Updates to California Highways: June / July / August 2013

Labor day weekend. Always a good time for a project such as updating the highway pages. As I write this, the Bay Bridge is getting ready to reopen, so let’s get to the updates. As always, you can keep up to date with me by following my blog at California Highways (just follow the “Roadgeeking” category). There you will find bi-monthly collections of articles related to California Highways, as well as other items of interest. There is also a California Highways Facebook group, where you can post updates.

Updates were made to the following highways, based on my reading of the papers (which are posted to the roadgeeking category at the “Observations Along The Road” and to the California Highways Facebook group) as well as any backed up email changes. I also reviewed the the AAroads forum; I’ve given up on misc.transport.road. This resulted in changes on the following routes, with credit as indicated [my research(*), contributions of information or leads (via direct mail) from Michael Ballard(1), Rebecca Kellawan(2), Clark Peters(3), R.S.(4), Jim White(5)]: Route 1(*), I-5(*), Route 11(1), Route I-80(*), Route 91(*), US 101(*), Route 126(*), Route 138 (High Desert Corridor)(*), Route I-580(*), I-710(*), I-880(*), Lassen CR A1(4) .

Reviewed the August 1934 issue of “California Highways and Public Works. This is the issue where there announced the signing of state routes. Made sure the information on the site corresponded to that issue. This was an extensive effort, updating many many routes. The most interesting find? Route 180, which seems to have included (to be) signed segments in 1934 that were not defined until 1959, and even odder, was planned to be extended across the Sierra mountains to end in Independence (again, that extension was not part of the legislatively defined state highway system).

Reviewed the Pending Legislation page. The new California Legislature site is very nice, but it occasionally switches to another bill when moving tabs. As usually, I recommend to every Californian that they visit the legislative website regularly and see what their legis-critters are doing. Noted the passage of the following bills:

  • AB 61 (Gatto) Parking: parking meters.
    Existing law authorizes a local authority to adopt an ordinance or resolution prohibiting or restricting the parking of a vehicle at an inoperable parking meter or inoperable parking payment center, as defined. Existing law authorizes parking at an inoperable parking meter for up to the posted time limit if no ordinance or resolution has been adopted to prohibit it. This bill would prohibit a local authority from enacting an ordinance or resolution prohibiting or restricting the parking of a vehicle in a parking space that is regulated by an inoperable parking meter or inoperable parking payment center, as defined, until January 1, 2017.

  • AB 178 (Gaines) Highways: exit information signs.
    Existing law requires the Department of Transportation to adopt rules and regulations that allow the placement, near exits on freeways in rural areas, of information signs identifying specific roadside businesses. Existing law prohibits the department from approving the placement of any sign within any urban area with a population of 5,000 or more. This bill would require the department, until January 1, 2020, to allow the placement of information signs along Route 65 within, or at exits leading to, the City of Lincoln. The bill would also require the department to report, by January 1, 2021, to the transportation committees of the Senate and Assembly on the implementation of this provision and on its recommendations as to whether the period of this authorization should be extended, and whether the authorization should be expanded to other urban areas.

  • AB 493 (Daly) Toll facilities.
    Existing law requires the Department of Transportation, in cooperation with the Golden Gate Bridge, Highway and Transportation District and all known entities planning to implement a toll facility, to develop and adopt functional specifications and standards for an automatic vehicle identification system, as specified, and generally requires any automatic vehicle identification system purchased or installed after January 1, 1991, to comply with those specifications and standards. Existing federal law, pursuant to the Moving Ahead for Progress in the 21st Century Act (MAP-21), requires all toll facilities on federal-aid highways to implement technologies or business practices that provide for the interoperability of electronic toll collection programs no later than a specified date. This bill would authorize operators of toll facilities on federal-aid highways to fully implement technologies or business practices that provide for the interoperability of electronic toll collection programs on and after the date specified in MAP-21. The bill would limit the information that may be disclosed through participation in an interoperability program, as specified.

    Designates Route 5, from the Sunset Hills Drive overcrossing at milepost 38.716 to the Nine Mile Hill overcrossing at milepost 36.371, in the County of Tehama, as the “California Highway Patrol Officer Robert James Quirk Memorial Highway“.

