March/April/May Changes to California Highways

A bit delayed, but I’m finally getting around to another update. Again, I’m using Amaya, although I have Blue Griffon standing by if I need it. The blog is also progressing well, so I do encourage everyone to follow it. As always, you can keep up to date on the latest headlines related to California Highways by friending the California Highways Facebook group. I’ve set it up to get the regular Metro.Net headline posting, and I regularly highlight any highway related articles I find on the net. It is also your place to share news about California Highways, and I pick up that news from there for these updates.

On to the update… Entries for the following routes were updated based on my reading of the papers (which are posted to California Highways Facebook group) as well as any backed up email changes. I also reviewed the the AAroads forum and misc.transport.road, but didn’t find any updates there. Added the book Where the Road Begins: The Saga of Big Sur’s Pioneer Families by Peter Gray Scott to the recommended reading list, based on a recommendation from Anneliese Ågren. Also added a link to Pacific Electric and the Growth of the San Fernando Valley, which I picked up recently and has wonderful information and pictures of the San Fernando Valley.

Updated some information on the theft of mission bells along El Camino Real in Ventura.

Alexis Tate provided some reports of broken links on one of the links pages. As a reminder, if you ever discover a broken link on any page, please report it to me so I can correct it or remove it. In other link changes, Bridget Summers submitted DistractedDrivingHelp, which is an omnibus site that collects a number of resources to help in the fight against distracted driving. Given the importance of that fight, I added it to the Other Links page, and included links to the sites on distracted driving from the AAA Foundation and the California Highway Patrol. The students at Pinewood Elementary School also submitted a link for the history page–they found a good site with the history of the transcontinental railroad. As a reminder: I always welcome link updates or link suggestions, but I don’t just link to help people advertise. Links must be highway related, and I review every link I add. Note that “highway related” does not mean “travel related”.

Based on information provided by Charlie McCoy, added information on Classified Landscaped Freeways. A Classified Landscaped Freeway is a section of freeway with planting that meets the criteria of the Outdoor Advertising Regulations. It is used in the control and regulation of Outdoor Advertising Displays. A full list of such freeways may be found here, supposedly there are regular additions that can be found here. Checked the Calnexus page, but I don’t think they are updating the exit number lists anymore.

Reviewed the Pending Legislation page. Noted the passage of the following item:

  • AB 610 (Solorio) Vehicles: specialized license plates: Veterinary Medical Board: pilot program.
    Under existing law, the Department of Motor Vehicles issues environmental and other specialized license plates. The issuance of some of those license plates is subject to additional fees. Existing law prohibits the department from establishing a specialized license plate program for a state agency until the department has received not less than 7,500 applications for the plates within 12 months after the date of the department’s approval of the agency’s initial application to sponsor a specialized license plate program. This bill would authorize the Veterinary Medical Board to contact the department by June 30, 2012, and indicate its intent to undertake collection of additional applications and fees or deposits for an additional period of 12 months in order to obtain the minimum 7,500 applications for a special license plate the board is seeking to sponsor pursuant to existing law. The bill would make this provision inoperative on July 1, 2013, and would repeal this provision on January 1, 2014.

I was also amused by the title of SJR 27, the “Are You Dense Day”. Alas, it wasn’t what I was hoping for, instead being focused on Breast Cancer density testing (not that such testing is a bad thing; rather, I was hoping for a day where we could go around to people saying, “What? Are you dense?!?”.

Noted that one of the CTC items below identified that portions of former US 99W (that are neither Route 99 nor I-5) may still be in the state highway system. This is best seen starting around Williams, CA, where there is a road roughly parallel to I-5 that appears to be called “Old Hwy 99W”, “County Road 99W”, “Highway 99W” (as in Williams, CA), “99W Highway”, “State Highway 99W”, and “Road 99W”. The latter designation is co-signed with Tehama County Route A8 north of San Benito Avenue near Red Bluff, CA. It is unclear if these portions have postmiles. Information on this was added to the “SUFFIXED” section of the Route 99 entry.

