February/March Changes to California Highways

It’s been a while, hasn’t it. As usual, life got in the way: be it other weekend plans, or the death of a dear family friend, or other medical issues. But this weekend is an update weekend, and so while you celebrate Easter (if you do), I’ll update highway pages. With that said….

The following are any updates from backed up email changes, notes from my reading of the papers (which are usually posted to the Facebook group), the AAroads forum, as well as updates from misc.transport.road (which has become useless). Updated a link into AARoads, as they start their dynamic link conversion project. This is something I’m not looking foward to.

Reviewed the Pending Legislation page. In the assembly, over three months, just about 1100 new bills were introduced; in the senate, over 500. One would think, over time, we would get it closer to right than having to modify things more! As the OC Register called it: squirrels, distracting folks from getting the real work done! There were some new bills introduced, but nothing has passed yet.

I checked the CTC Liaison page,, for the results of the February and March meetings (although March had nothing of interest). The following items were of interest:

  • 2.1a. Program Amendments/Project Approvals – STIP Amendments for Action

    *** (Feb) (2) The Department and the Imperial Valley Association of Governments propose to amend the 2008 STIP and the Trade Corridors Improvement Fund baseline agreement for the Brawley Bypass (Stage 3) project [Route 78] (PPNO 0021G) in Imperial County to program $1,909,000 of Federal Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Border Infrastructure Program funds for Right of Way. Approved.

    *** (Feb) (3) The Department proposes to amend TCRP Project 18.1 (Route 101 Novato Narrows – East Washington Interchange project in Sonoma County) to reprogram $1,000,000 TCRP from R/W to PS&E, re-allocate previously allocated funds, change the implementing agency for PS&E and R/W, and split the project into one roadway contract and one follow-up landscape contract. Approved.

    *** (Feb) (4) The Department and the San Francisco Transportation Authority propose to amend TCRP Project 22 (Route 101; environmental study for reconstruction of Doyle Drive, from Lombard Street/Richardson Avenue to Route 1 Interchange [PPNO 0619A] in City and County of San Francisco) to reprogram $1,300,000 TCRP from PS&E to Construction and re-allocate previously allocated funds. Pulled from Consent Calendar for discussion. Commissioner Ghielmetti inquired about the relationship of this item to the Doyle Drive P3 project. CTC Deputy Director Stephen Maller indicated that this item is related to Contracts 1-4 and the P3 project is for Contracts 5-8. After clarification, the item was approved.

  • 2.1b. Program Amendments/Project Approvals – STIP Amendments for Notice

    *** (Feb) (1) The Department and the Butte County Association of Governments (BCAG) propose to amend the State Route 99 (SR 99) Corridor baseline agreement and the 2008 STIP for the Butte SR 99 Chico Auxiliary Lanes – Phase II project (PPNO 2410B) in Chico to revise the scope, replace $1,653,000 RIP R/W funds with CMAQ funds, and update the project schedule and funding plan. Resolution R99-PA-0910-008 Information only. Proposed for Consent Calendar for April 2010 CTC meeting.

  • 2.1c. Traffic Congestion Relief (TCR)Program Application Approvals/Amendments, Proposition 1B CMIA Program/Project Amendments

    *** (Feb) (1a) The Department and the Contra Costa Transportation Authority propose to amend the Corridor Mobility Improvement Account baseline agreement for the State Route 4 East Widening from Somersville Road to Route 160 (PPNO 0192F) to increase the project scope, update the project funding plan and split the project into three roadways and one follow-up landscape project. Resolution CMIA-PA-0910-019 Approved.

    *** (Feb) (1b) The Department and the Orange County Transportation Authority propose to amend the Corridor Mobility Improvement Account (CMIA) baseline agreement for the I-405 to Route 605 between Katella Avenue and Seal Beach Boulevard project (PPNO 2868C) in Orange County to transfer $3,360,000 from CMIA reserve from the balance available for reprogramming under the provisions of AB 3X-20 to Construction and reduce Congestion Mitigation and Air Quality Program (CMAQ) funding by $24,100,000. Resolution CMIA-PA-0910-021 Approved, as modified.

  • 2.2c. Environmental Matters – Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road

    *** (Feb) (3) 12- Ora-57, PM 12.2/15.2 Route 57 in Orange County. Construct additional northbound lanes and roadway improvements on a section of Route 57 in the city of Anaheim. (ND) (PPNO 3829) (CMIA) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (Feb) (4) 07-LA-39, PM 31.2 Route 39 in Los Angeles County. Repair a damaged pier on the North Fork San Gabriel River Bridge in the Angeles National Forest. (MND) (PPNO 3917) Approved.

