🛣 Changes to the California Highway Website covering January-February 2023

Ah, 2023. You’ve started out wet and snowy. We needed the water, and you’ve provided it … except perhaps in the areas that feed the Colorado River basin. But being inside has afforded me the time to work on the highway pages. Loads of email from Joel Windmiller was another reason — you’ll find loads of new route adoption and route proposal maps, thanks to Joel. So here are your updates to start the new year:

This update covers January and February 2023. Before we dive into the updates to the California Highways site, an update on the California Highways: Route by Route podcast. Reviewed the Pending Legislation page, based on the California Legislature site, for bills through 2023-02-24. As usual, I recommend to every Californian that they visit the legislative website regularly and see what their legis-critters are doing. As many people are unfamiliar with how the legislature operates (and why there are so many “non-substantive changes” and “gut and amend” bills), I’ve added the legislative calendar to the end of the Pending Legislation page. This is the start of a new legislative session, so at this point mostly bills are being introduced. Welcome to the 2023-2024 session, folks.

Reviewed the online agenda of the California Coastal Commission. There was no January meeting, and no items of interest from the February meeting.

I checked California Transportation Commission page for the results of the January 2023 meeting of the California Transportation Commission. As always, note that I tend not to track items that do not impact these pages — i.e., pavement rehabilitation or replacement, landscaping, drainage, culverts, roadside facilities, charging stations, or other things that do not impact the routing or history, unless they are really significant. As such, the following items were of interest:

♠ (3) STIP Amendment for Action: The Kern Council of Governments proposes to amend the 2022 STIP to delete the Extend Hageman Road Extension from Knudsen Drive Across Route 99 to Route 204 project (PPNO 3525) for $25,593,000 in Fiscal Year 2025-26 and add $24,093,000 for construction to the new Centennial Corridor Eastbound Route 58 to Northbound Route 99 Loop Connector project (PPNO 8029) in Fiscal Year 2025-26, both projects are located in Kern County.

On October 11, 2022, a rock slide fell onto Route 23, resulting in a closure of the highway. Maintenance crews removed the fallen rock, and an assessment revealed the adjacent slope is unstable, with the possibility of large boulders falling. This project is necessary to perform rock scaling to remove loose boulders and other material, dispose of that material, and construct a rockfall net to prevent other future loosened material from falling onto the roadway. Allocation: CON ENG $600,000 CONST $2,500,000. Additional $100,000 was allocated for right of way purposes.
(1) #10. $2,350,000. 07-LA-118 R5.8. PPNO 07-5608; ProjID 0720000158; EA 1XP90. Route 118 In the city of Los Angeles, near the community of Porter Ranch, at Reseda Boulevard. On May 7, 2020, maintenance crews discovered a localized pavement depression and a failed culvert underneath. This project will replace the damaged culvert, reconstruct impacted embankments, and reconstruct the damaged roadway. The initial G-11 Emergency Allocation on 07/27/2020 was $2,700,000. This supplemental allocation of $2,350,000 (CON ENG $850,000; CONST $1,500,000) on 12/6/2022 was necessary because the cost and complexity of removing the existing 78 inch culvert resulted in higher costs due to a wider excavation and longer permit approval times, as well as a greater need for traffic control work and reconstruction of more irrigation systems. Total: $5,050,000.
(3) #1. $20,864,000. 01-Lak-20 2.0/2.8. PPNO 01-3123; ProjID 0118000117; EA 0H840. Route 20 Near Upper Lake, from 0.6 mile west of Irvine Avenue to 0.1 mile east of Mid Lake Road. Outcome/Output: Improve safety by realigning curve, widen shoulders, construct retaining wall, replace drainage systems, reconstruct roadway, and install guardrail. This project will reduce the number and severity of collisions. Allocation: CON ENG $4,395,000; CONST $15,214,000. Previous engineering allocations budgeted (expended): PA&ED $1,986,000 ($1,976,746); PS&E $2,600,000 ($2,336,223); R/W Sup $689,500 ($438,067).
