🛣 Changes to the California Highway Website covering March – May 2023

We’re up to the second update of 2023. We’ve made it to the other side of the atmospheric river, although we’re still picking up the pieces, cleaning up the mud, and blowing away the snow. We’re getting ready to enter the summer driving season. A few 3-day weekends have afforded me the time to finish off the highway page updates. This update has been mostly the usual changes, although Joel provided some more route adoption maps.  The text below is drawn from the website 2023 Changelog.

Reviewed the Pending Legislation page, based on the California Legislature site, for bills through 2023-05-28. As usual, I recommend to every Californian that they visit the legislative website regularly and see what their legis-critters are doing. As many people are unfamiliar with how the legislature operates (and why there are so many “non-substantive changes” and “gut and amend” bills), I’ve added the legislative calendar to the end of the Pending Legislation page. We are still in the early days of a new legislative session, so at this point bills mostly are in committee. Welcome to the 2023-2024 session, folks.

Reviewed the online agenda of the California Coastal Commission. This covered the March, April, and May meetings:

  • (April) April 2023 Application No. 4-22-0459 (Caltrans). Application of Caltrans to replace the Northbound and Southbound US 101 bridges at Refugio Creek with new clear span bridges with five traffic lanes, standard bridge railings and shoulders, fish passage improvements, pedestrian path upgrades, and restoration of public parking on Refugio Rd., near Refugio State Beach in unincorporated Santa Barbara County. (Note: The Commission’s enforcement division has opened an investigation into potential Coastal Act violations associated with this item and site, as explained further in the staff report.) (JS-V)
  • (May) May 2023 Informational Update on Caltrans Highway 101 Last Chance Grade Permanent Restoration Project. Informational update by Caltrans on the status of the upcoming Last Chance Grade Permanent Restoration Project involving alternatives that include, but are not limited to, reengineering the existing roadway, constructing a series of retaining walls, and/or constructing a 10,000-ft.-long tunnel along a 3.5-mile-long section of US 101 in Del Norte County (post mile 12.0 to 15.5) within Redwood National and State Parks from about 9 miles south of Crescent City to Wilson Creek.

I checked California Transportation Commission page for the results of the March and May 2023 meetings of the California Transportation Commission. As always, note that I tend not to track items that do not impact these pages — i.e., pavement rehabilitation or replacement, landscaping, drainage, culverts, roadside facilities, charging stations, or other things that do not impact the routing or history, unless they are really significant. As such, the following items were of interest:

A lot of the March updates were response to the series of atmospheric river storm — mud slides, failed culverts, sinkholes, debris basis cleanout — which does not rise to the level of interest for the highway pages. ♠ (Mar) (2) STIP Amendment for Action: The Department and Sacramento Area Council of Governments propose to program $7,700,000 of RIP funds for construction of the I-80/Richards Boulevard Interchange project in Yolo County, in Fiscal Year 2024-25. This project proposes to reconstruct the north side of Richards Boulevard interchange to remove the loop on and off ramps and replace with a new ramp in a diamond configuration, including the installation of traffic signals, Class II bike lanes, a Class IV separated bikeway, and a parallel Class I trail between post mile 0.000 to 0.500. (PPNO 1810)

Note: The Big Sur coastal area experienced multiple large storm events from December 2022 through January 2023. The heavy rain along with high winds resulted in multiple landslides and debris flows which impacted the highway, drainage systems, rockfall drapery, and embankments. The Paul’s Slide complex became unstable and requires mitigation to restore functionality and emergency access.  This project will remove slide material, reconstruct fill, restore or replace culverts, restore damaged highway and embankment portions, restore rockfall barrier systems, and implement erosion control.   • The Widen Conventional Highway (Segment 4) (PPNO 4353) project proposes to amend the project scope to provide multimodal transportation access and the project name is changed to “Multimodal Mobility Improvements (Segment 4)” and deprogram $13,000,000 of the $20,000,000 programmed of Regional Improvement Program (RIP) funding from the Construction phase in Fiscal Year 2024-25.
  • The Widen Conventional Highway (Segment 13) (PPNO 4357) project proposes to increase project scope by increasing post mile limits and program an additional $13,000,000 of RIP funds which brings the Construction phase from $40,300,000 to $53,300,000 in Fiscal Year 2023-24. STIP Amendment 22S-12

♠ (May) (5) 61 STIP Amendment for Action: The Department proposes to amend the 2022 STIP to program $1,629,000 in Interregional Improvement Program (IIP) funds to the new – Interstate 15 (I-15) Dynamic Cantilever Extinguishable Message Signs (EMS) project (PPNO 3020Y) on southbound I-15 between California Department of Food and Agriculture Mountain Pass Station and California/Nevada State Line in San Bernardino County, for the Construction Capital and Construction Support phases in Fiscal Year 2023-24. This new programmed STIP project will be funded with $726,000 in IIP funds from the Rail Reserve (PPNO 9885) and $903,000 in IIP funds from the Complete Street Reserve. (PPNO 1234), per STIP Guidelines.

