Time to start updated again. There you will find bi-monthly collections of articles related to California Highways, as well as other items of interest. There is also a <a href=\"http:\/\/www.facebook.com\/pages\/California-Highways\/99505662728?ref=mf\">California Highways Facebook group<\/a>, where you can post updates.<\/p>\n<p>So let&#8217;s dig in.. Entries for the following routes were updated based on my reading of the papers (which are posted to <a href=\"https:\/\/cahighways.org\/wordpress\/?cat=43\">the roadgeeking category at the &#8220;Observations Along The Road&#8221;<\/a> and to the <a href=\"http:\/\/www.facebook.com\/pages\/California-Highways\/99505662728?ref=mf\">California Highways Facebook group<\/a>) as well as any backed up email changes. I also reviewed the <a href=\"http:\/\/www.aaroads.com\/forum\/index.php?board=29.0\">the AAroads forum<\/a>; I&#8217;ve given up on misc.transport.road. Anneliese \u00c5gren provided updates to the <a href=\"C:\/Users\/faigin\/Documents\/HTML\/CA-HWYS\/elcamino.html\">El Camino Real<\/a> page.<\/p>\n<p>Reviewed <a href=\"https:\/\/www.cahighways.org\/links-legislation.html\">the Pending Legislation page<\/a>. It is far too early in the legislative session for anything to have been passed, but I noted a few new bills of interest. The <a href=\"http:\/\/leginfo.legislature.ca.gov\/\">new California Legislature site<\/a> is very nice, but it occasionally switches to another bill when moving tabs. As usually, I recommend to <em>every <\/em>Californian that they visit the legislative website regularly and see what their legis-critters are doing.<\/p>\n<p><!--more--><\/p>\n<p>I checked <a href=\"http:\/\/www.dot.ca.gov\/hq\/transprog\/ctcliaison.htm\">the CTC Liaison page<\/a> for the results of the CTC meeting held in January 2013. The following items were of interest:<\/p>\n<h4>2.1a. State Transportation Improvement Program (STIP) Amendments<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (1) The Modoc County Transportation Commission and the Plumas County Transportation Commission propose to amend the 2012 STIP to transfer $30,000 in Plumas County RIP TE programmed by Modoc County (PPNO 2437) to R\/W Support for the Greenville SR 89 Rehabilitation project (PPNO 3355) in Plumas County. <em>(Approved)<\/em><\/p>\n<h4>2.1b. STIP Amendments for Notice<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (1) The City of Thousand Oaks and the Ventura County Transportation Commission are requesting an AB 3090 cash reimbursement to use local funds to replace $15,764,000 in FY 2015-16 Regional Improvement Program funds for construction of the Los Angeles County Line to Route\u00a0<a href=\"https:\/\/www.cahighways.org\/017-024.html#023\">23<\/a> \u2013 US\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#101\">101<\/a> Improvements Phase 1 project (PPNO 2291), with later reimbursement in FY 2015-16. There is also a related item on this month\u2019s agenda to program additional TCIF funding for this project. <em>(Information Only)<\/em><\/p>\n<h4>2.1c Proposition 1B Amendments for Action<\/h4>\n<h4>(2) Proposition 1B Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#099\">99<\/a> Bond Program Amendments<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (2a) Financial Allocation Amendment: Reduce the original Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#099\">99<\/a> Corridor allocation for construction by $21,644,000, from $101,100,000 to $79,456,000, and reduce the original SLPP allocation for construction by $1,520,000, from $7,100,000 to $5,580,000, for the Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#099\">99<\/a> (South Stockton) Widening project (PPNO 7668) in San Joaquin County, and revise the project funding plan. <em>(Approved)<\/em><\/p>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (2b) Financial Allocation Amendment: Reduce the original Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#099\">99<\/a> Corridor allocation for construction by $1,273,000, from $40,000,000 to $38,727,000, for the Tulare to Goshen 6-Lane North Segment project (PPNO 6400A) in Tulare County, and revise the project funding plan. <em>(Approved)<\/em><\/p>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (2c) Financial Allocation Amendment: Reduce the original Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#099\">99<\/a> Corridor allocation for construction by $3,699,000, from $37,100,000 to $33,401,000, for the Kiernan Avenue Interchange project (PPNO 9463) in Stanislaus County, and revise the project funding plan. <em>(Approved)<\/em><\/p>\n<h4>(5) Proposition 1B TCIF Project Amendments for Action<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (5a) The Department and the Alameda County Transportation Commission propose to amend the TCIF Baseline Agreement for TCIF Project 4, I-<a href=\"https:\/\/www.cahighways.org\/780-980.html#880\">880<\/a> Reconstruction, 29th-23rd Avenue (PPNO 0044C), to update the project funding plan and delivery schedule. <em>(Approved.)