Changes to California Highways: June-August 2014

When I was in college, I used to use the Labor Day weekend to do big programming projects. This year… its updating the highway pages. Life gets busy as you get older, especially when you have other hobbies (such as theatre and theatre reviews) getting in the way.

Updates were made to the following highways, based on my reading of the papers (which are posted to the roadgeeking category at the “Observations Along The Road” and to the California Highways Facebook group) as well as any backed up email changes. I didn’t review the the AAroads forum this time — it hasn’t been bringing much useful information, and a third of the year would be a lot of posts to review. I’ve given up on misc.transport.road. This resulted in changes on the following routes, with credit as indicated [my research(1), contributions of information or leads (via direct mail) from Mike Sinclair(2)]: I-5(1), I-10(1), Route 12(1), Route 60(1), I-80(1), US 101(1), Route I-680(1,2), I-710(1).

Reviewed the Pending Legislation page, based on the new California Legislature site. As usual, I recommend to every Californian that they visit the legislative website regularly and see what their legis-critters are doing. Noted passage of the following items:

  • AB 1811 (Buchanan) High-occupancy vehicle lanes. Existing law authorizes the Sunol Smart Carpool Lane Joint Powers Authority and the Alameda County Congestion Management Agency to conduct, administer, and operate a value pricing high-occupancy vehicle program, on specified highway corridors, that may authorize the entry and use of high-occupancy vehicle lanes by single-occupant vehicles for a fee. Existing law requires that the implementation of the program ensure that specified levels of service be maintained at all times in the high-occupancy vehicle lanes and that unrestricted access to the lanes by high-occupancy vehicles be available at all times.This bill would authorize the program to require a high-occupancy vehicle to have an electronic transponder or other electronic device for law enforcement purposes.

  • ACR 67 (Alejo) State highways: special designations..
    Designates (1) the portion of Route 1 from the Pajaro River to Struve Road, including the new Salinas Road overcrossing, in the County of Monterey, as the Senator Henry J. Mello Highway; (2) the portion of Route 129 from Blackburn Street to the junction with Route 1 at Riverside Drive in the City of Watsonville as the Oscar Rios Highway; (3) the portion of US 101 from Sala Road to John Street in the City of Salinas as the John Steinbeck Highway, and (4) the portion of US 101 from Exit 305 at Camphora Gloria Road to Exit 301 at Arroyo Seco Road in the County of Monterey as the Gateway to the Pinnacles Highway. This measure would also designate the interchange at I-680 and Route 24 in Contra Costa County as the CHP Officer Kenyon Youngstrom Memorial Interchange.

  • ACR 98 (Bigelow) State Highway Route 132: memorial plaque.
    Authorizes the placement of a permanent memorial plaque on Route 132, at the site where United States Secret Service Agents Donald W. Robinson, Donald A. Bejcek, and George P. LaBarge perished in a vehicle accident while on assignment to protect the life of Queen Elizabeth II.

2.5b. Financial Allocations for SHOPP Projects

*** (Jun) (1) Financial Allocation:$144,531,000 for 21 SHOPP projects, as follows: $66,170,000 for 11 SHOPP projects; $78,361,000 for 10 projects amended into the SHOPP by Departmental action. Most of these projects were repair, rehabilitation, or seismic reconstruction (which, in general, do not affect the specific route pages). The projects included $1.9M for seismic retrofit near Oroville on Route 70, $1.6M for retaining walls on I-580 near Castro Valley, $4.2M for wall reconstruction on Route 24 near Lafayette, $19.2M for roadway rehabilitation on I-680 from I-780 to I-80, $1.6M for seismic retrofit on I-280 in San Bruno, $5M for pavement improvements on US 101 near Greenfield, $1.8M for damage repair on Route 9 near Boulder Creek, $2.4M for bridge replacement on Route 74 near Hurkey Creek Bridge, $624K for pedestrian curb ramps on Route 4, I-5, and Route 26 in San Joaquin County, $11.3M for pavement rehabilitation on Route 7 near Calexico, $16.4M for pavement rehabilitation on Route 67 near El Cajon and Santee. 2.5c. Financial Allocations for STIP Projects

*** (Aug) (2) Financial Allocation: $34,703,000 for four locally administered STIP projects, on the State Highway System. Contributions from others sources: $13,479,000. The main projects of interest were $33.310M for the Jefferson Street Interchange on I-10 in Indio, and $528K for an auxiliary lane on I-405 from University to Route 133. [Approved, as modified.]
