AB 112 (Wolk) Highways: Safety Enhancement-Double Fine Zones.
This bill would modify the standards for the designation of a segment of a state highway as a Safety Enhancement-Double Fine Zone including requiring the Director of Transportation, in consultation with the Commissioner of the California Highway Patrol, to certify that a segment of state highway meets specified criteria. The bill would provide that designation as a Safety Enhancement-Double Fine Zone would be valid for a minimum of 2 years and would authorize the renewal and revocation of a designation, as specified. The bill would declare that a specified segment of Route 12 is eligible for designation as a Safety Enhancement-Double Fine Zone. The bill would also require the Department of Transportation to conduct a Safety Enhancement-Double Fine Zone study, as specified.

ACR 73 (Bass) The Nathan Shapell Memorial Highway.
Designates the portion of Route 405 from Howard Hughes Parkway to Mulholland Drive in the County of Los Angeles as the “Nathan Shapell Memorial Highway“. I’ll note this bill was a rush job, having been introduced on August 22, 2007, and signed by October 3, 2007. I guess the legislature can move fast when it comes to recognizing a powerful potential donor. I’ll also note that the resolution doesn’t mention that Mr. Shapell built loads and loads of homes in areas that were developed due to the freeways, such as the S.F. Bay area and Porter Ranch. Some might say that it would have been more appropriate to designate Route 118 between Balboa Blvd and Topanga Canyon Blvd in his honor.

This bill would authorize the commission to relinquish the portion of Route 164 in the City of Temple City to that city under certain conditions.

Designates the portion of Route 17 in Santa Cruz County south of Glenwood Road, between post-mile 5.91 and post-mile 11.78 as the “Lieutenant Michael Elvin Walker Memorial Highway“.

2.1c. Traffic Congestion Relief (TCR) Program Application Approvals/Amendments
(1) The Metropolitan Transportation Commission requests a TCRP Application Amendment to designate sub-project TCRP Project #11.1 – San Francisco Bay Southern Crossing – Video Tolling Demonstration, to receive transfer of $1,881,000 in TCRP funds from TCRP Project #11 – San Francisco Bay Southern Crossing, and to establish project scope, schedule and funding plan.
(2) The Department is requesting a TCRP Application Amendment to revise the project scope and update the schedule and funding plan for TCRP Project #77 – Route 94; complete environmental studies and construct HOV lanes from downtown San Diego (Route 5) to Route 805 in San Diego County. (Related item under 2.6e.(1).). Approved.
(4) The Department is requesting a TCRP Application Amendment for TCRP Project #18 – Route 101; widen eight miles of freeway to six lanes, Novato to Petaluma (Novato Narrows) in Marin and Sonoma Counties to redistribute $10,900,000 from Construction to PS&E, and designate two sub-projects: TCRP Project #18.1 – Route 101, East Washington Interchange and receive transfer $1,600,000 in TCRP funds from Project #18; and TCRP Project #18.2 – Route 101, San Antonio Curve Correction and to receive transfer of $2,900,000 in TCRP funds from TCRP Project #18. In addition, this amendment will establish the project scope, schedule, and funding plan for all three projects.

2.2b. Environmental Matters – Comments on Documents in Circulation (Draft EIR)
Route 405 in Los Angeles County – Sepulveda Pass HOV Widening Project (DEIR). Commission comments related to the fact that CMIA funds are programmed for a northbound HOV lane between Route 10 to Route 101 and are finite. If an alternative is selected that requires additional funds, the Department and its partners will need to identify and secure the funding sources needed to complete the alternative selected.

(1) Route 41 in Madera County – Improve parcel for current and future mitigation near Coarsegold (ND). Approved.

Route 36 in the county of Tehama, from 0.2 mi westerly of Kinney Avenue to 0.1 mi northwesterly of McCoy road, consisting of highway right of way superseded by a highway constructed on a new alignment.
