February Updates to California Highways

I took advantage of taking a vacation day to complete my February updates to California Highways.

(Part 1) Processed backed up email changes, and based on my reading of the papers, some mailed in updates, and some updates from misc.transport.road, I updated information on the following routes, based on my research(1), and contributions of information on leads (via direct mail or Usenet) from Joseph Bermann(2), Nathan Edgars II(3), Charles Jencks(4), Ali Pezeshkpour(5): Route 16(3), Route 99(2,3), Route 125(4), Route 152(1), Route 210(5), Route 275(3), I-80(3).

Updated the statistics on the progress of the exit mile numbering. Thanks to Don Howe of Caltrans for this information.

(Part 2) Processed some more email from Nathan Edgars II(3), including a really neat map he received from Steve Varner. This resulted in changes to the following routes: Route 18(3), LRN 26(3), LRN 43(3), LRN 190(3), LRN 191(3), LRN 207(3), US 395
