June/July Changes to California Highways

Now June. June was busy with my daughter’s plays and her 8th grade graduation, combined with a lot of weekends lost to my other love: live theatre. So this month, again, combines two months worth of material.

Processed backed up email changes, and based on my reading of the papers, some mailed in updates, and some updates from misc.transport.road, I updated information on the following routes, based on my research(1), and contributions of information on leads (via direct mail or Usenet) from “Artist Jake”(2), and Chris Sampang(3): Route 65(1), Route 83(2), Route 99(3), I-80(1), I-280(1), I-880(1).

Added a link to the Mojave Roads website. Added a map to part 4 of the Chronology (under 1958)

Added additional details on the “How do I get a sign referring to my (insert noun) on a state highway?” question in the FAQ, based on information from Don Howe at Caltrans. Updated the FAQ related to traffic volumes to point to the Caltrans Traffic Data Branch, which now has volumes from 2004 to 2007 (thanks to Timothy Edwards for the link).

Updated the legislative information page. Noted the passage of the following:

  • AB 2906 (Tran) Vehicles: high-occupancy vehicle lane: buffer area.
    (1) Existing law requires specified high-occupancy vehicle lanes to be separated from adjacent mixed-flow lanes by a buffer area of at least 4 feet in width. This bill would repeal these provisions.

    Designates Route 178 from post mile 13.7 at the mouth of Kern Canyon eastbound to its intersection with Kernville Road (Route 155) in Kern County as the “Kern County Deputy Sheriff William “Joe” Hudnall, Jr., Memorial Highway”.

  • ACR 98 (Jeffries) Historic US Highway 395.
    This measure would request the Department of Transportation, upon application by a private entity or local government agency, to identify and designate specified sections of former US Highway Route 395 as Historic US Highway 395. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

    Designates the portion of Route 215 between the Ramona Expressway Exit, at postmile 31.08, and its junction with State Route 74, at postmile 26.31 as the “CDF Firefighter John D. Guthrie Memorial Highway.”

    Designates a portion of Route 33 between Bullard Avenue and Douglas Avenue in the City of Firebaugh in Fresno County as the “Officer Sixto Maldonado, Jr., Memorial Highway”.

  • SB 1419 (Yee) Highways: Safety Enhancement-Double Fine Zones.
    Existing law requires that a state highway segment be designated as a Safety Enhancement-Double Fine Zone if, among other requirements, the segment is eligible for designation and the Director of Transportation, in consultation with the Commissioner of the California Highway Patrol, certifies that the segment of state highway meets specified criteria. Existing law requires the Department of Transportation to conduct a Safety Enhancement-Double Fine Zone study that relates to pedestrian safety and evaluates the appropriateness of adding to those criteria. This bill would, notwithstanding these requirements and until January 1, 2014, designate specified segments of State Highway Routes 1 and 101 in the City and County of San Francisco as Safety Enhancement-Double Fine Zones. The bill would require that the Safety Enhancement-Double Fine Zone study discussed above be conducted on these segments and include, among other things, a review of traffic volume, speed, and collisions, as specified. The bill would require the department to report its findings from this study to the appropriate committees of the Legislature on or before January 1, 2013.