2.1b. STIP Program/Project Amendments/Approvals for Notice

♠ (Mar) (3) STIP Amendment for Notice: The Department and Los Angeles County Metropolitan Transportation Authority propose to amend the 2022 STIP to revise the scope and funding plan for two State Route 138 Corridor STIP projects (including a portion of Route 18), in Los Angeles County as follows:

  • State Route 20 & Margurite Street Intersection Improvement Project. PPNO 03-3204. 03-COL-20 ~ COL R22.506. In the City of Williams, on Route 20 at the Margurite Street intersection: Construct intersection control improvements (roundabout or traffic signal, TBD). Programmed funding: PS&E 166K.
  • Roundabout at Kettleman City – Phase 1 (Dana Circle Extension). PPNO 06-7031A; EA 0X951. 06-Kin-41 16.800/17.000. In Kings County, near Kettleman City. At Route 41/Bernard Dr. and Route 41/Hubert Way intersections. Construct roundabout and collateral roadway. Programmed funding: CON  $158K, R/W $783.
  • Antelope Grade Truck Climbing Lane Extension. PPNO 05-3178; EA 1Q030. 05-Ker-46 59.8/60.8. On Route 46 from 1.0 mile west of Kern Co. Line to 0.9 mile east of Kern Co. line.  Construct extension to existing truck climbing lane. Programmed funding: CON $1,450K $1,056K PA&ED 200 PS&E 200.

♠ (May) (2) STIP Amendment for Notice: The Department and the Plumas County Transportation Commission propose to amend the 2022 STIP to reflect changes to two projects, per STIP Guidelines as follows: (° indicates items that were below the level of detail for updating the specific route pages)

  • °For the Graeagle-Johnsville Road Reconstruction project (PPNO 2548) (off the state highway system) – delete the Construction (CON) phase programmed with COVID-RIP funds of $482,000 in Fiscal Year 2023-24, increase the CON phase programmed in 2023-24 by $482,000 with RIP funds, and delay CON to 2024-25.
  • For the Arlington Left Turn Lane project (PPNO 3561) on Route 89 – reduce the CON phase programmed in 2023-24 with RIP funds by $482,000 and add $482,000 in COVID-RIP funds.

♠ (May) (3) STIP Amendment for Notice: The Tehama County Transportation Commission proposes to amend the 2022 STIP to delete the Construction phase of  $8,350,000 in Fiscal Year 2024-25 for the 99W (former US 99W) Gap Closure: Glenn County Line to Corning City Limits project, in Tehama County, per STIP Guidelines. ♠ (May) (8) STIP Amendment for Notice: The Department, Contra Costa Transportation Authority and Metropolitan Transportation Commission propose to amend the 2022 STIP to program a new project – I-80/San Pablo Dam Interchange – Phase 2 project, in Contra Costa County with $900,000 in Plans, Specifications, and Estimates and $2,900,000 in Right of Way funds in Fiscal Year 2023-24, per STIP Guidelines. (PPNO 0242K)

♠ (May) (10) STIP Amendment for Notice: The Department, City/County Association of Governments of San Mateo County and Metropolitan Transportation Commission propose to amend the 2022 STIP to delay Right-of-Way from Fiscal Year 2023-24 to 2025-26 for the US 101 Managed Lanes – Route 380 to SF County Line project, in San Mateo County, per STIP Guidelines. (PPNO 0658M)

♠ (May) (11) 37 STIP Amendment for Notice: The Department, Sonoma County Transportation Authority and Metropolitan Transportation Commission propose to amend the 2022 STIP to delete the Construction (CON) phase of $3,400,000 in Fiscal Year 2023-24 for the Santa Rosa US Highway 101 Bicycle and Pedestrian Overcrossing project (PPNO 2354) and program a new project, the US 101 Hearn Avenue Regional Multimodal Interchange project (PPNO 0785C) for $3,400,000 ($2,365,000 in Construction Support and $1,035,000 in CON) in Fiscal Year 2023-24, in Sonoma County, per STIP Guidelines.

♠ (May) (12) STIP Amendment for Notice: The Department, Santa Clara Valley Transportation Authority and Metropolitan Transportation Commission propose to amend the 2022 STIP to reflect changes to two projects: (° indicates items that were below the level of detail for updating the specific route pages)

  • For the Silicon Valley Express Lanes Program – Phase 5 Civil project (PPNO 2015H) on US 101 – delete the Construction (CON) phase programmed with COVID-RIP funds of $7,099,000 in Fiscal Year 2023-24, increase the CON phase programmed with RIP funds by $6,064,000 in 2023-24, and delay CON to 2024-25.
  • °For the I-280 Soundwalls – SR 87 to Los Gatos Creek project (PPNO 0503J) – delete the CON phase programmed with RIP funds of $6,064,000 in 2023-24 and program the CON phase in 2023-24 with COVID-RIP funds.