    Designates the Mission Avenue bridge over I-5 in the City of Oceanside as the Dr. Martin Luther King, Jr. Memorial Bridge to honor the life and achievements of Dr. Martin Luther King, Jr.

  • ACR 51 (Jones) Jimmy A. Arevalo Memorial Highway.
    Designates the portion of I-8 between post-miles R27.30 and R28.46 in the County of San Diego as the Jimmy A. Arevalo Memorial Highway.

  • SB 169 (Emmerson) State highways: scenic highways.
    Existing law authorizes the California Transportation Commission to adopt a location for a state highway alignment on routes authorized by law. Existing law provides that certain portions of authorized state highway routes are also within the state scenic highway system, subject to implementation through a corridor protection system designed to meet certain scenic highway standards. Existing law provides for the Department of Transportation to designate a particular state highway within the scenic highway system as an official state scenic highway upon determination by the department that a corridor protection program has been implemented, as specified. Existing law includes in the state scenic highway system the portion of Route 10 between Route 38 near Redlands and Route 62 near Whitewater in the Counties of San Bernardino and Riverside. This bill delete this portion of Route 10 from the state scenic highway system.

  • SCR 13 (Nielsen) Redding Police Officer Owen “Ted” Lyon Memorial Bridge.
    Designates the Sacramento River Bridge (#6-14) located on Route 273 as it crosses the Sacramento River into downtown in the City of Redding as the Redding Police Officer Owen “Ted” Lyon Memorial Bridge.

  • SCR 27 (Jackson) National Purple Heart Trail.
    Designates US 101 in the County of Santa Barbara from mile marker 36.16 to the Santa Barbara and Ventura County line, and the entire portion of US 101 in the County of Ventura for inclusion in the National Purple Heart Trail.

  • SCR 36 (Berryhill) Bill Whitehurst Memorial Highway.
    Designates Route 152 between its intersection with Route 233 and its intersection with Route 99 (Postmile 10.799 to Postmile 15.622) in the County of Madera as the Bill Whitehurst Memorial Highway.

  • SCR 45 (Wolk) Tuskegee Airmen Memorial Highway.
    Designates the portion of I-80 between Midway Road and the Route 12 interchange in the County of Solano as the Tuskegee Airmen Memorial Highway to honor the Tuskegee Airmen and the contributions they made during World War II.

I checked the CTC Liaison page for the results of the CTC meetings held in June and August 2013 (there was no July meeting). The following items were of interest:

2.1a. State Transportation Improvement Program (STIP) Amendments

*** [June] (5) The Tuolumne County Transportation Council proposes to amend the 2012 STIP to delete RIP funding for construction and program $244,000 RIP for Environmental in FY 2013-14, $80,000 RIP for Design in FY 2014-15, and $192,000 RIP for Right of Way in FY 2016-17 for the Mono Way (Route 108) Operational and Safety project (PPNO 0235) in Tuolumne County. (Approved)

*** [June] (7) The Department and Santa Barbara County Association of Governments propose to amend the 2012 STIP to delay RIP funds for construction from FY 2013-14 to FY 2014-15 and reduce the scope of the Route 246 Passing Lanes project (PPNO 6400) in Santa Barbara County. (Approved)

*** [June] (14) The Transportation Agency for Monterey County proposes to amend the 2012 STIP to delay RIP funding for construction from FY 2013-14 to FY 2014-15 for the Route 68 Safety and Operations Corral de Tierra project (PPNO 1813A) in Monterey County. (Approved)

*** [June] (23) The Orange County Transportation Authority proposes to amend the 2012 STIP to delay $224,000 in RIP PA&ED from FY 2013-14 to FY 2014-15 for the Route 405 Southbound Auxiliary Lane – University to Sand Canyon project (PPNO 4956) in Orange County. (Approved)

*** [June] (30) 111 The Department and the Los Angeles County Metropolitan Transportation Authority (LACMTA) propose to amend the 2012 STIP, the CMIA Baseline Agreement, and TCRP Project #42 for the Route 5 Carpool Lane-Orange County Line to I 605 project (I-5 South Corridor project) in Los Angeles County to program an additional $35,709,000 from Los Angeles County’s share balance and to update the project funding plan and schedule for the corridor. (Approved, as distributed in the Yellow Replacement Item.)

