March/April Changes to California Highways

Today, while my daughter did an AP study session, I updated the highway pages:

Our second update for the new year., late as usual :-). As a reminder, if you haven’t friended the California Highways Facebook group, you should. I’ve set it up to get the regular Metro.Net headline posting, and I regularly highlight any highway related articles I find on the net. It is also your place to share news about California Highways, and I pick up that news from there for these updates. So join!

The following are updates from my reading of the papers (which are posted to California Highways Facebook group) as well as any backed up email changes. I also reviewed the the AAroads forum and misc.transport.road. Checked the Calnexus page to see if there had been any updates. There weren’t any.

Reviewed the Pending Legislation page. This is early in the legislative session, and we’re still in the bill introduction phase.

I checked the CTC Liaison page for the results of the March meeting (the CTC appears to be meeting every other month). The following items were of interest:

  • 2.1a. Program Amendments/Project Approvals – STIP Amendments for Action

    *** (1) The Department, the Solano Transportation Authority, and the Napa County Transportation Planning Agency propose to amend the 2010 STIP and the CMIA baseline agreement for the Segment 1 (PPNO 0367D) and Segment 2 (PPNO 0367I) of the State Route 12 Jameson Canyon Widening – Phase 1 (TCRP 157) project to reprogram $4,100,00 IIP funds from Construction Capital for Segment 1 to Construction Support for Segment 1 ($2,750,000) and Segment 2 ($1,350,000) and to update the project delivery schedule. Approved.

    *** (2) The Department and the San Joaquin Council of Govern-ments (SJCOG) propose to amend the 2010 STIP to revise the funding plan for the I-5/French Camp Interchange project (PPNO 7239), change the project scope and revise the fund-ing plan for the State Route (SR) 99 Widening in Manteca and San Joaquin project (PPNO 7634), and add the SR 99 Widen-ing in Manteca and San Joaquin Phase 1 project (PPNO 7634A), the SR 99 Widening in Manteca and San Joaquin Phase 2 project (PPNO 7634B), the SR 99 Widening in Man-teca and San Joaquin Phase 3 project (PPNO 7634C), and the SR 99 Widening in Manteca and San Joaquin Mitigation Planting project (PPNO 7634D). Approved off Consent Calendar.

  • 2.1b. Program Amendments/Project Approvals – STIP Amendments for Notice

    *** (1) The Department proposes to amend the 2010 STIP to revise the project limits for the South Coast 101 High Occupancy Vehicle Lanes project (PPNO 7101) in Santa Barbara County. Information only.

    *** (3) The Department and the Kern Council of Governments (KCOG) propose to amend the 2010 STIP to reduce the programming for KCOG’s Planning, Programming and Monitoring (PPNO 6L03), and revise the project funding plans for the Route 99 from Route 204 to Beardsley Canal project (PPNO 6267) and the Route 99 from Route 119 to Wilson Road project (PPNO 6268). Information only.

    *** (4) The Department proposes to amend the 2010 STIP to delete the Philip Raine Safety Roadside Rest Area Enhancement project (PPNO 6370) in Tulare County and add the State Route 99/113 Interchange project (PPNO 8373) in Sutter County. Information only.

  • 2.2c. Environmental Matters – Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road

    ***(6) Approval of Project for Future Consideration of Funding: 11-SD-805, PM 23.3/27.7, 11-SD-52, PM 3.5/4.1 Routes 805 and 52 in San Diego County. Construct roadway improvements including 4 managed lanes, 2 HOV lanes and a transit station on Route 805 and 52 near the city of San Diego. (MND) (EA 081630) (SLPP) The Commission accepted the environmental document and approved the project for future consideration

    ***(7) Approval of Project for Future Consideration of Funding: 08-SBd-15, PM 177.3/181.1 Route 15 in San Bernardino County. Construct a new Joint Port of Entry on the California/Nevada border on Route 15 near the town of Nipton. (MND) (PPNO 0179B) (SHOPP) The Commission accepted the environmental document and approved the project for future consideration of funding.

  • 2.3b. New Public Road Connection

    *** (1) A New Public Road Connection to Route 15 at 08-Riv-15 PM 7.3 at French Valley Parkway in the city of Temecula, in the county of Riverside. Approved.

    *** (2) A New Public Road Connection to Route 15 at 08-SBd-15 PM 30.0 at Ranchero Road in the city of Hesperia, in the county of San Bernardino. Approved.

  • 2.3c. Relinquishment Resolutions

    *** 1-Hum-255-PM 6.0, Right of Way along Route 255, at Jackson Ranch Road, in the county of Humboldt. Approved.

    *** 6-Tul-63-PM 22.57, Right of Way along Route 63, at Avenue 408, in the county of Tulare. Approved.

    *** 10-Mer-99-PM 11.35/12.70, Right of Way along Route 99, from Mission Avenue to Parsons Street, in the city of Merced. Approved.

    *** 11-Imp-111-PM 17.8/20.7, Right of Way along Route 111, from 0.5 mile south of Carey Road to 0.2 mile north of Mead Road, in the county of Imperial. Approved.

Reviewed the CTC Project Allocation List – March 24, 2011 and noted the following:

  • County of Los Angeles: Route 605 between PM 21.1/22.8 In Irwindale between West Ramona Boulevard and Rivergrade Road. Outcome/Outputs: Relinquished 0.6 mile of roadway to the City of Irwindale to accept liability and assume full maintenance, ownership, responsibility, and control of the facility.

  • County of Shasta: Route 299 between PM 2.5/4.3 Near Redding, from 2.5 to 4.3 miles east of Trinity County Line. Outcome/Output: Install truck climbing lanes to reduce congestion and minimize traffic delay.

  • County of Orange, Route 55 between PM R7.8/R9.4 In Santa Ana, from Dyer Road off ramp to Edinger Avenue on ramp. Outcome/Output: Construct an auxiliary lane between interchanges to address the weaving operations of vehicles and increase the level of service.

  • County of Mendocino, Route 175 between PM 0.0/9.9 Near Hopland from the Junction of Route 101 to 0.6 mile east of Mendocino/Lake County Line. Outcome/Output: Rehabilitate 21.0 lane miles of roadway by overlaying with asphalt concrete to improve the ride quality, prevent further deterioration of the traveling surface, minimize costly roadway repairs, and extend the pavement service life.

  • County of Lake, Route 175 between PM 4.9/28.0 Near Lakeport, from 4.9 miles east of Mendocino/Lake County Line to Route 175/29 Junction; also near Kelseyville from Route 175/29 Junction to Route 175/29 Junction in Middletown. Outcome/Output: Rehabilitate 46.2 lane miles of roadway by overlaying with asphalt concrete to improve the ride quality, prevent further deterioration of the traveling surface, minimize costly roadway repairs, and extend the pavement service life.