♠ (May) (19) STIP Amendment for Notice: The Department and San Luis Obispo Council of Governments propose to amend the 2022 STIP to move $1,056,000 in RIP funds from Fiscal Year 2023-24 to 2024-25 and update its title to “Five Cities Multimodal Transportation Network Enhancement Project” for the US 101 Southbound Pismo Congestion Relief project, in San Luis Obispo County, per STIP Guidelines. ♠ (May) (20) STIP Amendment for Notice: The Department and Fresno Council of Governments propose to amend the 2022 STIP to delay Construction from Fiscal Year 2023-24 to 2024-25 for the South Fresno Route 99 Corridor project: North Avenue Interchange, in Fresno County, per STIP Guidelines. The project proposes to improve access along I-880 and in and around the Webster and Posey Tubes (Route 260 tunnels under the Oakland Estuary [Tubes]), downtown Oakland, and the City of Alameda.  Proposed improvements also include implementation of follow up landscaping work to restore removed vegetation required by the highway improvements. Reconstruct  and reconfigure existing interchange including adding an overcrossing as follows: 1) Extend Utah Avenue to the west over US 101 to connect with San Mateo Avenue and provide access to southbound US 101 on-/off-ramps at Produce Avenue; 2) Construct new sidewalks and Class 2 bike lanes on both sides of the east- west local street connection, and 3) Modify ramp configurations at Produce Avenue. CEQA – EIR, 02/08/2023 NEPA – FONSI, 02/08/2023. Concurrent Future Consideration of Funding approved under Resolution E-23-38, March 2023. Contribution from other sources: $7,600,000. Time extension for FY 20-21 PS&E expires on 02/28/2023. During the Project Report process, the project improvements were refined further, and the post miles were revised as shown. The bulk of the items were damage due to flooding and rain from the 2023 Atmospheric River event; as the roadway will be repaired to its original configuration, they aren’t recorded on the highway pages (but made interesting reading—it was a doozy of a winter!)

  • (1) #1. $5,000,000. 01-DN-101 15.1/15.5. PPNO 01-1151; ProjID 0121000086; EA 0L230. Emergency. US 101 Near Crescent City, from 2.6 miles to 3.0 miles north of Wilson Creek Road.  Due to continuous slope movement and increased landslides within the limits of the Last Chance Grade slide complex, emergency project 0H690 was initiated to repair four damaged retaining walls, construct one new retaining wall, install removable barrier rail, replace a failed culvert, and construct mechanically stabilized fill.  It was determined that multiple changes in scope are necessary due to increased settlement, erosion, and slide movement.  Due to this change in scope, the contractor requested to be released from the contract. This project 0L230 will complete the remaining work which includes moving the roadway to a new alignment, constructing an additional retaining wall, replacing two existing retaining walls, and placing a multi- location video monitoring system.  Due to design challenges and delays, changes in final design of one of the retaining walls resulted in a taller wall, needing an additional whaler and pipe pile design instead of soldier pile. This supplemental is necessary to accommodate a larger and more robust design for one of the retaining walls. CON ENG $0; CONST $5,000,000.
  • (1) #3. $7,800,000. 01-Hum-211 R77.2/78.6. PPNO 01-2598; ProjID 0123000063; EA 0M730. Emergency. Route 211 Near Ferndale, at Eel River Bridge № 04-0134. On December 20, 2022, an earthquake occurred near Ferndale caused significant damage to the Eel River Bridge.  The bridge was closed to traffic.  The damage assessments indicate structural damage to the bridge at multiple piers, columns, girders, and bents.  This project will repair the bridge, replace bridge railing, and place erosion control. CON ENG $1,800,000; CONST $6,000,000.

The Big Sur coastal area experienced multiple large storm events from December 2022 through January 2023.  The heavy rain along with high winds resulted in multiple landslides and debris flows which impacted the highway, drainage systems, rockfall drapery, and embankments.  The Paul’s Slide complex became unstable and requires mitigation to restore functionality and emergency access.  This project will remove slide material, reconstruct fill, restore or replace culverts, restore damaged highway and embankment portions, restore rockfall barrier systems, and implement erosion control. CON ENG $10,000,000; CONST $45,600,000.
  • (1) #43. $32,400,000. 05-Mon-1 44.7/69.8. PPNO 05-3146; ProjID 0523000090; EA 1Q800. Emergency. Route 1 Near Big Sur, from 0.9 mile south of Sycamore Canyon Road to 0.1 mile north of Corona Road. Storms from December 2022 through January 2023 brought heavy rain and winds, resulting in multiple landslides, debris flows, blocked culverts, slope damage, pavement distress, guardrail damage, and debris deposits at bridge piers.  This project will remove sediment and debris, clear and repair culverts, reconstruct and restore slopes, remove debris at bridges, and restore guardrail and pavement. CON ENG
    $7,000,000. CONST $25,400,000.