*** [June] (5l) Financial Allocation Amendment: Reduce the original TCIF allocation for construction support from $7,567,000 to $0, for Project 67 – Route 905 (East of Route 805/905 Separation to East of Britannia Overcrossing project [PPNO 0703]) in San Diego County, and revise the project funding plan. 2.2a. Environmental Matters — Notice of Preparation for Comments

*** [Aug] (1) Submittal of Notice of Preparation for Comments: 04-CC-680 – Construct HOV Lane on I-680 in the city of San Ramon. (Commission recommends that Staff send a letter to the Department that states that the Commission has no comment on the project’s purpose and need, alternatives to be studied, impacts to be evaluated and the evaluation methods used. The Commission also recommends that the Department and its partners identify and secure the necessary funding to complete the project and if future funds or other actions are needed, they are brought before the Commission for approval.)

*** [June] (2) Approval of Projects for Future Consideration of Funding: 03-But-99 Rock Creek Bridge Widening Project Roadway and bridge improvements on Route 99 in Placer County.This project in Butte County will widen the shoulders of Rock Creek Bridge from two feet to eight feet. This project in San Bernardino County will widen the roadway, provide eight-foot paved shoulders, and re-stripe the intersection to provide a left-turn lane on a portion of Route 18 in the city of Big Bear.
  2. ‡ 02-Tri-299, PM 12.2/12.9 Collins Curve Improvement Project: Roadway improvements on a portion of Route 299 near the town of Burnt Ranch. This project in Trinity County will pave shoulders and improve curves on a portion of Route 299 near the town of Burnt Ranch.
  3. ‡ 01-Men-271, PM 7.12/7.2 Leggett Maintenance Station Groundwater Remediation Project. Installation of groundwater remediation equipment on a section of Route 271 near the town Leggett.
  4. ‡ 06-Tul-190, PM 0.0/8.0 Route 190 Rehabilitation Project. Roadway improvements on a portion of Route 190 in and near the city of Tipton. This project in Tulare County will rehabilitate the pavement and widen existing shoulders on Route 190, add left-turn channelization to northbound Route 99 from Route 190, and relocate utility poles.
  5. ‡ 10-Sta-4, PM 6.3/6.5 Rockaway Shoulder Widening and Rumble Strips Project. Roadway improvements on a portion of Route 4 near the community of Farmington. This project in Stanislaus County will widen the eastbound shoulder and install rumble strips on a portion of Route 4 near the community of Farmington.
  6. ‡ 3-Pla-193, PM 4.4/5.5 (Route Adoption) Route 193 Curve Improvement Project. Roadway improvements on a portion of Route 193 near the city of Lincoln. This project in Placer County will realign the roadway and widen the shoulders on Route 193 near the city of Lincoln.

2.5b. Financial Allocations for State Highway Operation and Protection Program (SHOPP) Projects

*** [June] (1) Financial Allocation: $128,682,000 for 17 $108,506,000 for 15 SHOPP projects, as follows: (1) $127,569,000 for 14 $107,393,000 for 12 SHOPP projects. (2) $1,113,000 for three projects amended into the SHOPP by Departmental action. [▬ Project 2 (PPNO 8085A) Withdrawn prior to the CTC Meeting. Project cannot be allocated due to not meeting Buy America requirements.; ▬ Project 3 (PPNO 0707) Withdrawn prior to the CTC Meeting. Project cannot be allocated due to not meeting Buy America requirements.] (Approved, as modified) All of the projects were on the order of slope stabilization, roadway quality improvements, and improvements to median barriers and barricades.

*** ▲ [June] (2a) Advance Financial Allocation: $78,293,000 for seven SHOPP projects, programmed in FY 2013-14 and FY 2014-15. Contributions from other sources: $3,668,000. (Approved) Most of these were on the order of roadway rehabilitation; one of was particular interest:

  • $5,052,000 San Diego 11-SD-5 R19.9/R21.2: In the city of San Diego, from 0.1 miles south of Route 8 to 0.3 miles north of Tacolote Creek Bridge; also on Route 8 from Route 5 to 0.3 mile east of Morena Boulevard. Outcome/Output: Construct auxiliary lanes and widen connector to improve traffic operations.
