May/June Updates to California Highways

We’re six months into the year; this means it is time for our third update for 2011. As a reminder, if you haven’t friended the California Highways Facebook group, you should. I’ve set it up to get the regular Metro.Net headline posting, and I regularly highlight any highway related articles I find on the net. It is also your place to share news about California Highways, and I pick up that news from there for these updates. So join!

The following are updates from my reading of the papers (which are posted to California Highways Facebook group) as well as any backed up email changes. I also reviewed the the AAroads forum and misc.transport.road. Checked the Calnexus page to see if there had been any updates. There weren’t any.

Reviewed the Pending Legislation page. No bills have passed yet.

I checked the CTC Liaison page for the results of the May and June meetings. The following items were of interest:

  • 2.1a. Program Amendments/Project Approvals – STIP Amendments for Action

    *** May-(4) The Department and the Kern Council of Governments (KCOG) propose to amend the 2010 STIP to reduce the programming for KCOG’s Planning, Programming and Monitoring (PPNO 6L03), and revise the project funding plans for the Route 99 from Route 204 to Beardsley Canal project (PPNO 6267) and the Route 99 from Route 119 to Wilson Road project (PPNO 6268). Approved.

    *** May-(5) The Department proposes to amend the 2010 STIP to delete the Philip Raine Safety Roadside Rest Area Enhancement project (PPNO 6370) in Tulare County and add the Route 99/Route 113 Interchange project (PPNO 8373) in Sutter County. Approved.

    *** Jun-(17) The Department and the Transportation Agency for Monterey County propose to amend the 2010 STIP to revise the project funding plan for the Route 68 Safety & Operations Corral de Tierra project (PPNO 1813A).

    *** Jun-(19) The Department and the Merced County Association of Governments propose to amend the 2010 STIP to delete the Route 59 Widening project (PPNO 6688) and add the Atwater-Merced Expressway Phase 1A project (PPNO 5264A).

    *** Jun-(23) The Department, the San Bernardino Associated Governments and the Riverside County Transportation Commission propose to amend the 2010 STIP and the CMIA baseline agreement for the I-215 HOV Bi-County Gap Closure project (PPNO 0041G), to update the project funding plan by swapping currently programmed $4,961,000 in RIP funds with an equal amount of IIP funds.

    *** Jun-(29) The Department, the Transportation Authority of Marin, and the Sonoma County Transportation Agency propose to amend the 2010 STIP and CMIA baseline agreements for the Route 101 Marin-Sonoma Narrows – Southerly Interchange (PPNO 0360J), Route 101 Marin-Sonoma Narrows – Petaluma Boulevard South Interchange (PPNO 0360H), and the Route 101 Marin-Sonoma Narrows – Widen Novato Creek Bridge (PPNO 0360M) projects to update the project scope, funding plan and schedule for the Southerly Interchange project, to update funding plan and schedule for the Petaluma Boulevard South Interchange project, and to delete CMIA funds from the Widen Novato Creek Bridge project.

    *** May-(1a) The Department and the City of Chico propose to amend the CMIA baseline agreement for the Route 32 Widening Phase1 project (PPNO 2107) in Butte County, to revise the scope and update the project schedule. Approved.

    *** May-(1b) The Department and the Orange County Transportation Authority propose to amend the CMIA baseline agreement for the Northbound Orange Freeway (Route 57) widening between Katella Avenue and Lincoln Avenue project (PPNO 3829) to split out the replacement landscaping project. Approved.

    *** May-(1d) The Department and the Shasta County Regional Transportation Planning Agency propose to amend the CMIA baseline agreement for the South Redding I-5, 6 Lane project (PPNO 3331) in Shasta County, to revise the scope and update the project schedule. Approved.

    *** Jun-(1a) The Department and the Contra Costa Transportation Authority propose to amend the CMIA baseline agreements for Segment 2 (from Contra Loma Boulevard to Lone Tree Way, PPNO 0192H) and Segment 3 (from Lone Tree Way to Route 160 PPNO 0192I) of the Route 4 East Widening project to update the funding plan and delivery schedule for Segment 2, to update the project scope, project limits, and delivery schedule for Segment 3, and to split Segment 3 into two contracts and change the implementing agency for one of those contracts.

