Before we &#8220;fall&#8221; into Fall, it is time for another round of highway page updates&#8230; <a href=\"https:\/\/cahighways.org\/wordpress\/?p=10681\">just in time for the new year<\/a>!<\/p>\n<p>Updates were made to the following highways, based on my reading of the papers (which are posted to <a href=\"https:\/\/cahighways.org\/wordpress\/?cat=43\">the roadgeeking category at the &#8220;Observations Along The Road&#8221;<\/a> and to the <a href=\"http:\/\/www.facebook.com\/pages\/California-Highways\/99505662728?ref=mf\">California Highways Facebook group<\/a>) as well as any backed up email changes. I also reviewed the <a href=\"http:\/\/www.aaroads.com\/forum\/index.php?board=29.0\">the AAroads forum<\/a>, but as usual it contained no additional information beyond what I gleaned on my own. As usual, I recommend to <em>every <\/em>Californian that they visit the legislative website regularly and see what their legis-critters are doing. Noted the passage of the following bills and resolutions:<!--more--><\/p>\n<ul>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201520160AB208\">AB 208<\/a><\/b> (Bigelow) <em>Vehicles: highway: lane use.<\/em><br \/>\nExisting law requires, on a 2-lane highway where passing is unsafe due to specified reasons, a slow-moving vehicle behind which 5 or more vehicles are formed in a line to turn off the roadway at the nearest place designed as a turnout or wherever sufficient area of a safe turnout exists in order to permit the vehicles following it to proceed.This bill would instead require, on a 2-lane highway where passing is unsafe due to specified reasons, any vehicle proceeding upon the highway at a speed less than the normal speed of traffic moving in the same direction at that time, behind which 5 or more vehicles are formed in line, to turn off the roadway at the nearest place designated as a turnout or wherever sufficient area for a safe turnout exists.<span class=\"Status\">09\/04\/15 Chaptered by Secretary of State &#8211; Chapter 265, Statutes of 2015.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201520160AB223\">AB 223<\/a><\/b> (Dahle) <em>Highways: exit information signs.<\/em><br \/>\nExisting law requires the Department of Transportation to adopt rules and regulations that allow the placement, near exits on freeways in rural areas, of information signs identifying specific roadside businesses. Existing law generally prohibits the department from approving the placement of any sign within any urban area with a population of 5,000 or more. However existing law also requires the department, until January 1, 2021, to allow the placement of information signs along State Highway Route\u00a0<a href=\"https:\/\/www.cahighways.org\/065-072.html#065\">65<\/a> within, or at exits leading to, the City of Lincoln, and requires the department to report, by January 1, 2020, to the transportation committees of the Senate and Assembly on the implementation of this provision and on its recommendations as to whether the period of this authorization should be extended, and whether the authorization should be expanded to other urban areas.This bill would additionally require the department, until January 1, 2021, to allow the placement of information signs along Interstate\u00a0<a href=\"https:\/\/www.cahighways.org\/073-080.html#080\">80<\/a> within, or at exits leading to, the City of Truckee.<span class=\"Status\">08\/11\/15 Chaptered by Secretary of State &#8211; Chapter 166, Statutes of 2015.<\/span><\/li>\n<li><b><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201520160AB1284\">AB 1284<\/a><\/b> (Baker) <em>Bay Area state-owned toll bridges: Toll Bridge Program Oversight Committee.<\/em><br \/>\nExisting law specifies the powers and duties of the Department of Transportation, the Metropolitan Transportation Commission, and the Bay Area Toll Authority with respect to the collection and expenditure of toll revenue from the 7 state-owned toll bridges within the geographic jurisdiction of the commission. Existing law requires the department and the authority to form the Toll Bridge Program Oversight Committee, consisting of the Director of Transportation, the Executive Director of the authority, and the Executive Director of the California Transportation Commission to review and provide program direction for seismic retrofit and replacement projects on those toll bridges. Existing law provides that the committee is not a state body or a local agency for the purposes of the open meeting laws applicable to either state bodies or local agencies known as the Bagley-Keene Open Meeting Act and the Ralph M. Given the large number of items this period, I&#8217;m focusing more on the new items or significant changes, as opposed to funding amendments or implementing agency amendments.
