July/August Updates to California Highways

Well, I finally got it done. The July/August updates to California Highways are in and uploaded.

Yet another two month update. My weekends are getting busier and busier.

Processed backed up email changes, and based on my reading of the papers, some mailed in updates, and some updates from misc.transport.road, I updated information on the following routes, based on my research(1), and contributions of information on leads (via direct mail or Usenet) from Michael Ballard(2), Dominic Ielati(3), Glen Norman(4), Michael Patrick(5), and Chris Sampang(6):Route 70(3), Route 74(1), Route 77(5), US 101(1,2), Route 110(2), Route 118(2), Route 244(6), Route 262(4), I-5(1), I-15(2), I-80(2), I-205(1), I-580(1).

Although I haven’t received an exit mile numbering since May, I did update some links to the exit numbering pages.

Updated the legislative information page. Noted the passage of the following:

  • ACR 122 (Blakeslee) The Robert and Pat Nimmo Memorial Highway.
    Designates the portion of Route 41 between Creston Road and El Camino Real in San Luis Obispo County as the “Robert and Pat Nimmo Memorial Highway“.

  • ACR 127 (Tran) Garden Grove Police Officers Memorial Highway, honoring Myron L. Trapp, Andy R. Reese, Donald R. Reed, Michael L. Rainford, and Howard E. Dallies, Jr.,
    Designates the 8-mile portion of Route 22 in the City of Garden Grove, as the “Garden Grove PoliceOfficers Memorial Highway, honoring Myron L. Trapp, Andy R. Reese, Donald R. Reed, Michael L. Rainford, and Howard E. Dallies, Jr.”.
    Chaptered July 23, 2008. Resolution Chapter 95

  • SCR 119 (Dutton) The CHP Officer John Bailey Memorial Freeway
    Designate the portion of Route 15 between Route 10 and Route 210, in the City of Rancho Cucamonga and the County of San Bernardino, as the “CHP Officer John Bailey Memorial Freeway”.
    Chaptered August 18, 2008. Resolution Chapter 113.

Note that there are many more bills awaiting the Governor’s signature, and thus they are presumably waiting on the state budget. Wouldn’t it be a waste if they all died abornin’.

Reviewed the June and July CTC Summary and Web Books. I noted the following items for inclusion:

  • 2.1a. Program Amendments/Project Approvals – STIP Amendments for Action

    *** (4/June) The San Bernardino Associated Governments proposes to amend TCRP Project #58 – Route 10; widen freeway to eight-lanes through Redlands, Route 30 to Ford Street in San Bernardino County to re-distribute $277,000 in TCRP funds from PS&E to Construction and update the project schedule and funding plan. (Related items under Tab 78 (2.6e.(2)) and Tab 55 (2.6e(4)).) Approved.

  • 2.1c. Traffic Congestion Relief (TCR)Program Application Approvals/Amendments

    *** (1a/June) The Department proposes to amend the CMIA Project and Baseline Agreement for the Route 219 Expressway, Phase 2 project (PPNO 9940C) in Stanislaus County to delete $2,240,000 in RIP funds and add $2,240,000 in federal Demonstration funds. Approved.

    *** (1b/June) The Department and the San Bernardino Associated Governments propose to amend the CMIA Project and Baseline Agreement for the Interstate 215 North – Segments 1 and 2 Project (PPNO 0247P) in San Bernardino County to modify funding plan to reflect cost increase. Approved. Project is placed on CMIA “watch” list until contract is awarded and with the understanding that SANBAG Board will adopt resolution stipulating that they will cover any cost increases in right of way and construction.

    *** (1c/June) The Department and Kern County propose to amend the CMIA Project and Baseline Agreement for the Route 46 Expressway – Segment 3 Project (PPNO 3386A) in Kern County to modify funding plan to reflect cost increase. Approved.

    *** (1d/June) 22 2.1c.(1d) The Department, the Metropolitan Transportation Commission, and the Sonoma County Transportation Authority propose to amend the CMIA Project and Baseline Agreement for the Route 101 – HOV Lane Railroad Avenue to Rohnert Park Expressway Project (PPNO 0775) in Sonoma County to modify the scope and amend the funding plan. Approved, as modified. Project benefits need to be updated.

