That was a massive task. Now we&#8217;re in the \t\t\t midst of a recession, and who knows what will win: the cutting of state budgets \t\t\t and the postponing of road projects, or a massive stimulus plan that will get \t\t\t infrastructure construction going. I can&#8217;t predict what will happen on the \t\t\t state or federal level, but I can reliabily predict that I&#8217;ll be monitoring \t\t\t what is happening and attempting to capture it on these pages. No fancy \t\t\t animated graphics, no photo travellogues, but lots of information about \t\t\t numbered highways in California.<\/p>\n<p><!--more Clicky Here For The Gory Details--><\/p>\n<p>So, as usual, the update cycle starts by processing backed up email \t\t\t changes, notes from my reading of the papers, as well as updates from \t\t\t misc.transport.road. The new \t\t\t legislative session (2009-2010) has started, and so the page was reworked to \t\t\t reflect what few bills have been introduced during the lame-duck period by the \t\t\t 2008 legislators.<\/p>\n<p>Reviewed the December \t\t\t <a href=\"http:\/\/www.dot.ca.gov\/hq\/transprog\/ctcliaison\/2008mtgs.htm\">CTC \t\t\t Summary and Web Books<\/a> (there was no November meeting). I noted the \t\t\t following items for inclusion:<\/p>\n<ul>\n<li>\n<p><b>2.1a. Program Amendments\/Project Approvals \u2013 STIP \t\t\t\t  Amendments for Action<\/b><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"top\" border=\"0\"> (3) The Department proposes to amend TCRP \t\t\t\t  Project #18 (Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#101\">101<\/a>; widen eight miles of freeway to six lanes, Novato to \t\t\t\t  Petaluma [Novato Narrows] in Marin and Sonoma Counties) to be consistent with \t\t\t\t  approved CMIA baseline agreement. <b>Removed from Consent Calendar. \t\t\t\t  Subsequently approved without discussion.<\/b><\/p>\n<\/li>\n<p> <!--\n\n<li>\n\n<p><font COLOR=\"#99CCCC\"><b>2.1b. Traffic Congestion Relief (TCR)Program Application \t\t\t\t  Approvals\/Amendments, Proposition 1B CMIA Program\/Project Amendments<\/b> <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"top\" border=\"0\"> (1a) The Department, in conjunction with \t\t\t\t  Placer County Transportation Planning Agency, proposes to amend the CMIA \t\t\t\t  project baseline agreement for the Route\u00a0<a href=\"https:\/\/www.cahighways.org\/073-080.html#080\">80<\/a> Capacity\/Operational Improvement \t\t\t\t  Project &#8211; Phase 2 (PPNO 0146C) to reduce the CMIA funds to reflect award \t\t\t\t  savings and transfer savings to Phase 3A (PPNO 0146F) to fund an increase in \t\t\t\t  scope and cost. <b>Approved. Any cost increase will be funded by Placer \t\t\t\t  County.<\/b><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"top\" border=\"0\"> (1b) The Department, in conjunction with \t\t\t\t  Placer County Transportation Planning Agency, proposes to amend the CMIA \t\t\t\t  project baseline agreement for the Route\u00a0<a href=\"https:\/\/www.cahighways.org\/073-080.html#080\">80<\/a> Capacity\/Operational Improvement \t\t\t\t  Project &#8211; Phase 3A (PPNO 0146F) to increase the scope and cost of Phase 3A, and \t\t\t\t  shift award savings from Phase 2 (PPNO 0146C) to help fund the cost increase. \t\t\t\t  <b>Approved.<\/b><\/p>\n<\/li>\n<li>\n<p><b>2.2a. (NOP) <b>No \t\t\t\t  comments to be sent in response to the NOP.<\/b><\/p>\n<\/li>\n<li>\n<p><b>2.2b. Environmental Matters \u2013 Comments on Documents in \t\t\t\t  Circulation (Draft EIR)<\/b> <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"top\" border=\"0\"> (1) 05-SLO-1, PM 64.0\/R67.2 Route\u00a0<a href=\"https:\/\/www.cahighways.org\/001-008.html#001\">1<\/a> in San \t\t\t\t  Luis Obispo County. Realign a 3.2 mile portion of Route\u00a0<a href=\"https:\/\/www.cahighways.org\/001-008.html#001\">1<\/a> from just north of \t\t\t\t  Piedras Blancas Lighthouse to the Arroyo de la Cruz Bridge near San Simeon. \t\t\t\t  (DEIR) <b>Commission had no comments on the alternatives. However, the \t\t\t\t  Department and partners should identify and secure the funding sources needed \t\t\t\t  to complete the alternative selected.<\/b><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"top\" border=\"0\"> (2) 05-SB-101, PM 83.1\/83.9 Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#101\">101<\/a> in \t\t\t\t  Santa Barbara County. Construct a new interchange in the city of Santa Maria \t\t\t\t  and the community of Orcutt. (PPNO 4638) (DEIR) <b>Commission had no comments \t\t\t\t  on the alternatives. Construct a 1.3 mile Direct Access Ramp (DAR) to connect Route\u00a0<a href=\"https:\/\/www.cahighways.org\/009-016.html#015\">15<\/a> \t\t\t\t  to the communities of Mira Mesa and Scripps Miramar Ranch. Environmental Matters \u2013 Approval of Projects for \t\t\t\t  Future Consideration of Funding, Route Adoption or New Public Road<\/b> <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"top\" border=\"0\"> (1) 01-Men-1, PM 82.0\/82.3 Route\u00a0<a href=\"https:\/\/www.cahighways.org\/001-008.html#001\">1<\/a> in \t\t\t\t  Mendocino County. Construct roadway improvements including retaining walls, \t\t\t\t  replace metal beam guardrail, improve drainage and new road paving near \t\t\t\t  Westport. Construct a new interchange at Missouri Flat Road north of \t\t\t\t  Cameron Park. (FEIR) <b>Approved, as modified.<\/b><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.cahighways.org\/lj-images\/ca-sign-icon.gif\" alt=\"***\" align=\"top\" border=\"0\"> (3) 03-Sut-99, PM 0.0\/2.6 Route\u00a0<a href=\"https:\/\/www.cahighways.org\/097-104.html#099\">99<\/a> in Sutter \t\t\t\t  County. Widen the existing Route\u00a0<a href=\"https:\/\/www.cahighways.org\/153-160.html#156\">156<\/a> from two to four lanes from The \t\t\t\t  Alameda to the Hollister Bypass in San Juan Bautista. Construct safety enhancements, including outside shoulders, \t\t\t\t  concrete guardrail, retaining wall, and drainage improvements, near the city of \t\t\t\t  Scotts Valley.