  • On I-5, 06-Fre-5 22.8/26.8 Near Coalinga, from north of Tuolumne Avenue to south of Route 33. $2,171,000 to construct double thrie beam median barrier to reduce the number and severity of traffic collisions along 4 centerline miles.
  • On Route 74 in Riverside County, 08-Riv-74 29.6/30.0 Near Perris, at Menifee Road. $1,229,000 to widen intersection; modify traffic signals; construct sidewalks; make Americans with Disabilities Act (ADA) improvements; install curb, gutter and bus stop to improve operations and safety of the intersection.
  • On Route 94, in San Diego County, 11-SD-94 13.8/14.4 Near Lemon Grove, from Via Mercado Road to 0.1 mile east of Jamacha Boulevard. $1,600,000 to construct median barrier to improve safety by reducing cross centerline collisions.

The project will improve safety by reducing the severity of run-off-the road collisions.
  • On Route 190, in Inyo County, 09-INY-190 R65.9/R66.5 Near Panamint Springs, from 8.0 miles east of Panamint Valley Road to 10 miles west of Wildrose Road. $1,018,000 to realign roadway to allow the construction of a shoulder catchment area for falling rocks and minimize the potential of traffic collisions.
  • On I-580, in Alameda County, 04-Ala-580 R14.6/R21.6 Near Livermore, from 0.1 mile west of Greenville Road to 0.2 mile west of San Ramon-Foothill Road. $13,000,000 to rehabilitate 38.5 lane miles of pavement to improve ride quality, prevent further deterioration of the road surface, minimize the costly roadway repairs, and extend the pavement life.
  • On Route 1, I-5, Route 90, and I-405 in Los Angeles County at various locations. $2,995,000 to repair bridge decks, replace joint seals, repair vehicle hits, paint minor spot locations and minor repairs to railing on 28 bridges to extend the service life of the structures.

  • On I-215, in Riverside County, 08-Riv-215 43.9/45.3 In and near the city of Riverside, from Columbia Avenue to the San Bernardino County line; also in Colton and Grand Terrace from the county line to south of the Route 10 interchange . $12,258,000 to rehabilitate 32.7 roadway lane miles to extend pavement service life and improve ride quality. Project ill grind pavement and overlay with rubberized asphalt.
  • On I-580, in Alameda County, 04-Ala-580 R8.4/R14.6 Near Livermore, from 0.1 mile west of Greenville Road to 0.2 mile west of San Ramon -Foothill Road. $16,400,000 to rehabilitate 51 lane miles of roadway to improve the ride quality, prevent further deterioration of the road surface, minimize the costly roadway repairs and extend the pavement service life.
  • On Route 79, in Riverside County, 08-Riv-79 R34.2/40.1 In and near Beaumont, from 0.3 mile north of Gilman Springs Road to south of First Street. $190,000 to install ground-in rumble strips on shoulders and place reflective markers on median barrier to improve safety by reducing the number of run-off-the road collisions.

  • On Route 99, in Madera County, 06N-Mad-99 10.7/11.2 Route 99/4th Street Interchange Improvements. In the city of Madera, on Fourth Street, from Sunset Avenue to Gateway Drive. $5,148,000 to widen Route 99 bridge to 6 lanes and widen ramps, widen Fourth Street to 4 lanes with median, and add traffic signals coordinated with interchange signals. The project will modify one bridge, install one new traffic signal, construct 0.6 new lane miles, and improve level of service from F to C.
  • On Route 217, in Santa Barbara County, 05S-SB-217 1.1/2.2 Fowler Road & Ekwill Street Extension. In Goleta, from 0.1 mile north of San Jose Creek Bridge to Hollister Avenue. Funding of $4,561,000 to construct roundabouts at Hollister Avenue ramps. Extend Fowler Road from Fairview Avenue to Kellogg Avenue. Extend Ekwill Street to Kellogg Avenue.

2.5e. Financial Allocations for Supplemental Funds

*** [02/2012] (2) Financial Allocation Adjustment: $6,200,000 in supplemental funds for the previously voted STIP project, SCL -87 Route 87 HOV Lane (PPNO 0443S), in Santa Clara County to close-out the construction contract. The current allocation is $41,950,000 in GARVEE funds. The request for $6,200,000 in RIP funds results in an increase of 15 percent over the original budget. Approved.