    *** Jun-(1b) The Department and the Alameda Transportation Commission propose to amend the CMIA baseline agreements for Segment 1 (from Concannon Boulevard to Jack London Boulevard, PPNO 0081G) and Segment 2 (Ruby Hills Drive to Concannon Boulevard, PPNO 0081H) of the Route 84 Expressway Widening project to reprogram all CMIA funds to Segment 1, transfer a portion of Segment 2 scope to Segment 1, and to delay the delivery of Segment 2.

    *** Jun-(1d) The Department and the Santa Cruz County Regional Transportation Commission propose to amend the CMIA baseline agreement for the Highway 1 Soquel to Morrissey Auxiliary Lanes project (PPNO 6500) in Santa Cruz County to revise the project funding plan and change the implementing agency for construction.

    Proposition 1B TCIF Program Amendments

    *** May-(5b) The Department proposes to amend the TCIF project baseline agreement for the Route 4 Crosstown Freeway Extension project (PPNO 0284) in San Joaquin County to revise the project limits and funding plan. Approved.

    *** May-(5e) The Department and the Port of Los Angeles propose to amend the TCIF project baseline agreements for Project 19 ( Route 110 Freeway/Route 47 Interchange project [PPNO TC19]) and Project 20 (Route 110 Freeway and C Street Interchange Improvements project [PPNO TC20]) in Los Angeles County to revise the project schedules and funding plans.

  • 2.2c. Environmental Matters – Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road

    ***May-(7) Approval of Project for Future Consideration of Funding: 03 – Butte County Widen and improve approximately 2.6 miles of Route 32 providing an additional lane in each direction from Route 32/Route 99 Interchange to east of Yosemite Drive in the city of Chico. (FEIR) (PPNO 2107) (CMIA) The Commission accepted the environmental document, Findings of Fact, and Statement of Overriding Considerations and approved the project for future consideration of funding.

    ***May-(8) Approval of Project for Future Consideration of Funding: 05-SLO-166, PM R36.0/40.5 Route 166 in San Luis Obispo County. Construct roadway improvements including realignment of a portion of Route 166 near the city of Santa Maria. (ND) (PPNO 2243) (SHOPP) The Commission accepted the environmental document and approved the project for future consideration of funding.

    ***May-(9) Approval of Project for Future Consideration of Funding: 08-SBd-10, PM 25.3/27.3.1 Route 10 in San Bernardino County. Construct roadway improvements including the reconstruction of the Tippecanoe interchange on Route 10 in the city of San Bernardino. (MND) (PPNO 0154D) (STIP) The Commission accepted the environmental document and approved the project for future consideration of funding.

    ***May-(10) Approval of Project for Future Consideration of Funding: 04-SM-101, PM 16.3/17.0 Route 101 in San Mateo County. Construct roadway improvement including the replacement of the Broadway Overcrossing in the city of Burlingame. (MND) (PPNO 0702A) (STIP) The Commission accepted the environmental document and approved the project for future consideration of funding.

    ***Jun-(10) Approval of Project for Future Consideration of Funding: 01-Men-1, PM 92.83 Route 1 in Mendocino County. Construct a fish passage project at Dunn Creek on Route 1 near the town of Leggett. (ND) (PPNO 0155Z) (SHOPP)

    ***Jun-(11) Approval of Project for Future Consideration of Funding: 03-Pla-89, PM 21.4/21.7, 03-Nev-89, PM 0.0/0.4 Route 89 in Placer and Nevada Counties. Construct a mixed use path on a portion of Route 89 near the city of Truckee. (ND) (PPNO 3L43) (STIP)

    ***Jun-(13) Approval of Project for Future Consideration of Funding: 04-SCl-9, PM 2.5/7.0 Route 9 in Santa Clara County. Construct roadway improvements to address safety issues including improving sight distances, upgrade existing lanes and shoulders and replace guard rails on a portion of Route 9 in and near the city of Saratoga.     *** (May) 1-Men-222-PM L0.0/L0.4, Right of Way on Route 222 (Talmage Road), from South State Street to Route 101, in the city of Ukiah, consisting of superseded highway right of way. Approved.

    *** (May) 4-Nap-29-PM 28.3/29.3, Right of Way in the city of St. Helena along Route 29, between Charter Oak Avenue and 0.1 mile west of Pratt Avenue, consisting of non-motorized transportation facilities, namely sidewalks. Approved.
