This round was a bear, with <a href=\"https:\/\/www.cahighways.org\/links-legislation.html\" target=\"_blank\">lots of legislative stuff<\/a> to go through (the <a href=\"http:\/\/www.leginfo.ca.gov\/pub\/07-08\/bill\/index_assembly_bill_author_topic\" target=\"_blank\">assembly<\/a> and <a href=\"http:\/\/www.leginfo.ca.gov\/pub\/07-08\/bill\/index_senate_bill_author_topic\" target=\"_blank\">senate<\/a> have been busy). I do recommend looking at some of the stuff I highlighted. I also got to go through all the <a href=\"http:\/\/www.caltrans.ca.gov\/docs\/CMIAaction.pdf\" target=\"_blank\">Corridor Mobility Improvement Account<\/a> stuff (Prop 1B). <\/p>\n<p>Want to know more? Then&#8230;<br \/>\n<!--more Click here for the gory details--><lj-raw><\/p>\n<p>It&#8217;s been a busy time, and live theatre every weekend in February\t\t\t and March has left me little time to update <i>California Highways<\/i>. No bills of interest passed, but the legislature has been very, very\t\t\t busy. I do suggest that folks take a look at the bills I found of interest:\t\t\t some may surprise you. In particular, there were a large number of bills\t\t\t declaring the intent of the legislature to dictate the process of allocating\t\t\t money from the Prop 1B bonds. My guess is that the assemblycritters didn&#8217;t like\t\t\t their districts being shortchanged, and are trying to hijack the process. A\t\t\t number of this bills seem to make non-substantive changes to laws. My guess is\t\t\t that these bills are placeholders for future gut-and-rewrites, as there is a\t\t\t particular date after which bills may no longer be introduced. All this teaches\t\t\t me is that we need to watch our elected officials carefully. I&#8217;m beginning to\t\t\t think that every bill should require inclusion of the proposer&#8217;s real rationale\t\t\t behind submitting the bill. <\/p>\n<p>I&#8217;ll note that one non-transit bill of interest did pass:<\/p>\n<ul>\n<li>\n<p><b><a href=\"http:\/\/www.leginfo.ca.gov\/cgi-bin\/postquery?bill_number=sb_113&#038;sess=CUR\">SB\t\t\t\t  113<\/a><\/b> <i>(Calderon) Elections: presidential primary\t\t\t\t  elections.<\/i><br \/>Existing law specifies that the presidential primary election\t\t\t\t  be held on the first Tuesday after the first Monday in June in any year evenly\t\t\t\t  divisible by the number 4. Existing law also specifies that the statewide\t\t\t\t  direct primary election be held on the first Tuesday after the first Monday in\t\t\t\t  June of each even-numbered year, and be consolidated with the presidential\t\t\t\t  primary election in any year in which the statewide direct primary election is\t\t\t\t  in a year evenly divisible by the number 4. This bill would require that the\t\t\t\t  presidential primary election be held on the first Tuesday in February in any\t\t\t\t  year evenly divisible by the number 4. By increasing the duties on county\t\t\t\t  elections officials due to the presidential primary election in February, this\t\t\t\t  bill would impose a state-mandated local program.<br \/><font size=\"-1\"><span class=\"Status\">Chaptered 3\/15\/2007. Chapter 2.<\/span><\/font><\/p>\n<\/li>\n<\/ul>\n<p>Updated the statistics on the progress of <a href=\"https:\/\/www.cahighways.org\/num-exitnum.html\">the exit mile numbering<\/a>. Thanks to Don Howe of\t\t\t Caltrans for this information. <\/p>\n<p>Reviewed the January, February, and March\t\t\t <a href=\"http:\/\/www.catc.ca.gov\/meetings\/agenda\/index2007.htm\">CTC Agendas<\/a>.\t\t\t Noted the following items for inclusion:<\/p>\n<p>\t\t  <center>\t\t\t <\/p>\n<p><b>January 2007<\/b><\/p>\n<p><\/center>\t\t  <\/p>\n<ul>\n<li>\n<p><b>2.1c. With respect to the Trade Corridor Improvement Fund (TCIF), the CTC\t\t\t noted that although details are unknown, the Route\u00a0<a href=\"https:\/\/www.cahighways.org\/081-088.html#086\">86<\/a> Brawley Bypass might be a\t\t\t good candidate for that fund. They also noted that some HOV projects on major\t\t\t interstate trade corridors, such as I-<a href=\"https:\/\/www.cahighways.org\/001-008.html#005\">5<\/a>, I-<a href=\"https:\/\/www.cahighways.org\/009-016.html#010\">10<\/a>, I-<a href=\"https:\/\/www.cahighways.org\/073-080.html#080\">80<\/a>, and I-<a href=\"https:\/\/www.cahighways.org\/505-805.html#580\">580<\/a>, might be\t\t\t candidates. They noted that the SHOPP program might also be a source of funding\t\t\t for projects such as Doyle Drive in San Francisco, the I-<a href=\"https:\/\/www.cahighways.org\/009-016.html#010\">10<\/a>\/I-<a href=\"https:\/\/www.cahighways.org\/505-805.html#605\">605<\/a> interchange,\t\t\t and Route\u00a0<a href=\"https:\/\/www.cahighways.org\/137-144.html#138\">138<\/a>.<\/p><\/blockquote>\n<p>\t\t  <center>\t\t\t <\/p>\n<p><b>March 2007<\/b><\/p>\n<p><\/center>\t\t  <\/p>\n<ul>\n<li>\n<p><b>2.2b.
