This episode focused on the Stockton Crosstown Freeway: A short freeway segment of Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE004.html\">4<\/a>\u00a0that bisects the city of Stockton, essentially running from I-<a href=\"https:\/\/www.cahighways.org\/ROUTE005.html\">5<\/a>\u00a0to Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE099.html\">99<\/a>. We talk about the LRNs that made up this segment: LRN\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE075.html#LR075\">75<\/a>, and LRN\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE024.html#LR024\">24<\/a>. We spend much of the episode talking about the impact the construction of the route had on Stockton, including an interview with\u00a0<a href=\"https:\/\/www.ioes.ucla.edu\/person\/paul-ong\/\">Dr. Paul Ong of UCLA<\/a>, lead author of a paper (\u201c<a href=\"https:\/\/www.its.ucla.edu\/publication\/stocktons-crosstown-freeway-urban-renewal-and-asian-americans\/\"><em>Stockton\u2019s Crosstown Freeway, Urban Renewal, and Asian Americans: Systemic Causes and Impacts<\/em><\/a>\u201c) that explored the impact of the construction of the Stockton Crosstown Freeway on the Asian-American community. We also talk about the project to complete this freeway, and the names given to the freeway. Our last episode on Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE004.html\">4<\/a>\u00a0will focus on the segment of Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE004.html\">4<\/a>\u00a0from Stockton to near Markleeville, including the segment through Ebbetts Pass. For I-<a href=\"https:\/\/www.cahighways.org\/ROUTE005.html\">5<\/a>, we look at the history of the route, and the pieces that led to first the US\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE101.html\">101<\/a>\u00a0Bypass and then I-<a href=\"https:\/\/www.cahighways.org\/ROUTE005.html\">5<\/a>\u00a0in this area. We\u2019ll finish the discussion in Part 2, where we look at projects along the route and names along the route. based on the\u00a0<a href=\"http:\/\/leginfo.legislature.ca.gov\/\">California\u00a0<\/a><a href=\"http:\/\/leginfo.legislature.ca.gov\/\">Legislature site<\/a>, for bills through 2024-12-26. As usual, I recommend to\u00a0<em>every\u00a0<\/em>Californian that they visit the legislative website regularly and see what their legis-critters are doing. As many people are unfamiliar with how the legislature operates (and why there are so many &#8220;non-substantive changes&#8221; and &#8220;gut and amend&#8221; bills), I&#8217;ve added\u00a0<a href=\"https:\/\/www.cahighways.org\/links-legislation.html#legislativecalendar\">the legislative calendar<\/a>\u00a0(updated for 2025) to the end of the Pending Legislation page. This review covered the end of the 2023-2024 Legislative Session and the start of the 2025-2026 Legislative Session. For the 2025-206 session, a few bills have been introduced. In additional to the &#8220;normal&#8221; bills, there seem to be a number that either (a) are intended as &#8220;protective&#8221; bills to protect the state from anticipated actions by the Trump administration, or (b) punitive bills against the perceived liberal legislature\/pro-Trump agenda bills by pro-Trump\u00a0<a href=\"https:\/\/carldemaio.com\/about\">assembly<\/a>\/senate-critters. I&#8217;m monitoring a few of the latter. After an extraordinary session, the legislature does not reconvene according to the calendar until 01\/06\/2025. Noted the passage of the following bills and resolutions from the end of the 2023-2024 Legislative Session:<\/p>\n<p><!--more--><\/p>\n<ul>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB1850\">AB 1850<\/a><\/b>\u00a0(Pellerin)\u00a0<em class=\"legtitle\">State slug.<\/em><br \/>\nExisting law establishes the state flag and the state\u2019s emblems, including, among other things, the poppy as the official state flower, the California redwood as the official state tree, and the California gray whale as the official state marine mammal.<\/p>\n<p>This bill would establish the banana slug (Ariolimax) as the official state slug.<\/p>\n<p><span class=\"Status\">09\/27\/24\u00a0\u00a0 \u00a0Chaptered by Secretary of State &#8211; Chapter 668, Statutes of 2024.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2082\">AB 2082<\/a><\/b>\u00a0(Juan Carrillo)\u00a0<em class=\"legtitle\">State highways: State Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE138.html\">138<\/a>: reduction.