The long overdue updates to California Highways are uploaded.
Yup, it’s been a few months. I’ve been preoccupied working on my CISSP certification from (ISC)2, which involved a lot of study and review. I’m pleased to say that I took the exam on April 18, 2009, and received word that I passed on April 24, 2009. The next step is endorsement from another CISSP, and that certification has already been faxed into (ISC)2 headquarters. Of course, this means that I can start working on updates and backed up submitted items again. So here goes…
Created a Facebook Page for fans of “California Highways”. Yup, I’m on Facebook as well as Livejournal. I’m going to use the California Highways Facebook Page to provide more timely highway related news–in particular, I’ll be using it to post articles I find during the day related to California highways. In the past, I’ve just forwarded these articles to myself for inclusion in the pages, but the Facebook page gives me a way to easily share the full article with interested parties.

Looked for updates for the legislative information page. As usual, no bills were passed, although the legislature was earning its paymaking itself look busy by submitting loads and loads of bills, many of which didn’t do anything substantive. I submit that one reason for the budget crisis is that the legislature has too much time on its hands, and keeps passing bills that cost the state money. Perhaps we could balance the budget by making the legislature (and its corresponding staff) much more part time.
Checked the Calnexus page to see if there had been any updates. Last I heard (in September), updates had been on hiatus due to the State of California budget situation. They had hoped to resume updates with the signed budget, and nothing had happened as of January. Well, it finally looks like a few were updated: Route 87, Route 90, Route 92, Route 135, Route 204, Route 244, Route 259, I-380, I-905, and I-980 seem to have the new PDF style pages now.
Reviewed the February, March and the two April CTC Summary and Web Books. I noted the following items for inclusion:

[0902] (1) The Department and the Merced County Association of Governments propose to amend the 2008 STIP to change the scope of the Los Banos Bypass project (PPNO 5707) to an environmental only project and program PS&E and Right of Way for a Los Banos Bypass Segment 1 project (PPNO 5707A) from Route 165 to 0.5 mile west of Santa Fe Grade Road. Approved.
[0902] (2) The Alameda County Congestion Management Agency proposes to amend TCRP Project #12.3 – Bay Area Transit Connectivity; complete studies of, and fund related improvements for, the I-580 Livermore Corridor, to update the project schedule for PA&ED. This item was added to the Consent Calendar and approved.

[0902] (1) The Department and the Sonoma County Transportation Agency propose to amend the CMIA baseline agreement and the 2008 STIP for the Route 101 HOV lanes project (PPNO 0775) from north of Pepper Road to Rohnert Park Expressway in Sonoma County, to transfer a total of $2,947,000 RIP from R/W Capital to Construction ($1,747,000) and Construction Support ($1,200,000). A corresponding amount of local Measure M funds will be moved from Construction and Construction Support to R/W Capital. Information only.

2.1c. Traffic Congestion Relief (TCR)Program Application Approvals/Amendments, Proposition 1B CMIA Program/Project Amendments
[0902] (1a) The Department, in conjunction with the San Bernardino Associated Governments, proposes to amend the CMIA baseline agreements for the Route 210/215 Connectors project (PPNO 0194Q) and the I-215 North Segment 5 – HOV and Mixed Flow Lane project (PPNO 0247N) to update the project funding plans and combine both projects into a single construction contract. Deferred.
[0902] (1c) The Department proposes to amend the CMIA baseline agreement for the Route 24 Caldecott Tunnel Fourth Bore project in Alameda and Contra Costa Counties to split and reprogram the original CMIA project into four segments, as follows: Segment 1 – on Route 24, from Route 13 in Alameda County to Gateway Boulevard in Contra Costa County (PPNO 0057A); Segment 2 – realign westbound Route 24 to northbound Route 13 Connector (PPNO 0057G); Segment 3 – widen Caldecott Lane at Kay Street Overcrossing and install traffic signal at Broadway and Kay Street intersection (PPNO 0057I); and Segment 4 – Establish highway planting (PPNO 0057J). [0902] (1d) The Department and the San Diego Association of Governments propose to amend the CMIA baseline agreement to combine the Route 15 Managed Lanes – South Segment project (PPNO 1672G) with a Route 15 Managed Lanes – North Segment project (PPNO 0672F). 2.2a. Environmental Matters – Notice of Preparation of an Environmental Impact Report (EIR)
[0902] (2) 07-Ven-118/34, PM 10.72/11.22, PM 17.52/17.64 Route 118/34 in Ventura County. Relocate and realign the existing Route 118/Route 34 Intersection within the community of Somis. The Commission had no comments on alternatives, but staff to send letter to Ventura County recommending that the funding necessary to complete the project be secured.
[0902] (3) 11-SD-11, PM 0.0/2.1 Route 11 in San Diego County. Construct a new segment of Route 905/Route 125, to be called Route 11, a new port of entry, and a Commercial Vehicle Enforcement Facility (CVEF) in Otay Mesa. (TCIF) The Commission had no comments on the alternatives or environmental impacts to be addressed in response to the Notice of Preparation. However, because the project is programmed in the TCIF, a letter will be sent to the San Diego County and include the comments recommended in the book item relative to scope, cost, and air quality.
[0903] Route 5 in San Joaquin County – Construct two additional lanes in each direction, two new interchanges, modify two existing interchanges, and roadway improvements in Stockton. The Commission had no comments on alternatives, but staff to send letter to project sponsors recommending that the funding necessary to complete the project be secured.