    *** (1e/June) The Department, the Metropolitan Transportation Commission, the Alameda County Congestion Management Agency, and the Contra Costa Transportation Authority propose to amend the CMIA Project and Baseline Agreement for the Route 24– Caldecott Tunnel Fourth Bore Project (PPNO 0247P 0057A) in Alameda and Contra Costa Counties to modify funding plan. Approved.

    *** (1f/June) The Department and the San Bernardino Associated Governments propose to amend the CMIA Project and Baseline Agreement for the Interstate 215 North – Segment 5 Project (PPNO 0247N) in San Bernardino County to modify funding plan to reflect cost increase. Approved.

    *** (2a/June) The Department and the Sacramento Area Council of Governments propose to amend the Route 99 Project and Baseline Agreement for the Feather River Bridge Replacement and Widening Project (PPNO 8361B) in Sutter County to increase cost for R/W and Construction. Approved.

    *** (1a/July) The Department and the Los Angeles County Metropolitan Transportation Authority propose to amend the CMIA Project and Baseline Agreement for the Route 5 HOV Widening, Route 134 to Route 170 project (PPNO 0142F) in Los Angeles County to amend the funding plan and expand the scope. Approved, as distributed at meeting on pink paper.

    *** (1b/July) The Department and the Los Angeles County Metropolitan Transportation Authority propose to amend the CMIA Project and Baseline Agreement for the Route 5 HOV Lane from Orange County Line to Route 605 project (PPNO 2808) in Los Angeles County to amend the funding plan. Approved, as distributed at meeting on pink paper.

  • 2.2a. Environmental Matters – Notice of Preparation of an Environmental Impact Report (EIR)

    *** (June) Route 101 in Santa Barbara County – Roadway improvements near Carpinteria (NOP). Commission had no comments on the alternatives. However, the Department and partners should identify the funding sources and the likelihood of securing the funds needed to complete the alternative selected.

  • 2.2b. Environmental Matters – Comments on Documents in Circulation (Draft EIR)

    (1) *** (June) Comments on Documents in Circulation: Route 154 in Santa Barbara County – Roadway improvements near Santa Ynez (Draft EIR). No comments on alternatives; however, alternative funding sources should be obtained for the project.

  • 2.2c. Environmental Matters – Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road

    *** (1/June) Route 405 in Los Angeles County programmed in the CMIA – Roadway improvements throughout Los Angeles County (FEIR). (Correct Book Item, page 1, paragraph 2, to correct start date of construction to FY 2008-09.) Alternative selected is consistent with CMIA scope. No comment on alternative. SOC accepted and resolution for future consideration of funding was approved.

    *** (3/June) Approval of Project for Future Consideration of Funding and New Public Road Connection: Route 580 in Alameda County programmed in the CMIA – New Interchange at Isabel Avenue (MND). Deferred. Cost and scope of ED is not consistent with cost and scope of CMIA baseline agreement.

    *** (4/June) Approval of Project for Consideration of Funding: Route 580 in Alameda County programmed in the CMIA – Roadway improvements in the city of Livermore (FND). Deferred. Cost and scope of ED is not consistent with cost and scope of CMIA baseline agreement.

    *** (July) Route 12 in Napa and Solano Counties programmed in the CMIA – Roadway improvements near the city of Napa (MND). Approved.

  • 2.3b. New Public Road Connection

    *** (June) Route 580 at 4-Ala-580-PM 14.2 (Isabel Avenue) in the city of Livermore. Deferred.

  • 2.3c. Relinquishment Resolutions

    *** (June) 4-Sol-113-PM 19.0/19.8 Route 113 in the city of Dixon, between West Chestnut Street and 0.1 mile north of West F Street, consisting of non-motorized transportation facilities, namely sidewalks. Approved.

    *** (June) 4-Sol-80-PM R27.4/R27.6 Route 80 in the city of Vacaville, on the southeast side of East Monte Vista Avenue, between Browns Valley Parkway and the west bound Route 80 off ramp, consisting of collateral facilities. Approved.

    *** (June) 6-Mad-99-PM 9.42 Route 99 in the city of Madera, on Almond Avenue easterly of South Gateway Drive, consisting of a reconstructed and relocated city street. Approved.