<\/em><br \/>\nExisting law vests the Department of Transportation with full possession and control of all state highways. Existing law describes the authorized routes in the state highway system and establishes a process for adoption of a highway on an authorized route by the California Transportation Commission. Existing law authorizes the commission to relinquish to local agencies state highway segments that have been deleted from the state highway system by legislative enactment or have been superseded by relocation, and in certain other cases. Existing law designates State Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE138.html\">138<\/a>\u00a0from Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE014.html\">14<\/a>\u00a0near the City of Palmdale to Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE018.html\">18<\/a>\u00a0near Crestline in the County of San Bernardino.<\/p>\n<p>This bill would authorize the commission to relinquish to the City of Palmdale all or a portion of State Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE138.html\">138<\/a>\u00a0within the city\u2019s jurisdiction and prescribe conditions that apply upon relinquishment.<\/p>\n<p><span class=\"Status\">09\/27\/24\u00a0\u00a0 \u00a0Chaptered by Secretary of State &#8211; Chapter 698, Statutes of 2024.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2286\">AB 2286<\/a><\/b>\u00a0(Aguiar-Curry, Friedman, and Kalra)\u00a0<em class=\"legtitle\">Vehicles: autonomous vehicles.<\/em><br \/>\nExisting law authorizes the operation of an autonomous vehicle on public roads for testing purposes by a driver who possesses the proper class of license for the type of vehicle operated if specified requirements are satisfied. Existing law prohibits the operation of an autonomous vehicle on public roads until the manufacturer submits an application to the Department of Motor Vehicles, as specified, and that application is approved.<br \/>\nThis bill would require a manufacturer of an autonomous vehicle to report to the department a collision on a public road that involved one of its autonomous vehicles with a gross vehicle weight of 10,001 pounds or more that is operating under a testing or deployment permit that resulted in damage of property, bodily injury, or death within 10 days of the collision.<\/p>\n<p>The bill would require a manufacturer of an autonomous vehicle to annually submit to the department specified information regarding the deactivation of the autonomous mode for its autonomous vehicles with a gross vehicle weight of 10,001 pounds or more that were operating under a testing or deployment permit that authorized the vehicle to operate on public roads.<\/p>\n<p>The bill would prohibit the operation of an autonomous vehicle with a gross vehicle weight of 10,001 pounds or more on public roads for testing purposes, transporting goods, or transporting passengers without a human safety operator physically present in the autonomous vehicle at the time of operation.<\/p>\n<p>The bill would require the Department of Motor Vehicles, by January 1, 2030, or 5 years after commencement of testing, whichever occurs later, and upon appropriation by the Legislature, to submit a report to the appropriate policy and fiscal committees of the Legislature evaluating the performance of autonomous vehicle technology and its impact on public safety and employment in the transportation sector for autonomous vehicles with a gross vehicle weight of 10,001 pounds or more. The bill would require the Department of the California Highway Patrol, the Labor and Workforce Development Agency, the Department of Transportation, the State Air Resources Board, and other relevant state agencies to provide additional information needed to research the report.<\/p>\n<p><span class=\"Status\">09\/27\/24\u00a0\u00a0 \u00a0<strong class=\"highlight\">Vetoed by Governor<\/strong>. Veto Message:<\/span><\/p>\n<p><span class=\"Status\">This bill would prohibit the operation of autonomous vehicles weighing 10,000 pounds or more on public roads for testing, transporting goods, or carrying passengers without a human safety operator physically present in the vehicle.<\/span><\/p>\n<p><span class=\"Status\">In my veto of a nearly identical bill last year, I expressed that my Administration remains committed to working with the author, sponsors, and stakeholders in furthering our efforts to meet the needs of traffic safety, worker protections, and jobs as this evolving technology progresses in California.<\/span><\/p>\n<p><span class=\"Status\">As we continue to move forward, it is important to note that 35 jurisdictions &#8212; including Arizona, Nevada, Texas, Washington, and the District of Columbia &#8211; have already authorized the testing of heavy-duty autonomous vehicles. California remains the only state to actively prohibit these vehicles.