  • 2.1b. Program Amendments/Project Approvals – STIP Amendments for Notice

    *** (J/J) The Department and the Los Angeles County Metropolitan Transportation Authority propose to amend the 2010 STIP for the Route 10 HOV lane – Puente Avenue to Citrus Street project (PPNO 0309N) and the Route 10 Baldwin Park Soundwall project (PPNO 0309S) to combine the projects for construction purposes. Information only.

    *** (Aug) (1) The Department, the Transportation Authority of Marin, and the Sonoma County Transportation Authority propose to amend the CMIA baseline agreement and the 2010 STIP for the Route 101 Marin-Sonoma Narrows – HOV Lane project (PPNO 0360F), the Route 101 Marin-Sonoma Narrows – Southerly Interchange project (PPNO 0360J), and the Route 101 Marin-Sonoma Narrows – Petaluma Boulevard South IC (PPNO 0360H) project to update the funding plan for each project, update the project scope and schedule for the Southerly Interchange project, update the schedule for the Petaluma Boulevard, and split-off a landscaping and soundwall mitigation project (PPNO 0360L).   • 2.1c. Traffic Congestion Relief (TCR)Program Application Approvals/Amendments, Proposition 1B CMIA Program/Project Amendments

    *** (J/J) (1a) The Department and the Riverside County Transportation Commission propose to amend TCRP Project 62 (Route 91; add HOV lanes through downtown Riverside, Mary Street to Route 60/215 Junction in Riverside County) and the CMIA baseline agreement for the Route 91 HOV Gap Closure Project (PPNO 0092A) to increase PA&ED from $2,681,000 to $3,193,000, increase PS&E from $13,070,000 to $20,262,000, increase R/W from $31,682,000 to $62,157,000, increase Construction Support from $14,598,000 to $20,598,000, and reduce Construction Capital from $177,146,000 to $171,146,000; and update the project delivery schedule. A reallocation of previously allocated $512,000 TCRP funds from R/W to PA&ED is also being requested. Approved.

    *** (J/J) (1b) The Department and Los Angeles County Metropolitan Transportation Authority propose to amend the CMIA baseline agreement for the Route 405 HOV lane project (PPNO 0851G) to revise the project funding plan due to the infusion of state and regional Recovery Act funds. Approved.

    *** (J/J) (1c) The Department and the Metropolitan Transportation Commission propose to amend the CMIA Program to add two projects, I-880/I-280 Stevens Creek Interchange Improvements in Santa Clara County ($31 million CMIA requested) and the Freeway Performance Initiative Project ($43 million CMIA requested), to reprogram CMIA funds replaced by regional American Recovery and Reinvestment Act of 2009 funds on the Caldecott Tunnel Project, in accordance with AB X3-20. Approved.

    *** (J/J) (5) The Alameda Corridor Transportation Authority proposes to amend the Trade Corridors Improvement Fund baseline agreement for TCIF Project 16 (Route 47 Port Access Expressway and Schuyler Heim Bridge Replacement Project [PPNO 3273]) to split the project into two segments for delivery purposes. Approved.

    *** (Aug) (1a) The Department and the Tuolumne County Transportation Council propose to amend the CMIA project baseline agreement for the East Sonora Bypass Stage II project (PPNO 0021B) to revise the project funding plan. Approved.

    *** (Aug) (1b) The Department and the Stanislaus Council of Governments propose to amend the CMIA project baseline agreement for the State Route 219 Widening Phase 2 project (PPNO 9940C) to revise the project funding plan and schedule. Approved.

    *** (Aug) (1e) The Department and the Santa Clara Valley Transportation Authority propose to amend the CMIA baseline agreement for the US 101 Improvements (I-280 to Yerba Buena Road) project (PPNO 0460C) to update the project schedule. Approved.

    *** (Aug) (1f) The Department and the Transportation Authority of Marin propose to amend the CMIA baseline agreement for the Westbound I-580 to Northbound US 101 Connector project (PPNO 0342M) to update the project schedule. Approved.

    *** (Aug) (1g) The Department and the Alameda County Congestion Management Agency propose to amend the CMIA baseline agreements for the I-580/Isabel Interchange (Segment 1) – Widen and realign Route-84/Isabel Avenue project (PPNO 0115E); the I-580/Isabel Interchange (Segment 2) – Construct new local roads north of 580/Isabel Interchange (PPNO 0115F); and the I-580/Isabel Interchange (Segment 3) – Construct new interchange at Isabel Avenue project (PPNO 0115B) to update the project schedules Approved.

