkway. Increase construction capital from $123,000K to $135,000K due to additional foundation and scour prevention work, roadway and bridge widening for stage construction, and widening at Cal Expo Undercrossing (UC) to accommodate lane tapers. Construction support has decreased from $22,000K to $19,000K. Update performance to include widening at Cal Expo UC. Delays in PA&ED has resulted in delays to the overall schedule shifting completion to FY23-24.
  • (1d) #15. 04-Nap-128 5.1 PPNO 1451C ProjID 0416000038 EA 4J830. Route 128 Near Rutherford, at Hopper Slough Bridge No. 21-0019. Replace bridge. This project was amended to adjust costs. Increase in construction support (from $2,014K to $3,900K) and capital (from $7,864K to $12,200K) is due to significant design change from a single-span to a three- span bridge with a longer structure and changed foundation type to address poor soil conditions. The proposed changes require additional environmental work, delaying the completion of PA&ED phase, thus delaying the project delivery. Revised total: $21,882K. Revised completion: FY23-24.
  • (1d) #32. 07-LA-110 31.0/31.0 PPNO 5196 ProjID 0716000355 EA 33520In Pasadena and South Pasadena, at the Fair Oaks Avenue northbound offramp. Widen ramp from two lanes to four lanes.  The city of South Pasadena will Advertise, Award, and Administer (AAA) the project construction contract. Amend to delete project.  This project was programmed to mitigate risk in the event that an adjacent Route 710 project EA 02009/PPNO 07-0219M could not environmentally clear this location. The Route 710 project completed PA&ED, so this project is no longer needed.

♠ (Mar) (2) STIP Amendment for Action: The Contra Costa Transportation Authority proposes to delete the I-80/San Pablo Dam Interchange – Phase 2 (R/W only) project (PPNO 0242K) and reprogram those STIP funds to a new project – Bollinger Canyon Road Iron Horse Trail Bike and Pedestrian Overcrossing project, in Contra Costa County. Note: Heavy rainfall on January 27-28, 2021 caused large debris flows and a major washout at Rat Creek. The larger than normal debris flow is due to the Dolan Fire that burned over 128,000 acres in August 2020.  The high intensity storms  combined with fire damage debris lead to a blocked existing sixty-six inch drainage pipe that conveyed the flow under the embankment.  Runoff began to pond behind the roadway embankment until it overtopped the highway.  Resulting drainage water overtopping eroded the fill on the downstream side, and eventually eroded across both lanes.  This project will clear mud and debris, clear culvert inlets in the area, and place an enhanced embankment solution and pavement to restore the eroded roadway.  PA&ED $0K; PS&E $600K; R/W Sup $400K; Con Sup $2,000K; R/W Cap $400K; Const Cap $11,200K TOTAL $14,600K.

US 101 Near Klamath, from Wilson Creek Road to 1.7 miles north of Rudisill Road.  Due to continuous slope movement and increased landslides within the limits of Last Chance Grade slide complex, this project will repair four damaged retaining walls, construct one new retaining wall, install removable barrier rail, replace a failed culvert, and construct mechanically stabilized fill.  Supplemental: After the necessary studies and design analysis were completed, it has been identified that multiple changes in scope are necessary due to increased settlement, erosion, and slide movement.  This supplemental is necessary to move the roadway to a new alignment, construct an additional 600-ft retaining wall, replace two existing retaining walls, and place a multi-location video monitoring system. Allocation: $3,000,000 (Con Eng); $16,300,000 (Const).
  • (3) #1. $15,196,000. 04-Nap-121 0.5/1.0. PPNO 04-0775G ProjID 0412000310 EA 4G210. Route 121 Near Napa, at Huichica Creek Bridge No. 21-0001 (PM 0.75).   Outcome/Output: Improve safety by widening roadway at Huichica Creek by replacing the existing triple metal culverts with a free span bridge, improve fish passage, and restore creek banks.  This project will provide continuity to the widening constructed under safety project EA 44420, and will reduce the number and severity of collisions. CON ENG $3,000,000; CONST $12,247,000.

Route 111 Near Calipatria, south of Gillespie Road.  A known mud pot in existence since 1953 has moved sporadically over decades; however, recent seismic activity has accelerated the movement and the natural geologic phenomenon is now within one hundred feet of the roadway.  The mudpot was previously traveling in a southwest direction but has recently changed course towards the northwest and towards the north end of the recently constructed detour connection with Route 111.  This supplemental is necessary to extend the north end detour further north to prevent closing this route caused by the altered direction of the mudpot.   • (3) #1. $3,366,000. 01-Lak-175 0.2/0.4. PPNO 01-3118 ProjID 0117000226 EA 0H460. Route 175 Near Hopland, from 0.2 mile east to 0.4 mile east of Mendocino County line.   Outcome/Output: Improve safety by realigning curves and and widening shoulders. This project will reduce the number and severity of collisions. CON ENG $975,000; CONST $2,750,000.

US 101 Near Crescent City, at Last Chance Grade, from 0.5 mile south to 4.0 miles north of Wilson Creek Road.  On February 13, 2021, a large cold storm front impacted Del Norte County which resulted in heavy rainfall and activated a large landslide complex and closed Route 101 in both directions due to extremely hazardous conditions and slide material blocking the roadway.  These storms brought high surf and caused damage to the embankment at PM 12.2 and PM 12.5.  This project will stabilize slope, install rock fall barrier and erosion control, repair or replace guardrail, drainage systems, signs, and pavement, and remove hazard trees. CON ENG $3,000,000 CONST $14,000,000.
  • (1) #16. $13,200,000+$400,000. 05-Mon-1 29.6/36.8. PPNO 05-3041; ProjID 0521000015; EA 1N410. Route 1 Near Big Sur, from 1.5 miles north of Big Creek Bridge to 0.6 mile north of Julia Via Bridge; also from 0.9 mile to 0.5 mile south of Big Creek Bridge (PM 27.2/27.6).  Heavy rainfall on January 27th and 28th caused large debris flows and a major washout at Rat Creek. The larger than normal debris flow is due to the Dolan Fire that burned over 128,000 acres in August 2020.  The high intensity storms  combined with fire damage debris lead to a blocked existing sixty-six inch drainage pipe that conveyed the flow under the embankment.  Runoff began to pond behind the roadway embankment until it overtopped the highway.  Resulting drainage water overtopping eroded the fill on the downstream side, and eventually eroded across both lanes.  This project will clear mud and debris, clear culvert inlets in the area, and place an enhanced embankment solution and pavement to restore the eroded roadway.