<\/em><\/p>\n<h4>2.2c. Environmental Matters \u2014 Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (1) Approval of Projects for Future Consideration of Funding: 03-Various Locations-I-<a href=\"https:\/\/www.cahighways.org\/001-008.html#005\">5<\/a>, Route\u00a0<a href=\"https:\/\/www.cahighways.org\/017-024.html#020\">20<\/a>, Route\u00a0<a href=\"https:\/\/www.cahighways.org\/025-032.html#032\">32<\/a>, Route\u00a0<a href=\"https:\/\/www.cahighways.org\/161-168.html#162\">162<\/a> Seven Bridges Scour Repair Project (MND) (PPNO 2789) (SHOPP). This project in Butte, Colusa and Glenn Counties will repair scour damage on bridges at seven locations. <em>(The Commission accepted the environmental document and approved the project for future consideration of funding.)<\/em><\/p>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (2) Approval of Project for Future Consideration of Funding: 04-Sol-80\/680\/12 Interchange, PM I-<a href=\"https:\/\/www.cahighways.org\/073-080.html#080\">80<\/a> 10.6\/16.5,PM I-<a href=\"https:\/\/www.cahighways.org\/466-740.html#680\">680<\/a> 10.0\/13.1, PM Route\u00a0<a href=\"https:\/\/www.cahighways.org\/009-016.html#012\">12<\/a> (west) R1.7-R2.8, PM SR12 (east) L1.8-R4.8 I-<a href=\"https:\/\/www.cahighways.org\/073-080.html#080\">80<\/a>\/I-<a href=\"https:\/\/www.cahighways.org\/466-740.html#680\">680<\/a>\/SR12 Interchange Project. (FEIR) (PPNO 5301Q) (STIP, TCIF) <em>(The Commission accepted the environmental document, Findings of Fact and approved the project for future consideration of funding.)<\/em><\/p>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (3) Approval of Project for Future Consideration of Funding: 06-Fre-180, PM R71.8\/74.4.5 Route\u00a0<a href=\"https:\/\/www.cahighways.org\/177-184.html#180\">180<\/a> Kings Canyon Expressway Project (FEIR) (EA 34252) (STIP, SLPP) <em>(The Commission accepted, as modified, the environmental document and approved the project for future consideration of funding.)<\/em><\/p>\n<h4>2.3b. Public Road Connections<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> New Public Road Connection: 6-Fre-180-PM 73.8 Route\u00a0<a href=\"https:\/\/www.cahighways.org\/177-184.html#180\">180<\/a> Temporary New Public Road Connection to Kings Canyon South Frontage Road in the county of Fresno. <em>(Approved.)<\/em><\/p>\n<h4>2.3c. Relinquishment Resolutions<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> Two Relinquishment Resolutions:<\/p>\n<ol>\n<li>04-Ala-680-PM R20.3 Right of way along Route\u00a0<a href=\"https:\/\/www.cahighways.org\/466-740.html#680\">680<\/a> at St. Patrick Way, in the city of Dublin, consisting of collateral facilities. <em>(Approved.)<\/em><\/li>\n<li>04-Son-116-PM R12.4\/R12.6 Right of way along Route\u00a0<a href=\"https:\/\/www.cahighways.org\/113-120.html#116\">116<\/a> from Drake Road to Mays Canyon Road near the town of Guerneville, in the county of Sonoma. <em>(Approved.)<\/em><\/li>\n<\/ol>\n<h4>2.3d. Vacation Resolutions<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> One Vacation Resolution: 05-SB-144-PM 1.8 Right of way along Route\u00a0<a href=\"https:\/\/www.cahighways.org\/137-144.html#144\">144<\/a> just north of Ranchito Vista Road, in the city of Santa Barbara. <em>(Approved.)<\/em><\/p>\n<h4>2.5b. Financial Allocations for State Highway Operation and Protection Program (SHOPP) Projects<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (1) Financial Allocation: $19,715,000 for six SHOPP projects. This included bridge restoration along I-<a href=\"https:\/\/www.cahighways.org\/001-008.html#005\">5<\/a> in Siskiyou and Shasta Counties, rock slope protection on Route\u00a0<a href=\"https:\/\/www.cahighways.org\/033-040.html#036\">36<\/a> near Mineral, at Mill Creek Bridge #8-0133, bridge rehabilitation on I-<a href=\"https:\/\/www.cahighways.org\/073-080.html#080\">80<\/a> in and near Sacramento, at the North Avenue Overcrossing #24-106 and at the I-<a href=\"https:\/\/www.cahighways.org\/073-080.html#080\">80<\/a>\/Route\u00a0<a href=\"https:\/\/www.cahighways.org\/241-248.html#244\">244<\/a> Separation Bridge #24-292, guard rail repair on Route\u00a0<a href=\"https:\/\/www.cahighways.org\/001-008.html#001\">1<\/a> near the city of Santa Cruz, from Laguna Road to Waddell Creek Bridge, ditch relocation on Route\u00a0<a href=\"https:\/\/www.cahighways.org\/161-168.html#166\">166<\/a> near Guadalupe, from Simas Road to Black Road, and upgrading the C.V. Kane Safety Roadside Rest Area (SRRA) on I-<a href=\"https:\/\/www.cahighways.org\/009-016.html#015\">15<\/a>. <em>(Approved.)<\/em><\/p>\n<h4>2.5g. Financial Allocation Amendments<\/h4>\n<h4>(10) Financial Allocations for Proposition 1B SLPP Projects<\/h4>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (10c) Financial Allocation: $5,278,000 for three locally administered SLPP projects on the State Highway System. Contributions from other sources: $43,078,000. These projects were: (1) Silva Valley Parkway \/ US\u00a0<a href=\"https:\/\/www.cahighways.org\/049-056.html#050\">50<\/a> Interchange; I-<a href=\"https:\/\/www.cahighways.org\/009-016.html#015\">15<\/a>\/Los Alamos Road Overcrossing Replacement; and Route\u00a0<a href=\"https:\/\/www.cahighways.org\/057-064.html#062\">62<\/a> Median and Sidewalk Improvements. <em>(Approved.)<\/em><\/p>\n<p><img decoding=\"async\" alt=\"***\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" align=\"bottom\" border=\"0\" \/> (10d) Financial Allocation: $21,985,000 for two State administered SLPP projects on the State Highway System.
