November/December 2012 Changes to California Highways

It’s the end of the year, which must mean that it is time to do the final round up of updates for the highway pages. As I say every time.. you can keep up to date with me by following my blog at California Highways, as well as following the California Highways Facebook group. Over the past two years, I’ve used Facebook to collect the articles of interest for each update. However, it now looks like Facebook is hiding articles and not making it easy to find them again. What I’ve decided to do is to collect up the articles and post a summary post to my blog every couple of weeks. To make it easy to find, just go and look at the roadgeeking category. This article will also to share your news about California Highways, and I’ll look at any comments there for updates. I’ll post a link to the summary article to the Facebook group. This will start in 2013.

So let’s dig in.. Entries for the following routes were updated based on my reading of the papers (which are posted to the roadgeeking category at the “Observations Along The Road” and to the California Highways Facebook group) as well as any backed up email changes. I also reviewed the the AAroads forum and misc.transport.road. [As an aside:I may stop reviewing MTR as I’m finding very little there of use these days. As for AAroads, most of the discussions there are not about changes in routes for California highways, but more arguments about numbers and signing standards and such. Although all are valid discussions, it is not the sort of information I’m collecting for here.] This resulted in changes on the following routes, with credit as indicated [my research(1), contributions of information or leads (via direct mail) from Patrick Carroll(2), Hanz Laetz(3), Steve Pederson(4)]: Route 1(1), Route 4(1), I-5(1), I-15(1), I-80(1,2), Route 84(1), Route 86/Route 86S(3), Route 91(1), US I-210(1), I-215(1), Route 241(1), I-280(1), I-380(2), I-605(1), Route 905(4). Hystin Zylstra also noted that California Legacy License Plate landing page was now active.

Reviewed the Pending Legislation page. It is far too early in the legislative session for anything to have been passed, but I noted a few new bills of interest. The new California Legislature site is very nice, but it occasionally switches to another bill when moving tabs.

I checked the CTC Liaison page for the results of the CTC meeting held in December 2012. The following items were of interest:

2.1a. State Transportation Improvement Program (STIP) Amendments

*** (2) Sacramento County proposes to amend TCRP Project 126 – Watt Avenue at Route 50 Interchange Improvements (PPNO 0127A) to un-program $5,112,000 TCRP from the construction phase. (Approved)

2.1b. STIP Amendments for Notice

*** (2) The Department and Modoc County Transportation Commission propose to amend the 2012 STIP to delete two projects in Modoc County: the Alturas Route 299 Widening project (PPNO 3368) and the Route 299/Route 139 Canby Highway Advisory Radio project (PPNO 3382). (Information Only)

2.1c Proposition 1B Amendments for Action

(1) CMIA Project Amendments

*** (1a) The San Bernardino Associated Governments proposes to amend the CMIA baseline agreement for the I-10 Tippecanoe Avenue Interchange Improvements (Phase 1) project (PPNO 0154F) to update the project funding plan to include additional local funds. (Approved)

*** (1b) The Department and the Sonoma County Transportation Authority propose to amend the CMIA baseline agreement for the Sonoma-US 101 Airport Interchange Improvements (North Phase B) project (PPNO 0749D) in Sonoma County to update the project funding plan to include additional local funds. (Approved)

*** (1c) The City of Fontana proposes to amend the CMIA baseline agreement for the I-15 Duncan Canyon Road Interchange project (PPNO 0168Q) to update the project funding plan to include additional local funds. (Approved)

*** (1e) The Department and the Los Angeles County Metropolitan Transportation Authority propose to amend the CMIA baseline agreement for the I-5 HOV/Empire Avenue and Burbank Boulevard project (PPNO 3985) to update the project funding plan and delivery schedule. (Approved)

*** (1f) The Department and the Los Angeles County Metropolitan Transportation Authority propose to amend the CMIA baseline agreement for the Route 405 Northbound HOV Lane project (PPNO 0851G) in Los Angeles County to update the project funding plan, per AB 3x 20, and delivery schedule to end construction on 12/31/2013. (Approved)

(2) Proposition 1B Route 99 Bond Program Amendments

*** (2a) Financial Allocation Amendment: Reduce the original Route 99 Corridor allocation for construction by $1,248,000, from $5,000,000 to $3,752,000, for the Goshen to Kingsburg Landscape project (PPNO 6480Y) in Tulare and Fresno Counties, and revise the project funding plan. (Approved)

*** (2b) Financial Allocation Amendment: Reduce the original Route 99 Corridor allocation for construction by $1,846,000, from $17,610,000 to $15,764,000, for the Route 99/Riego Road Interchange project (PPNO 3L44) in Sutter and Sacramento Counties, and revise the project funding plan. (Approved)