Reconstruct interchanges and construct roadway improvements from just east of Carpinteria Creek Bridge to just west of Franklin Creek in the city of Carpinteria. The Commission had no comments on alternatives, but staff to send letter to Santa Barbara County recommending that the funding necessary to complete the project be secured.

The Commission had no comments on the alternatives or environmental impacts to be addressed, but staff to send letter to the project sponsors recommending that the funding necessary to complete the project be secured.
[0903] (3) 07-LA-47, PM 2.8/5.3 Route 47 in Los Angeles County. Replace Schuyler Heim Bridge and construct Route 47 as part of an elevated Route 103 extension at the Ports of Long Beach and Los Angeles. (PPNOs 0444E, 2288) The Commission had no comments on the alternatives or environmental impacts to be addressed. However, since this project is programmed in the TCIF, CTC staff to send a letter to the project sponsors to address the Commission’s expectation to be notified of scope and cost changes upon selection of a preferred alternative. Letter should also outline the Commission’s expectation with regard to air quality impacts and implementation of mitigation measures as set forth in the Commission’s adopting resolution for the TCIF program.
[090415] 07-LA-39, PM 40.0/44.4 Route 39 in Los Angeles County. Construct roadway improvements including culverts, retaining walls, shoulder widening, and repaving from just south of Snow Spring to Route 2 near the city of Azusa. The Commission had no comments on the Draft EIR.

2.5b. Financial Allocations for American Recovery and Reinvestment Act of 2009 (ARRA)
$50,000,000 for one project on Doyle Drive in San Francisco County programmed in the SHOPP to be funded from the American Recovery and Reinvestment Act of 2009. Approved. Commissioner Guardino asked whether the Doyle Drive project would incorporate “Complete Streets” concept. Director Kempton clarified that the project, the seismic retrofit of a state highway, is not subject to complete streets guidelines, but that where the project interfaces with local streets, it will meet those guidelines, and will be reported on as those projects come forward.

2.5g. State-administered STIP Transportation Enhancement Projects — Financial Allocation
[0902] (1a) $194,457,000 for three State-administered multi-program (CMIA/STIP) projects on Route 24 in Contra Costa and Alameda Counties for Segments 1, 2 and 3 of the Caldecott Tunnel Fourth Bore project, deferred from January 2009. Contributions from local sources: $121,043,000. Deferred.
[0902] (1b) $77,738,000 for one State-administered multi-program (CMIA/TCRP/STIP) project on Route 198 near Hanford, east of Route 43 to west of Route 99. Contributions from local sources: $2,040,000. Deferred.
[090415] (1a) $126,634,000 for two Stateadministered multi-program (CMIA/STIP) projects in the city of San Bernardino, as follows: (a) $74,634,000 for one project on Route 210 and Route 215 to construct direct connectors (Segment 11 of 210 Corridor, PPNO 0194Q). (b) $52,000,000 for one project on Route 215 to construct HOV lanes, mixed-flow lanes and auxiliary lanes (Segment 5, PPNO 0247N). Approved, contingent upon funding being made available from Private Placement bond sales by the State Treasurer’s Office.