<\/span><\/p>\n<p><span class=\"Status\">To this end, the Department of Motor Vehicles (DMV), which has regulated autonomous vehicles over the last decade pursuant to authority granted to it by the Legislature, has issued three sets of regulations that create a framework allowing innovation, while also protecting public safety. A new set of draft regulations, currently open for public input until October 14, 2024, offers the nation&#8217;s most comprehensive standards for heavy-duty autonomous vehicles. These draft regulations propose strict guidelines for heavy-duty AV operations, including limiting operations to roads with speed limits of 50 miles per hour or higher and excluding certain uses, such as transporting passengers or hazardous materials. They also require a phased permitting process to ensure a gradual transition to driverless operations, along with specific testing periods, mileage requirements, and clear definitions of where and how these vehicles can operate. Finally, these regulations also require more robust reporting from companies testing or deploying AVs, and give DMV additional enforcement tools to place restrictions on permits to protect public safety.<\/span><\/p>\n<p><span class=\"Status\">Recognizing that our workforce is the foundation of our economic success, California leads the nation with some of the strongest worker protection laws. Our state also is renowned globally as a leader in technological innovation. We reject that one aim must yield to the other, and our success disproves this false binary. But advancing both priorities requires creativity, collaboration, and a willingness to work together to identify pragmatic solutions. Toward that end, my office offered multiple rounds of suggested amendments, which were unfortunately not accepted. While I cannot sign this legislation in its current form, my Administration stands ready to work with the legislature and stakeholders toward progress on this issue.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2504\">AB 2504<\/a><\/b>\u00a0(Dixon)\u00a0<em class=\"legtitle\">State seashell.<\/em><br \/>\nExisting law establishes the state flag and the state\u2019s emblems, including, among other things, the golden poppy as the official state flower, the California redwood as the official state tree, and the California gray whale as the official state marine mammal.<\/p>\n<p>This bill would establish the black abalone (Haliotis cracherodii) as the official state seashell.<\/p>\n<p><span class=\"Status\">09\/27\/24\u00a0\u00a0 \u00a0Chaptered by Secretary of State &#8211; Chapter 669, Statutes of 2024.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2669\">AB 2669<\/a><\/b>\u00a0(Ting)\u00a0<em class=\"legtitle\">Toll bridges: tolls.<\/em><br \/>\nExisting law provides for the construction and operation of various toll bridges by the state, the Golden Gate Bridge, Highway and Transportation District, and private entities that have entered into a franchise agreement with the state.<\/p>\n<p>This bill would prohibit a toll from being imposed on the passage of a pedestrian, bicycle, or personal micromobility device over these various toll bridges, unless the bridge was under construction on or after January 1, 2025, and the tolls are used to fund the cost of constructing the bridge..<\/p>\n<p><span class=\"Status\">09\/27\/24\u00a0\u00a0 \u00a0Chaptered by Secretary of State &#8211; Chapter 731, Statutes of 2024.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2698\">AB 2698<\/a><\/b>\u00a0(Ta)\u00a0<em class=\"legtitle\">Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE405.html\">405<\/a>: Little Saigon Freeway.<\/em><br \/>\n<u><\/u>Existing law vests the Department of Transportation with full possession and control of all state highways. Existing law describes the authorized routes in the state highway system, including that for Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE405.html\">405<\/a>\u00a0from Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE005.html\">5<\/a>\u00a0near El Toro to Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE005.html\">5<\/a>\u00a0near San Fernando.<\/p>\n<p>This bill would specify that Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE405.html\">405<\/a>\u00a0from Bolsa Avenue (ORA 17.769)\u00a0 to Bolsa Chica Road (ORA 20.548) in the County of Orange shall be known and designated as the Little Saigon Freeway, and would require the department to determine the cost of appropriate signs showing that special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs, as specified.