*** (2c) Financial Allocation Amendment: Reduce the original Route 99 Corridor allocation for construction by $195,000, from $2,566,000 to $2,371,000, for the Los Molinos project (PPNO 3326) in Tehama County, and revise the project funding plan. (Approved)

*** (2d) Financial Allocation Amendment: Reduce the original Route 99 Corridor allocation for construction by $2,987,000, from $50,600,000 to $47,613,000, for the Island Park 6-Lane project (PPNO 6274) in Fresno and Madera Counties, and revise the project funding plan. (Project removed from Consent Calendar and Approved)

*** (2e) Financial Allocation Amendment: Reduce the original Route 99 Corridor allocation for construction by $2,357,000, from $6,010,000 to $3,653,000, for the multi-funded SR99 Widen-ing in Manteca and San Joaquin Phase 3 project (PPNO 7634C) in San Joaquin County, and revise the project funding plan. (Approved)

*** (2f) Financial Allocation Amendment: Reduce the original Route 99 Corridor allocation for construction by $1,417,000, from $15,250,000 to $13,833,000, for the State 99/113 Interchange project (PPNO 8373) in Sutter County, and revise the project funding plan. (Approved)

*** (2g) Financial Allocation Amendment: Reduce the original Route 99 Corridor allocation for construction by $4,478,000, from $27,300,000 to $22,822,000, for the South Bakersfield 8-Lane Widening project (PPNO 6268) in Kern County, and revise the project funding plan. (Approved)

(5) Proposition 1B TCIF Project Amendments for Action

*** (5m) The Department proposes to amend the TCIF baseline agreement for Project 68 – Segment 1 (Route 11/Route 905 Freeway Connectors [PPNO 0999A]) in San Diego County, to update the post mile limits and project description. (Approved.)

2.2b. Environmental Matters – Comments on Documents in Circulation (Draft EIR)

*** (1) Draft Environmental Impact Reports:

  1. Redwood Parkway – Fairgrounds Drive Improvement Project – Interchange improvements on I-80 at Fairgrounds Drive in the City of Vallejo (DEIR) (Staff is directed to send a letter to the Department and the Solano Transportation Authority stating that there are no comments to the DEIR and recommending that funding be secured, and if applicable, that consideration of funding be brought forward to the Commission for approval.)
  2. Route 197/Route 199 Safe STAA Access Project – Roadway improvements to portions of Route 197 and Route 199 in Del Norte County (DEIR) (Staff is directed to send a letter to the Department stating that there are no comments to the DEIR and that consideration of funding be brought forward to the Commission for approval.)
  3. Tulare Expressway Project – Construct a two-lane express-way on new alignment on Route 245 and realign Route 65 in Tulare County (DEIR). (Staff is directed to send a letter to the Department stating that there are no comments to the DEIR and recommending that funding be secured, and if applicable, that consideration of funding be brought forward to the Commission for approval.)

2.2c. Environmental Matters — Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road

*** (1) Approval of Project for Future Consideration of Funding: Orange County La Pata Avenue Gap Closure and Camino Del Rio Extension Extend La Pata Avenue and Camino Del Rio in the City of San Clemente, Orange County. (FEIR) (SLPP).The project will widen and extend La Pata Avenue from 750 feet south of Route 74 in the unincorporated County to Calle Saluda in the City of San Clemente, as well as extend Camino Del Rio as a four lane roadway to the proposed extension of La Pata Avenue. (Approved.)

2.3a. Route Adoptions

*** One Route Adoption as Freeway — 11-SD-11-PM 0.0/2.8 Route 11: From near the junction of Route 905/Route 125 to the Otay Mesa East Port of Entry. (Approved.)

2.3c. Relinquishment Resolutions

*** Two Relinquishment Resolutions:

  1. 08-SBd-15-PM 33.63/34.11 Right of Way along Route 15 on Mariposa Road, in the city of Hesperia. (Approved.)
  2. 10-Mer-165-PM 12.1 Right of Way along Route 165 at Santa Fe Grade, in the county of Merced. (Approved.)

2.3d. Vacation Resolutions

*** One Vacation Resolution: 10-Mer-99-PM R30.8 Right of way along Route 99 at North Pacific Avenue, in the county of Merced. (Approved.)

