July/August updates to California Highways

A bit late, but well worth the wait…

Slightly over two months have passed since our last update. It’s been a busy time, and included budget battles, annual funding allocations, and the usual progression of road maintenance. As always, you can keep up to date on the latest headlines related to California Highways by friending the California Highways Facebook group. I’ve set it up to get the regular Metro.Net headline posting, and I regularly highlight any highway related articles I find on the net. It is also your place to share news about California Highways, and I pick up that news from there for these updates. So join!

Entries for the following routes were updated based on my reading of the papers (which are posted to California Highways Facebook group) as well as any backed up email changes. I also reviewed the the AAroads forum and misc.transport.road. Reviewed the Pending Legislation page. The following passages are of particular interest:

  • AB 349 (Chesbro) Vehicles: Route 101: licensed carriers of livestock.
    (1) Existing law exempts, until January 1, 2012, licensed carriers of livestock from certain limitations of access when those carriers are directly en route to or from a point of loading or unloading of livestock on specified portions of Route 101 located in the Counties of Del Norte, Humboldt, and Mendocino from its junction with Route 1 near Leggett north to the Oregon border, if the travel is necessary, incidental to the shipment of the livestock, and certain conditions are met. This bill would extend this exemption until January 1, 2015, and would also delete obsolete requirements from these provisions. (2) Existing law requires the Director of Transportation to notify the Secretary of State if, prior to January 1, 2012, the director determines that certain safety improvements to a portion of Route 101 have resulted in the reclassification of the entire segment as a terminal access route pursuant to specified provisions of the Vehicle Code and repeals the exemption described in (1) above on the date the secretary receives this notice. This bill would extend this date to January 1, 2015 .

  • AB 459 (Hill) Electoral college: interstate compact.
    This bill would ratify a specified interstate compact that requires the chief election official of each signatory state to appoint the slate of presidential electors that was nominated in association with the presidential ticket that received the largest national popular vote total. This compact would only become effective if states cumulatively possessing a majority of the total electoral votes have ratified the compact.

    Designates Route 219 between Route 99 and Route 108 in Stanislaus County as the “CHP Officer Earl Scott Memorial Highway“. [Ed: Of course, they didn’t realize they had already designed Route 99 in Officer Scott’s memory]

  • ACR 39 (Nielsen) Deputy Dennis “Skip” Sullivan Memorial Bridge.
    Designates the Bear Creek Bridge in Shasta County, located on the portion of Route 44 between post mile R14.445 (facing westbound) and post mile R14.489 (facing eastbound), as the “Deputy Dennis “Skip” Sullivan Memorial Bridge“.

  • SB 24 (Simitian) Personal information: privacy.
    This bill would require any agency, person, or business that is required to issue a security breach notification pursuant to existing law to fulfill certain additional requirements pertaining to the security breach notification, as specified. The bill would also require any agency, person, or business that is required to issue a security breach notification to more than 500 California residents pursuant to existing law to electronically submit a single sample copy of that security breach notification to the Attorney General, as specified. This bill would provide that a covered entity under the federal Health Insurance Portability and Accountability Act of 1996 is deemed to have complied with these provisions, if it has complied with existing federal law, as specified.

    12-Ora-91, PM 7.9/9.5 Westbound Route 91 Lane Extension and Auxiliary Lane Reconstruction (MND) (PPNO 4587A) (STIP/SLPP) Resolution E-11-56The Commission accepted the environmental documents and approved the projects for future consideration of funding.

    ***(4) Approval of Project for Future Consideration of Funding: Merced County Construct a 7-mile long four lane expressway between Atwater and Merced and new interchange in Merced County. (Route 59) (FEIR) (STIP)(PPNO 5264A) The Commission accepted the environmental document, Findings of Fact, and Statement of Overriding Considerations and approved the project for future consideration of funding.

  • 2.3c. Relinquishment Resolutions

    *** 11-Imp-111-PM 23.2/23.4 Right of way on Route 111, from the Brawley city limits to the realigned Route 78, consisting of superseded highway right of way.in the county of Imperial. Approved.

    *** 12-Ora-5-PM 38.8/39.2 Right of way in the city of Anaheim along Route 5 on W. Lincoln Avenue and N. Manchester Avenue, consisting of collateral facilities. Approved.

    *** 10-Cal-4-PM 22.15/23.4 Right of way on Route 4, from the city of Angels limit to realigned Route 4, in the county of Calaveras, consisting of superseded highway right of way and a new road connection. Approved.

  • 2.5b. Financial Allocations for SHOPP Projects

    *** (1) Financial Allocation: $1,192,533,000 for 63 SHOPP projects. –$387,839,000 for 28 SHOPP projects. –$804,694,000 for 35 projects amended into the SHOPP by departmental action. The projects were on the following routes: Route 1, I-5, Route 9, I-10, Route 14, I-15, Route 18, Route 20, Route 33, Route 36, Route 49, US 50, Route 60, Route 68, Route 70, Route 74, I-80, Route 85, Route 88, Route 91, Route 96, Route 99, US 101, I-110, Route 113, Route 126, Route 132, Route 142, Route 150, Route 152, Route 198, Route 244, Route 253, Route 254, Route 299, I-605, I-710, and I-880.     *** (1) Financial Allocation: $17,632,000 for the State administered Route 138 Widening (PPNO 0694Q) STIP project in Los Angeles County on the State Highway System. Approved.

    *** (2a) Financial Allocation: $ 11,882,000 for the locally administered Atwater-Merced Expressway Phase 1A (PPNO 5264A) STIP project on the State Highway System. Contributions from other sources: $1,250,000. Withdrawn prior to CTC Meeting.

    *** (2b) Financial Allocation: $142,000 for two locally administered STIP TE projects on the State Highway System. Contributions from other sources: $5,000. This includes projects on the following routes: Route 43, Route 49.Approved.

  • 2.5g. Financial Allocation Amendments for Proposition 1B CMIA Projects

    *** (1a) Financial Allocation: $288,821,000 for three state administered CMIA project on the State Highway System. Contributions from other sources: $9,994,000. This includes projects on the following routes: US 101, I-880. Approved, as modified, and per CTC staff recommendation.

    *** (1d) Financial Allocation Amendment: Reduce the original CMIA capital allocation of $44,667,000 for the I-215 North Segment 5 – HOV and Mixed-flow Lane Addition project (PPNO 0247N) in San Bernardino County by $15,460,000, to $29,207,000, to reflect contract award savings. Approved.

    *** (1e) Financial Allocation: $6,736,000 for the capital support of the Route 5 HOV Lane-Segment 1 (PPNO 4153) state administered CMIA project in Los Angeles County. Contributions from other sources: $_________ Approved.

    Proposition 1B State Highway Operation and Protection Program (SHOPP) Project Allocations

    *** (6) Financial Allocation: $9,794,000 for the state administered Ramp Metering and Widening on I-10 between I-15 and 1-215 SHOPP project in San Bernardino County. Deferred. Project(s) will be placed on the “Projects Delivered But Not Yet Allocated” list for September..