<\/p>\n<p><span class=\"Status\">09\/25\/24\u00a0\u00a0 \u00a0Chaptered by Secretary of State &#8211; Chapter 574, Statutes of 2024.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2817\">AB 2817<\/a><\/b>\u00a0(Dixon)\u00a0<em class=\"legtitle\">State highways: Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE001.html\">1<\/a>: relinquishment.<\/em><br \/>\nExisting law vests the Department of Transportation with full possession and control of all state highways. Existing law describes the authorized routes in the state highway system and establishes a process for the California Transportation Commission to adopt a highway on an authorized route. Existing law requires the commission to relinquish to local agencies state highway portions that have been deleted from the state highway system by legislative enactment, and authorizes relinquishment in certain other cases.<\/p>\n<p>This bill would authorize the commission to relinquish to the City of Laguna Beach a specified portion of Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE001.html\">1<\/a>\u00a0if the department and the city enter into an agreement providing for that relinquishment, as specified.<\/p>\n<p><span class=\"Status\">09\/22\/24\u00a0\u00a0 \u00a0Chaptered by Secretary of State &#8211; Chapter 416, Statutes of 2024.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB3278\">AB 3278<\/a><\/b>\u00a0(Committee on Transportation)\u00a0<em class=\"legtitle\">Transportation: omnibus bill.<\/em><br \/>\n(Currently nothing of interest to the highway pages; current content relates to (1) name of the Transportation Agency for Monterey County; (2) Traffic Violator School; (3) Record handling; (4) Commercial motor vehicle standards; (5) regulation of motortrucks; (6) Basic of Inspection of Terminals program; (7) Inspection Requirements)<\/p>\n<p><span class=\"Status\">9\/12\/24\u00a0\u00a0 \u00a0Chaptered by Secretary of State &#8211; Chapter 226, Statutes of 2024.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240SB961\">SB 961<\/a><\/b>\u00a0(Wiener)\u00a0<em class=\"legtitle\">Vehicles: safety equipment.<\/em><br \/>\nExisting law prohibits a person from driving a vehicle upon a highway at a speed greater than the speed limit. Existing law also prohibits a person from driving a vehicle upon a highway at a speed greater than is reasonable or prudent having due regard for weather, visibility, the traffic on, and the surface and width of, the highway, and in no event at a speed that endangers the safety of persons or property.<\/p>\n<p>This bill would require, commencing with the 2030 model year, every passenger vehicle, motortruck, and bus manufactured, sold as new, or leased as new in the state to be equipped with a passive intelligent speed assistance system, as specified, that would utilize a brief, one-time, visual and audio signal to alert the driver each time the speed of the vehicle is more than 10 miles per hour over the speed limit. The bill would exempt emergency vehicles, certain motortrucks, motorcycles, motorized bicycles, mopeds, and certain passenger vehicles from this requirement. The bill would require the system to be capable of being fully disabled, by the manufacturer or a franchisee, for emergency vehicles. The bill would require the system, if the system receives conflicting speed limits for the same area, to apply the higher speed limit.<\/p>\n<p>A violation of the above requirements would be punishable as a crime.<\/p>\n<p>By creating a new criminal offense, this bill would impose a state-mandated local program.<\/p>\n<p><span class=\"Status\">09\/28\/24\u00a0\u00a0\u00a0\u00a0<strong class=\"highlight\">Vetoed by Governor<\/strong>. In Senate. Consideration of Governor&#8217;s veto pending. Veto Message:<\/span><\/p>\n<p><span class=\"Status\">This bill would require, beginning with the 2030 model year, that every new passenger vehicle, motor truck, and bus sold or leased in California be equipped with a passive intelligent speed assistance system to alert drivers when they exceed the speed limit by more than 10 miles per hour.<\/span><\/p>\n<p><span class=\"Status\">While I appreciate the intent to improve traffic safety, this bill presents several challenges. Federal law, as implemented by the National Highway Traffic Safety Administration (NHTSA), already regulates vehicle safety standards, and adding California-specific requirements would create a patchwork of regulations that undermines this longstanding federal framework. NHTSA is also actively evaluating intelligent speed assistance systems, and imposing state-level mandates at this time risks disrupting these ongoing federal assessments.