I&#8217;m sitting at my desk spending a day recording \t\t\t LPs to MP3 (right now, it is \t\t\t <a href=\"http:\/\/en.wikipedia.org\/wiki\/John_Wesley_Harding_%28album%29\"><i>John \t\t\t Wesley Harding<\/i> (Bob Dylan)<\/a>), so it seems the perfect time to work on \t\t\t highway page updates. As always, you can keep up to date on the latest \t\t\t headlines related to California Highways by friending the \t\t\t <a href=\"http:\/\/www.facebook.com\/pages\/California-Highways\/99505662728?ref=mf\">California \t\t\t Highways Facebook group<\/a>. I&#8217;ve set it up to get the regular Metro.Net \t\t\t headline posting, and I regularly highlight any highway related articles I find \t\t\t on the net. Right \t\t\t now, we&#8217;re doing Herb Alpert and the TJB (&#8220;Lonely Bull&#8221;) before going into Hot \t\t\t Tuna, so what better time to turn to legislative actions&#8230;<\/p>\n<p>Reviewed <a href=\"https:\/\/www.cahighways.org\/links-legislation.html\">the Pending Legislation \t\t\t page<\/a>. The following passages are of particular interest:<\/p>\n<ul>\n<li>\n<p><b>AB 348<\/b> (Buchanan) <i>Highways: Safety Enhancement-Double \t\t\t\t  Fine Zone.<\/i><br \/>This bill would, notwithstanding these requirements and until \t\t\t\t  January 1, 2017, provide for the designation of the segment of county highway \t\t\t\t  known as Vasco Road, between the Route\u00a0<a href=\"https:\/\/www.cahighways.org\/466-740.html#580\">580<\/a> junction in Alameda County and the \t\t\t\t  Walnut Boulevard intersection in Contra Costa County, as a Safety \t\t\t\t  Enhancement-Double Fine Zone upon the approval of the boards of supervisors of \t\t\t\t  Alameda County and Contra Costa County. The bill would also impose specified \t\t\t\t  duties on local governing bodies regarding that double fine zone, including a \t\t\t\t  report to be submitted to the Legislature on the effectiveness of the zone. \t\t\t\t  <br \/><span class=\"Status\">Chaptered 9\/21\/2011. Statute Chapter \t\t\t\t  290.<\/span><\/p>\n<\/li>\n<li>\n<p><b>AB 957<\/b> (Committee on Transportation) <i> Transportation \t\t\t\t  omnibus bill.<\/i><br \/>(many things, including&#8230;) (3) Existing law provides for \t\t\t\t  the California Transportation Commission to adopt locations for state highways \t\t\t\t  on routes authorized by law, and provides for relinquishment of certain \t\t\t\t  segments of state highways from the state to local agencies. This bill would \t\t\t\t  provide for the relinquishment of the portion of Route\u00a0<a href=\"https:\/\/www.cahighways.org\/033-040.html#039\">39<\/a> in the City of Buena \t\t\t\t  Park and all of Route\u00a0<a href=\"https:\/\/www.cahighways.org\/225-232.html#225\">225<\/a> in the City of Santa Barbara under certain terms and \t\t\t\t  conditions.<br \/><span class=\"Status\">Chaptered October 7, 2011. Designate the portion of Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#099\">99<\/a>, from one mile \t\t\t\t  north of its intersection with Wilson Landing Road to Broyles Road, north of \t\t\t\t  the City of Chico, as the &#8220;<i>Caltrans Leadworker Gary Wayne Smith Memorial \t\t\t\t  Highway<\/i>&#8220;. Designates the interchange between I-<a href=\"https:\/\/www.cahighways.org\/001-008.html#005\">5<\/a> and Route\u00a0<a href=\"https:\/\/www.cahighways.org\/780-980.html#905\">905<\/a> in the \t\t\t\t  County of San Diego as the &#8220;<i>Caltrans Equipment Operator II Richard Gonzalez \t\t\t\t  Memorial Interchange<\/i>&#8221; . <br \/><span class=\"Status\">Chaptered 9\/15\/2011. \t\t\t\t  Resolution Chapter 94.