    *** (Feb) (5) 04-CC-04, PM 23.5/29.6 Route 4 in Contra Costa County. Construct two additional lanes in each direction and roadway improvements on Route 4 from the Loveridge Road interchange near the city of Pittsburg to Route 160 near the city of Oakley, and roadway improvements. (ND) (PPNO 0192F) (CMIA) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (Feb) (6) 08-Riv-15, PM 10.3/10.9 Route 15 in Riverside County. Reconfigure the existing California Oaks Road interchange, and construct roadway improvements on Route 15 in the city of Murrieta. (MND) (PPNO 9991) Approved.

    *** (Feb) (7) 08-Riv-10, PM 39.0/39.9 Route 10 in Riverside County. Reconfigure the Date Palm Drive interchange on Route 10 including the addition of four additional lanes, bicycle lanes and sidewalks to the existing overpass in the city of Cathedral City. (MND) (PPNO 0012E) Approved.

    *** (Feb) (8) 07-LA-05, PM 45.4/59.0 Route 5 in Los Angeles County. Construction of HOV lanes, truck climbing lanes and auxiliary lanes on Route 5 from the Route 14 interchange to the Parker Road interchange near the city of Santa Clarita. (FEIR) (PPNO 3189) (TCRP) Resolution E-10-13 The Commission accepted the environmental document, Findings of Fact, and Statement of Overriding considerations and approved the project for future consideration of funding.

    *** (Feb) (9) 03-Yol-16, PM 18.6/31.7 Route 16 in Yolo County. Roadway improvements to Route 16 from County Road 78 near the town of Brooks to the South Fork Willow Slough Bridge near the town of Madison. (FEIR) (PPNO 8655) Approved.

    *** (Feb) (10) 10-Tuo-108, PM 1.8/6.9 Route 108 in Tuolumne County. Construct a 4-lane freeway, interchanges, bridge replacement and roadway improvements in Sonora. (FEIR) (PPNOs 0021A, 0021B, 0021C) (CMIA) Resolution E-10-15 The Commission accepted the environmental document and Findings of Fact and approved the project for future consideration of funding.

  • 2.3c. Relinquishment Resolutions

    *** (Feb) 5-SBt-156U-PM 9.08/9.13; 5-SBt-156-PM R8.92 Right of way in the county of San Benito along Route 156U at the San Benito River Bridge, consisting of superseded highway right of way, and along Route 156 at Buena Vista Road, consisting of collateral facilities.. Approved.

    *** (Feb) 11-Imp-111-PM T8.2/13.6 Right of way in the county of Imperial along Route 111 between Ross Road and Robinson Road, consisting of superseded highway right of way and collateral facilities. Approved.

    *** (Feb) 11-SD-15-PM M5.5 Right of way in the city of San Diego along Route 15 on 40th Street between Madison and Adams Avenues, consisting of a relocated and reconstructed city street. Approved.

    *** (Feb) 12-Ora-39-PM 19.2 Right of way in the city of La Habra along Route 39 on Imperial Highway between Brass Lantern Drive and Route 39, consisting of a collateral facility. Approved.

  • 2.6e. Financial Allocation

    *** (Feb) (3) $8,000,000 Construction for TCRP Project 31 – Eastbound I-580 HOV Lane from Tassjara Road/Santa Rita Road to Vasco Road in Alameda County. Approved.

  • 2.6g. Financial Allocation Adjustment

    *** (Feb) (3a) Reduce original STIP allocation of $18,493,000 to $10,564,000 per AB 608, for the Route 118 Widening – Tapo Canyon Road to the Los Angeles County Line (Phase 2) project (PPNO 4006) in Ventura County. Resolution STIP1B-AA-0910-004, Amending Resolution STIP1B-A-0809-019 Approved.

    *** (Feb) (3b) Reduce original STIP allocation of $45,634,000 to $18,672,000, per AB 608, (PPNO 0194Q) for the SR 210/215 Connectors project in San Bernardino County. Resolution CMIA-AA-0910-001, Amending Resolution CMIA-A-0809-012 Resolution STIP1B-AA-0910-005, Amending Resolution STIP1B-A-0809-015 Approved.