<\/span><\/p>\n<p><span class=\"Status\">For these reasons, I cannot sign this bill.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240SB1297\">SB 1297<\/a><\/b>\u00a0(Allen)\u00a0<em class=\"legtitle\">The City of Malibu\u2019s speed safety system pilot program.<\/em><br \/>\nExisting law authorizes, until January 1, 2032, the Cities of Los Angeles, San Jose, Oakland, Glendale, and Long Beach, and the City and County of San Francisco to establish a speed safety system pilot program if the system meets specified requirements. Existing law requires a participating city or city and county to adopt a Speed Safety System Use Policy and a Speed Safety System Impact Report before implementing the program, and requires the participating city or city and county to engage in a public information campaign at least 30 days before implementation of the program, including information relating to when the systems would begin detecting violations and where the systems would be utilized. Existing law requires a participating city or city and county to issue warning notices rather than notices of violations for violations detected within the first 60 calendar days of the program. Existing law also requires a participating city or city and county to develop uniform guidelines for, among other things, the processing and storage of confidential information. Existing law designates all photographic or administrative records, not including data about the number of violations issued or the speeds at which they were issued for, made by a system as confidential, and would only authorize public agencies to use and allow access to these records for specified purposes.<\/p>\n<p>This bill would authorize, until January 1, 2032, the City of Malibu to establish a similar program for speed enforcement that utilizes up to 5 speed safety systems on the Pacific Coast Highway.<\/p>\n<p>Existing law specifies that any violation of a speed law recorded by a speed safety system authorized by the Speed Safety System Pilot Program provisions would be subject only to the provided civil penalties. Existing law provides, among other things, for the issuance of a notice of violation, an initial review, an administrative hearing, and an appeals process, as specified, for a violation under this program. Existing law requires any program created pursuant to these provisions to offer a diversion program for indigent speed safety system violation recipients, as specified. Existing law requires a city or city and county participating in the pilot program to submit a report to evaluate the speed safety system to determine the system\u2019s impact on street safety and the economic impact on the communities where the system is utilized. Existing law requires revenues derived from any program to first be used to cover program costs, including, among other things, the construction of traffic-calming measures, as specified.<\/p>\n<p>This bill would require the City of Malibu to also implement the above provisions if it establishes the speed safety system program on the Pacific Coast Highway. The bill would additionally require the City of Malibu to enter into an agreement with the Department of Transportation regarding the use of any excess revenue for traffic-calming measures on the Pacific Coast Highway, in the City of Malibu.<\/p>\n<p>Existing law establishes a $25 filing fee for specified appeals and petitions.<\/p>\n<p>This bill would require a $25 filing fee for an appeal challenging a notice of violation issued as a result of the City of Malibu\u2019s speed safety system program until January 1, 2032.<\/p>\n<p>Existing constitutional provisions require that a statute that limits the right of access to the meetings of public bodies or the writings of public officials and agencies be adopted with findings demonstrating the interest protected by the limitation and the need for protecting that interest.<\/p>\n<p>This bill would make legislative findings to that effect.<\/p>\n<p>This bill would make legislative findings and declarations as to the necessity of a special statute for the City of Malibu.<\/p>\n<p><span class=\"Status\">09\/27\/24\u00a0\u00a0 \u00a0Chaptered by Secretary of State. Project: Demolish and replace the existing two-lane Route\u00a0<a href=\"https:\/\/www.cahighways.org\/ROUTE001.html\">1<\/a>\u00a0bridge crossing over Lagunitas Creek with a 162-foot-long and 42.2-foot-wide three-span, precast concrete bridge with five-foot cycling lane shoulders and a six-foot pedestrian sidewalk.