    *** (June) 7-LA-5-PM R55.6, 7-LA-126-PM R5.7 Route 5 and Route 126 in the county of Los Angeles, on The Old Road at 0.1 mile north of the Route 126 Freeway, consisting of superseded highway right of way. Approved.

    *** (June) 8-SBd-83-PM 11.1/14.3 Route 83 in the city of Upland, under terms and conditions as stated in the cooperative agreement, dated October 17, 2007, determined to be in the best interest of the State. Authorized by Chapter 507, Statutes of 2006, which amended Section 383 of the Streets and Highways Code. Approved.

    *** (June) 8-SBd-210-PM 16.02/18.28 Route 210 in the city of Rialto, on West Easton Street, between the west city limit line and North Ayala Drive, consisting of relocated and reconstructed city streets and frontage roads. Approved.

    ***(June) 10-SJ-120-PM 16.6/17.3 Route 120 in the city of Escalon, on McHenry Avenue, Escalon Bellota Road, and Yosemite Avenue, consisting of superseded highway and reconstructed and relocated city streets. Approved.

    *** (June) 3-ED-50-PM 72.7 Route 50 in the county of El Dorado, between Elks Club Drive and Sawmill Road, consisting of state highway right of way, for the purpose of constructing a bike path. Approved.

    *** (July) 11-Imp-86-PM 21.7/R26.0 Route 86 in the county of Imperial between Brandt Road and Loveland Road consisting of superseded highway right of way, and relocated and reconstructed county roads, frontage roads and other state constructed local roads. Approved.

    *** (July) 3-Gle-32-PM 0.05/L0.30 Route 32 in the city of Orland between the westerly right of way of the Southern Pacific Railroad and postmile L0.30 consisting of superseded highway right of way, and relocated and reconstructed city streets, sidewalks, and landscape areas. Approved.

    *** (July) 10-Ama-88-PM 7.4 Route 88 in the county of Amador, being a portion of the improved intersection at Route 88 and Route 104, consisting of a relocated and reconstructed county road. Approved.

    *** (July) 8-Riv-86-PM 2.68/18.32, 8-Riv-111-PM 18.48/20.05, 8-Riv-111-PM 20.13/25.12, 8-Riv-195-PM 0.00/6.45 Routes 86, 111, and 195 in the county of Riverside: Route 86 between Route 86S and Avenue 54 including adjacent right of way along Route 86 for drainage purposes; Route 111 between Route 195 and Route 86S, and between Route 86S and the boundary line between Riverside County and the city of Coachella; and Route 195 between Route 86 and State Route 86S, consisting of superseded highway right of way and collateral facilities. Approved.

  • 2.3d. Vacation Resolutions

    *** (June) 10-Cal-4-PM 12.5/13.0 Route 4 in the county of Calaveras, between 1.1 and 1.4 miles southerly of Hunt Road, consisting of right of way no longer needed for State highway purposes. Approved.

  • 2.5c. State-administered STIP Transportation Enhancement Projects — Financial Allocation

    *** (5/June) Locally-Administered STIP Project on Route 1 near the city of Santa Cruz for $46,000 programmed in FY 2008-09. Approved, as modified.

    *** (10/June) Locally-Administered STIP Project on Route 219 near Salida for $2,240,000, plus $2,090,000 from other sources. Approved.

    *** (1/July) State-administered STIP TE Project on Route 10 in Los Angeles for $1,250,000. Contingent upon passage of the FY 2008-09 Budget Act. Approved, contingent upon passage of the FY 2008-09 Budget Act with no suspension of Prop 42.

  • 2.5g. State-administered STIP Transportation Enhancement Projects — Financial Allocation

    *** (3b/June) State-Administered HOV Lane Project on Route 680 (Sunol Grade) for $7,663,000, plus $2,337,000 from other sources. Approved.

    *** (3c/June) Local-Administered STIP HOT Lane Project on Route 680 (Sunol Grade, ITS components) for $8,000,000, plus $500,000 from other sources. Approved.

    *** (3a/July) State-administered STIP Project on Route 101 in the cities of Arroyo Grande and Pismo Beach for $7,828,000. Approved, contingent upon passage of the FY 2008-09 Budget Act with no suspension of Prop 42.