    *** (Aug) (1h) The Department, the Alameda County Congestion Management Agency, and the Contra Costa Transportation Authority propose to amend the CMIA baseline agreements for the State Route 24 Caldecott Tunnel Fourth Bore (Segment 2) – Realign westbound Route 24 to northbound Route 13 connector project (PPNO 0057G) and the State Route 24 Caldecott Tunnel Fourth Bore (Segment 3) – Widen Caldecott Lane at Kay Street Overcrossing project (PPNO 0057I) to update the project schedules Approved.

    *** (Aug) (1i) The Department and the Alameda County Congestion Management Agency propose to amend the CMIA baseline agreement for the Eastbound I-580 HOV Lane (Segment 2) – Portola to Hacienda project (PPNO 0112D) to update the project schedule. Approved.

    *** (Aug) (1j) The Department and the Sonoma County Transportation Authority propose to amend the CMIA baseline agreement for US 101 HOV Lanes – North of Pepper Road to Rohnert Park project (PPNO 0775) to update the project schedule. Approved.

    *** (Aug) (1k) The Department and the Sonoma County Transportation Authority propose to amend the CMIA baseline agreement for US 101 HOV Lanes – Wilfred project (PPNO 0781E) to update the project schedule. Approved.

    *** (Aug) (2a) The Department, the Sacramento Area Council of Governments, and the Tulare Council of Association of Governments propose to amend the Route 99 Corridor baseline agreements for three projects (the Sutter 99 Segment 2 project [PPNO 8361B], the Add an Auxiliary lane Calvine to north of Mack Road project [PPNO 6908], and the Goshen to Kingsburg six lane project [PPNO 6480]) to update the schedule for each project. Approved.

    *** (Aug) (2c) The Department and the Butte County Association of Governments propose to amend the Route 99 Corridor baseline agreement for the Butte 99 Chico Auxiliary Lanes project (PPNO 2410B) to revise the project funding plan. Approved.

  • 2.2c. Environmental Matters – Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road

    *** (J/J) (1) Approval of Project for Future Consideration of Funding: 01-Hum-101, PM 1.1/2.2 Route 101 in Humboldt County. Construct roadway improvements including realigning a portion of Route 101 near the town of Garberville. (FEIR) (PPNO 2251) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (J/J) (2) Approval of Project for Future Consideration of Funding: 01-Men-101, PM R43.1/R52.3 Route 101 in Mendocino County. Construct freeway by-pass on Route 101 in and near the city of Willits. (FEIR) (PPNO 0125F) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (J/J) (3) Approval of Project for Future Consideration of Funding: 03 – Yolo County Convert the Tower Bridge Gateway (formerly Route 275) from a freeway to a city street, including two new signalized intersections, new sidewalks, bike lanes and other improvements in the city of West Sacramento. (MND) (SLPP) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (J/J) (4) Approval of Project for Future Consideration: 04-Ala-238, PM 14.2/16.7 Route 238 in Alameda County. Construct roadway improvements including lane additions and landscaping in and near the city of San Leandro. (MND) (PPNO 0096G) Approved.

    *** (J/J) (5) Approval of Project for Future Consideration of Funding: 04-SCl-152, PM 16.2/19.5 Route 152 in Santa Clara County. Construct roadway improvements on Route152 at Lovers Lane near the city of Gilroy. (MND) (PPNO 0485K) Approved.

    *** (J/J) (6) Approval of Project for Future Consideration of Funding: 04-SCI-101, PM 52.17/48.97 Route 101 in Santa Clara County. Construct auxiliary lanes, lengthen existing high occupancy lanes, and construct roadway improvements in the city of Palo Alto. (MND) (PPNO 04831) (CMIA) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (J/J) (8) Approval of Project for Future Consideration of Funding: 05-Mon-68, PM 13.1/13.6 Route 68 in Monterey County. Construct roadway improvements, including intersection improvements at San Benancio Road, and widen bridge on Route 68 near the city of Monterey. (MND) (PPNO 1813) Approved.

    *** (J/J) (9) Approval of Project for Future Consideration of Funding and a New Public Road Connection: 05-SLO-101, PM 55.6, 56.9/57.9 Route 101 in San Luis Obispo County. Construct roadway improvements, including intersection improvements and lane additions, to Route 101 in the city of Paso Robles. (MND) (PPNO 1815) Approved.

    *** (J/J) (10) Approval of Project for Future Consideration of Funding: 05-SB, SLO-101, PM 91.0, 0.0/0.8 Route 101 in Santa Barbara and San Luis Obispo Counties. Construct roadway improvements including bridge widening and an additional northbound and southbound lane on Route 101 near the city of Santa Maria. (MND) (PPNO A4459) Approved, as modified.

