January/February Updates to California Highways

Ah, the first update of a new year, late as usual :-). This year looks to be so busy, I don’t expect them to come too much faster. That shouldn’t be a problem, as the pace of road construction is slowing with the state’s financial problem. That said, on to the updates. As a reminder, if you haven’t friended the California Highways Facebook group, you should. I’ve set it up to get the regular Metro.Net headline posting, and I regularly highlight any highway related articles I find on the net. It is also your place to share news about California Highways, and I pick up that news from there for these updates. So join!

The following are updates from my reading of the papers (which are posted to California Highways Facebook group) as well as any backed up email changes. I also reviewed the the AAroads forum and misc.transport.road. This resulted in changes on the following routes, with credit as indicated [my research(1), contributions of information or leads (via direct mail or Usenet) from Robert Bregoff(2), Chris Cargill(3) and Chris Sampang(4)]:Route 1(1), Route 2(1), I-10(1), Route 37(2), Route 59(3), Route 84(1), US 101(1), Route 275(4), and I-405(1).

Checked the Calnexus page to see if there had been any updates. There weren’t any.

Reviewed the Pending Legislation page. This is a new legislative session, and only a few bills have been introduced yet, and no bills have even progressed out of committee.

I checked the CTC Liaison page for the results of the January meeting. The following items were of interest:

  • 2.1a. Program Amendments/Project Approvals – STIP Amendments for Action

    *** (1) The Department and the Tehama County Transportation Commission propose to amend the Route 99 corridor baseline agreement and the 2010 STIP for the Route 99 Los Molinos project (PPNO 02-3326) to update the project scope, schedule and funding plan for Phase 2. Approved.

    *** (3) The Department and the Los Angeles County Metropolitan Transportation Authority propose to amend the CMIA baseline agreement, the 2010 STIP, and the SLPP program for the Route 5 Empire Avenue Interchange project (PPNO 3985) and the Route 5 Burbank Boulevard reconstruction project (PPNO 3986) to combine the two projects for staging and construction purposes and to revise the schedule and funding plan accordingly. Approved.

    *** (4) The Department proposed to amend the CMIA baseline agreement and the 2010 STIP for the Route 91 Widening – Route 55 connector to Weir Canyon project (PPNO 4598A) in Orange County to advance the schedule and split out the landscape work. Approved.

  • 2.1b. Program Amendments/Project Approvals – STIP Amendments for Notice

    *** (2) The Department and the San Joaquin Council of Governments propose to amend the 2010 STIP to revise the funding plan for the I-5/French Camp Interchange project (PPNO 7239), change the project scope and revise the funding plan for the Route 99 Widening in Manteca and San Joaquin project (PPNO 7634), and add the Route 99 Widening in Manteca and San Joaquin Phase 1 project (PPNO 7634A), the Route 99 Widening in Manteca and San Joaquin Phase 2 project (PPNO 7634B), the SR Widening in Manteca and San Joaquin Phase 3 project (PPNO 7634C), and the Route 99 Widening in Manteca and San Joaquin Mitigation Planting project (PPNO 7634D). Information only.

    *** (7) The Department, the Solano Transportation Authority, and the Napa County Transportation Planning Agency propose to amend the 2010 STIP and the CMIA baseline agreement for the Segment 1 (PPNO 0367D) and Segment 2 (PPNO 0367I) of the Route 12 Jameson Canyon Widening – Phase 1 (TCRP 157) project to reprogram $4,100,00 IIP funds from Construction Capital for Segment 1 to Construction Support for Segment 1 ($2,750,000) and Segment 2 ($1,350,000) and to update the project delivery schedule. Information only.

  • 2.1c. Traffic Congestion Relief (TCR)Program Application Approvals/Amendments, Proposition 1B CMIA Program/Project Amendments

    Proposition 1B Route 99 Program Amendments

    *** (2) The Department proposes to amend the Route 99 baseline agreement for the Island Park 6-lane project (PPNO 6274) in Fresno County, to increase Right of Way from $1,350,000 to $6,500,000.