2.5b. Financial Allocations for State Highway Operation and Protection Program (SHOPP) Projects

*** (1) Financial Allocation: $65,056,000 for 11 SHOPP projects, as follows: $15,855,000 for seven SHOPP projects; $49,201,000 for four projects amended into the SHOPP by Departmental action. Most of these were minor projects — emergency repairs, roadway grading, sign repairs, etc. Routes affected include US 101 near Klamath, I-80 near Vacaville, I-5 in Los Angeles, Route 47, I-15 in Victorville, Route 98 near Calexico, I-8 in El Cajon, Route 99 near Chico, US 50 near S Lake Tahoe, I-10 in Baldwin Park, and Route 1 in Oxnard. (Approved, as modified (the change was the year of a budget act).)

*** (2) Financial Allocation Amendment: Reduce the original SHOPP allocation for construction by up to $137,608,000 $83,865,000 for the I-15 Widening and Devore Interchange Reconstruction project (PPNO 0170M), in San Bernardino County. (Approved, as distributed in the yellow book item.)

2.5c. Financial Allocations for State Transportation Improvement Program (STIP) Projects

*** (1) Financial Allocation: $4,300,000 for the State administered Estrella River Bridge Replacement (PPNO 0226E) STIP project on Route 46 in San Luis Obispo, on the State Highway System. (Approved.)

2.5g. Financial Allocation Amendments

(1) Corridor Mobility Improvement Program (CMIA) Program Amendments

*** (1a) Financial Allocation: Up to $137,608,000 $53,743,000 for the multi-funded I-15 Widening and Devore Interchange Reconstruction project (PPNO 0170M) in San Bernardino County, on the State Highway System. Contributions from other sources: $45,293,000 (Approved, as distributed in the yellow book item.)

*** (1p) Financial Allocation: $26,100,000 for the locally administered I-405 Carpool Lane I-10 to US 101 (Northbound) CMIA project (PPNO 0851G) in Los Angeles County, on the State Highway System. (Approved.)

*** (1b-1s ex 1p) There were a number of reductions in CMIA allocations. As my pages don’t keep track of allocated amounts accurately, I’m not going through all those agenda items in detail. In summary, the following reductions occurred: (1b) $1.539M I-80 ICM Adaptive Ramp Metering; (1c) $6.713M I-80 ICM Adaptive Traffic Metering; (1d) $371K Contract 3 of the Freeway Performance Initiative in ALA, SCl, and SOL counties; (1e) $5.432M Contract 5 of the Freeway Performance Initiative in ALA, SCl, and SOL counties; (1f) $34.387M from CMIA construction, $6.939M from SLIP construction, $105.098M from STIP construction for I-5 HOV/Empire and Burbank Blvd project; (1g) $1.163M from EB I-580 HOV Lane Segment 3; (1h) $110K from I-215 HOV Lane Bi-County Gap; (1i) $6.235M from I-880 SB HOV Lane Extension – North Segment (Davis to Hagenberger); (1j) $386K from Contract 3 of the Freeway Performance Initiative – TOS and Ramp Metering Project in ALA, SCl, and SOL counties; (1k) $711K from Contract 4 of the Freeway Performance Initiative – TOS and Ramp Metering Project in ALA, SCl, and SOL counties; (1l) $327K from Freeway Performance Initiative – TOS and Ramp Metering Elements in ALA; (1m) $7.476M from I-580 WB HOV lane (segment 1) – Greenville to Isabel; (1n) $11.883M from I-580 WB HOV lane (segment 2) – Isabel to Foothill; (1o) $608K from Marin-Sonoma Narrows Contract A2 – Novato Creek Bridge; (1q) $2.071M from Marin-Sonoma Narrows Contract C3 – US 101/Route 116 Interchange; (1r) $81K from I-215 Newport Avenue overcrossing; (1s) $350K from I-15 Ranchero Road interchange. (2) Proposition 1B Route 99 Bond Program Amendments

*** (2h) The Department is requesting an additional allocation of $1,402,000 from the Route 99 Corridor Bond Program Reserve and an amendment to the Route 99 Corridor Bond Program Baseline Agreement for the Route 99/Avenue 12 Interchange project (PPNO 5346) in Madera County, and to revise the project funding plan. (Approved, as modified (minor change).)

(10) Financial Allocations for Proposition 1B SLPP Projects

*** (10d) Financial Allocation: $18,191,000 for the locally administered I-5/Cosumnes River Boulevard Interchange (PPNO 03-3L42) SLPP/STIP project in Sacramento County, on the State Highway System. Contributions from other sources: $64,255,000. (Approved.)

  1. imho, Faceplace just keeps getting more and more, as we say here in Kentucky, ignernt. A lot of people are complaining that they’re making the service harder and harder to use. And a lot of those people are leaving.