<\/span><\/p>\n<\/li>\n<\/ul>\n<p>We&#8217;re still in the Hot Tuna, so we turn to the third phase of \t\t\t updates: the CTC&#8230;. I checked \t\t\t <a href=\"http:\/\/www.dot.ca.gov\/hq\/transprog\/ctcliaison.htm\">the CTC Liaison \t\t\t page<\/a> for the results of the September and October meetings. The following \t\t\t items were of interest: <\/p>\n<ul>\n<li>\n<p><b>2.1a. Program Amendments\/Project Approvals \u2013 STIP \t\t\t\t  Amendments for Action<\/b><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"TOP\" border=\"0\"> Sep-(3) The City of Ventura proposes to amend \t\t\t\t  TCRP Project 47 &#8211; Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#101\">101<\/a> California Street off-ramp in Ventura County, to \t\t\t\t  revise the funding plan and project schedule, and to reallocate $120,000 in \t\t\t\t  previously allocated TCRP funds. <b>Approved, as modified.<\/b><\/p>\n<\/li>\n<li>\n<p><b>2.1c. Traffic Congestion Relief (TCR)Program Application \t\t\t\t  Approvals\/Amendments, Proposition 1B CMIA Program\/Project Amendments<\/b><\/p>\n<p><b>Proposition 1B CMIA Program Amendments<\/b> <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"TOP\" border=\"0\"> Sep-(1a) The Department and the Placer County \t\t\t\t  Transportation Planning Agency propose to amend the CMIA Baseline Agreement for \t\t\t\t  the Lincoln Bypass project (PPNO 0145M) to add scope extending the four-lane \t\t\t\t  expressway from Nelson Lane to West Wise Road included in Phase 2A (PPNO 4895) \t\t\t\t  as approved in Resolution CMIA-P-1011-07 in June 2011, update plans and \t\t\t\t  delivery schedule. <b>Approved, as distributed in Pink Handout distributed at \t\t\t\t  the meeting.<\/b><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"TOP\" border=\"0\"> Sep-(1b) The Department and the El Dorado \t\t\t\t  County Transportation Commission propose to amend the CMIA baseline agreement \t\t\t\t  for the US\u00a0<a href=\"https:\/\/www.cahighways.org\/049-056.html#050\">50<\/a> HOV lanes project (PPNO 3283A) to add scope extending the HOV \t\t\t\t  lanes from Bass Lake to the Cambridge Road Interchange included in Phase 2A, \t\t\t\t  Segment 1 (PPNO 3283B) as approved in Resolution CMIA-P-1011-07 in June 2011, \t\t\t\t  and update the funding plan and delivery schedule. <b>Deferred to October \t\t\t\t  Meeting<\/b><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"TOP\" border=\"0\"> Oct-(1c) The Department and the El Dorado \t\t\t\t  County Transportation Commission propose to amend the CMIA baseline agreement \t\t\t\t  for the US\u00a0<a href=\"https:\/\/www.cahighways.org\/049-056.html#050\">50<\/a> HOV lanes project (PPNO 3283A and PPNO 3283B) to add scope \t\t\t\t  extending the HOV lanes from Bass Lake to the Cambridge Road Interchange \t\t\t\t  (included in Phase 2A Segment 1 [PPNO 4895] under Resolution CMIA-P-1011-07), \t\t\t\t  and update the funding plans and delivery schedule. <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"TOP\" border=\"0\"> Oct-(1d) The Department and the City of \t\t\t\t  Livermore propose to amend the CMIA baseline agreements for Segment 1 [Widen \t\t\t\t  and realign State Route\u00a0<a href=\"https:\/\/www.cahighways.org\/081-088.html#084\">84<\/a> south of I-<a href=\"https:\/\/www.cahighways.org\/466-740.html#580\">580<\/a> interchange and relocate utilities \t\t\t\t  (PPNO 0115E)], Segment 2 [Construct new local roads north of the I-<a href=\"https:\/\/www.cahighways.org\/466-740.html#580\">580<\/a>\/Isabel \t\t\t\t  Avenue Interchange (PPNO 0115F)], and Segment 3 [Construct new interchange at \t\t\t\t  Isabel Avenue and a new Portola Avenue Overcrossing (PPNO 0115B)] of the \t\t\t\t  I-<a href=\"https:\/\/www.cahighways.org\/466-740.html#580\">580<\/a>\/Isabel Interchange project to revise the project scopes for Segments 1 \t\t\t\t  and 3 and to update the project funding plans for Segments 1 and 2.  \t\t\t\t<\/p>\n<\/li>\n<li>\n<p><b>2.2c.