  • 2.2c. Environmental Matters – Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road

    *** (1) Approval of Project for Future Consideration of Funding: 03-But-99, PM 28.1/29.6 Route 99 in Butte County. Replace an existing bridge on Route 99 near the city of Chico. The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (2) Approval of Project for Future Consideration of Funding: 04-Ala-580, PM R4.9/R8.2 Route 580 in Alameda County. Construct an eastbound truck climbing lane on a portion of Route 580 near the city of Livermore. The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (3) Approval of Project for Future Consideration of Funding: 04-Ala-880, PM 22.5/25.5 Route 880 in Alameda County. Extend HOV Lane on a portion of Route 880 in the cities of San Leandro and Oakland. The Commission accepted the environmental document and approved the project for future consideration of funding.

    ***(5) Approval of Project for Future Consideration of Funding: 06-Kin-41, PM 11.5/20.1 Route 41 in Kings County. Rehabilitate roadway on a portion Route 41 near Kettleman City. The Commission accepted the environmental document and approved the project for future consideration of funding.

    ***(6) Approval of Project for Future Consideration of Funding: 10-SJ-4, PM 14.4/14.8 and T14.6/R15.7 Route 4 in San Joaquin County. Roadway improvements including a new four lane roadway and viaduct on Route 4 near the city of Stockton. The Commission accepted the environmental document, Findings of Fact, and Statement of Overriding Considerations and approved the project for future consideration of funding.

    ***(7) Approval of Project for Future Consideration of Funding : 10-SJ-5, PM 25.0/37.1 Route 5 in San Joaquin County. Construct roadway improvements on a portion of Route 5 in the city of Stockton. The Commission accepted the environmental documents, the Findings of Fact, and approved the project for future consideration of funding.

  • 2.3b. New Public Road Connection

    *** A New Public Road Connection to Route 101 at 04-MRN-101 PM 25.54 (Redwood Landfill Overcrossing) in the County of Marin. Approved

  • 2.3c. Relinquishment Resolutions

    *** 3-Pla-193-PM 0.00/1.35, Right of way in the city of Lincoln on Route 193 (McBean Park Drive and the Lincoln Newcastle Highway) from Route 65 to the easterly city limits, under terms and conditions as stated in the relinquishment agreement dated October 1, 2008, determined to be in the best interest of the State. Authorized by Chapter 362, Statutes of 2006, which amended Section 493 of the Streets and Highways Code. Approved

    *** 4-Ala-238-PM 15.0/15.4, Right of way in the county of Alameda along Route 238, on Westerman Court, Morrill Street, and Langton Way, consisting of collateral facilities. Approved

    *** 6-Ker-14-PM 17.12/23.58, Right of way in the county of Kern along Route 14 between 4.2 miles south and 2.3 miles north of California City Boulevard, consisting of superseded highway right of way and collateral facilities. Approved

    *** 7-LA-605-PM 21.1/22.8, Right of way in the city of Irwindale along Route 605 between West Ramona Boulevard and Rivergrade Road, consisting of collateral facilities. Approved

    *** 8-SBd-210-PM 15.18/18.24, Right of way in the city of Rialto along Route 210 between Mango Avenue and Lilac Avenue, consisting of collateral facilities. Approved

    *** 12-Ora-5-PM 36.2/36.5, Right of way in the city of Anaheim along Route 5 at the intersection of South Walnut Street and West Broadway Street, consisting of collateral facilities. Approved

    *** 12-Ora-5-PM 38.6, Right of way in the city of Anaheim along Route 5 on South Anaheim Boulevard, consisting of collateral facilities. Approved

    *** 12-Ora-5-PM 36.5/36.7, Right of way in the city of Anaheim along Route 5 at Katella Avenue, consisting of collateral facilities. Approved

    *** 12-Ora-5-PM 35.8/36.0, Right of way in the city of Anaheim along Route 5 on Gene Autry Way, Santa Cruz Street, and Stanford Court, consisting of collateral facilities. Approved

    *** 12-Ora-133-PM 7.8, Right of way in the city of Irvine along Route 133 at Laguna Canyon Road, consisting of collateral facilities. Approved

    *** 10-Cal-4-PM 21.43/22.15, Right of way in the city of Angels along Route 4 from 98.43 feet (30 meters) east of the east end of the Angels Creek Bridge No. 30-0008 to the easterly city limits, consisting of superseded highway right of way. Approved

  • 2.3d. Vacation Resolutions

    *** 9-Iny-395-PM 66.6/68.4 Right of way in the county of Inyo along Route 395 at the Manzanar National Historic Site, consisting of superseded highway right of way no longer needed for State highway purposes. Approved