    *** (J/J) (11) Approval of Project for Future Consideration of Funding: 06 – Kern County Construct east-west freeway referred to as the Westside Parkway within the Route 58 Corridor near Route 99 in the city of Bakersfield to unincorporated portion of Kern County. (FEIR) (PPNO 8705) The Commission accepted the environmental document, Findings of Fact, and Statement of Overriding Considerations and approved the project for future consideration of funding.

    *** (J/J) (12) Approval of Project for Future Consideration of Funding and a New Public Road Connection: 06-Ker-99, PM 18.0/19.2 Route 99 in Kern County. Construct a new interchange and public road connection on Route 99 in the city of Bakersfield. (MND) (EA 0C930) Approved.

    *** (J/J) (17) Approval of Project for Future Consideration of Funding: 08-SBd-15, PM 41.9/46.0 Route 15 in San Bernardino County. Construct roadway improvements including intersection improvements at three locations on Route 15 in the city of Victorville. (MND) (PPNO 0174L) Approved.

    *** (J/J) (18) Approval of Project for Future Consideration of Funding: 10-Mer-165, PM 11.7/26.9 Route 165 in Merced County. Roadway rehabilitation including a bridge replacement on Route 165 near the city of Los Banos. (MND) (PPNO 5858) Approved.

    *** (J/J) (19) Approval of Project for Future Consideration of Funding: 10-SJ-99, PM 4.9/15.0 Route 99 in San Joaquin County. Widen a portion of Route 99 from four lanes to six lanes in the cities of Manteca and Stockton. (MND) (PPNO 7634) (RTE 99) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (J/J) (21) Approval of Project for Future Consideration of Funding: 12-Ora-74, PM 0.0/0.2 Route 74 in Orange County. Construct interchange improvements on Route 74 at the intersection of I-5 in the city of San Juan Capistrano. (FEIR) (PPNO 4102) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (J/J) (22) Approval of Project for Future Consideration of Funding: 04-Ala-880, PM 28.4/29.2 Route 880 in Alameda County. Construct roadway improvements on Route 880 at the 29th Avenue and 23rd Avenue overcrossings in the city of Oakland. (MND) (PPNO 0044C) (TCIF) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (J/J) (25) Approval of Project for Future Consideration of Funding: 07 – Los Angeles County Replace existing Riverside Drive Bridge and Riverside Drive Viaduct/Grade Separation Structure Bridge with two-lane bridge and other improvements in the city of Los Angeles. (ND) (HRCSA) (EA H012BA) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (Aug) (3) Approval of Project for Future Consideration of Funding: 06-Fre-99, PM 30.3/31.6, 06-Mad-99, PM 0.0/1.6 Route 99 in Fresno and Madera Counties. Construct roadway improvements including additional lanes and bridge widening on Route 99 near the city of Herndon. (MND) (PPNO 6274) (Route 99) The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (Aug) (4) Approval of Project for Future Consideration of Funding: 06-Fre-180, PM 77.1/77.2 Route 180 in Fresno County. Bridge replacement on Route 180 near the town of Minkler. (MND) (PPNO 6328) Approved, as modified. The Commission accepted the environmental document and approved the project for future consideration of funding.

    *** (Aug) (7) Approval of Project for Future Consideration of Funding: 7-LA-110, PM 9.7/20.7, 07-LA-105, PM 4.9/9.6 Route 110 in Los Angeles County. Convert existing high occupancy vehicle (HOV) lanes to high occupancy toll (HOT) lanes on Route 110 near the city of Los Angeles. (FEIR) (SLPP) (EA 27440) WITHDRAWN PRIOR TO CTC MEETING.

    *** (Aug) (9) Approval of Project for Future Consideration of Funding: 12-Ora-91, PM 0.9/5.4 Route 91 in Orange County. Construct an additional westbound lane on Route 91 from Route 57 to Route 5 in the cities of Anaheim and Fullerton. (MND) (PPNO 4516A) (TCIF) The Commission accepted the environmental document and approved the project for future consideration of funding.

  • 2.3b. New Public Road Connection

    *** (J/J) (1) One New Public Road Connection to State Route 99 at 06-Ker-99-PM 18.5 (Hosking Avenue) in the city of Bakersfield. Approved.

    *** (J/J) (2) One New Public Road Connection to State Route 101 at 05-SLO-101-PM 57.2 (17th Street) in the city of Paso Robles. Approved.
