According to Max Rockatansky on AAroads in December 2016, Route J1 is deceptive. This route looks pretty good from Fresno County west from I-5 for a couple miles and east from Route 25 in San Benito County but really isn't. This is the second longest signed county route in California at 70 miles only behind County Sign Route J16. County Sign Route J1 basically is falling apart and is in terrible shape, you're in for a hell of a drive if you come this way. County Sign Route J1 gets pretty nasty eastwards after the first one-lane bridge about a half dozen miles from Route 25. Panoche Pass Summit is only 2,250 feet above sea level but the road is in terrible shape getting there. The advertised limit is 55 MPH but 35-45 MPH is really all you ought to be going for in the straights. The pavement is bad enough shape that 20-25 MPH is often necessary in sharp turns. If you're a one-lane bridge fan this is your road.

He also noted: J1 is closely signed to the original proposed alignment of Route 180 west of Mendotta to Route 25. Back in 1938 several maps show Route 180 actually on an alignment to Route 25 via Panoche Road. It would seem that many routes like US 101 in San Francisco, CA 33 in Fresno County, and even parts of Route 49 were actually signed on County/City maintained roadways.

    The following additional history is condensed from Challenger66's excellent blog on CR 37 on SureWhyNot?:

    County Sign Route J37 was intended to be part of a Trans-Sierra Highway known as the Lone Pine to Porterville High Sierra Road. The route of the Lone Pine to Porterville High Sierra Road would have followed Carroll Creek southward out of Lone Pine ascending to Mulky Pass at 11,300 feet above sea level. The Lone Pine to Porterville High Sierra Road was to cross the Kern River Fault emerging via the North Fork of the Middle Fork Tule River in Balch Park. The route of the Lone Pine to Porterville High Sierra Road was to continue west to Milo on what is now Balch Park Road/County Sign Route J37 to Springville with a branch splitting northwest on Yokohl Valley Drive to Visalia.

    The initial survey for the route of the Lone Pine to Porterville High Sierra Road was conducted in 1923 and was to be funded by: Tulare Couny, Kern County, and Inyo County. Road building input was provided to the aforementioned counties by the California Division of Highways in addition to the Automobile Club of Southern California. Monetary assistance was provided by the City of Los Angeles which fronted $170,000 to build part of the Lone Pine to Porterville High Sierra Road eastward from Mulky Pass towards Lone Pine. Much of the route of the Lone Pine to High Sierra Road was built from Lone Pine westward towards Carroll Creek but never to Mulky Pass. This section would be adopted by the California Division of Highways in 1933 as part of LRN 127, which was signed as Route 190 in 1934.

    Rte 190In 1926 the original road from Balch Park west to Springville was Bear Creek Road. Bear Creek Road was built in 1884 along Bear Creek by L.B. Frasier to service his sawmill located within what is now Mountain Home State Forest. Mountain Home State Forest was once the site of a resort known as "Mountain Home" which was constructed in 1885 and was accessed by Frasier's Bear Creek Road. Financial instability leading Frasier to abandon Bear Creek Road, which continued to be maintained by the Mountain Home Resort. Frasier attempted to toll Bear Creek Road in 1889 but lost in court to the operators of the Mountain Home Resort.

    In 1923 the Mount Whitney Power and Light Company sold the rights to the Doyle tract to the Balch Family. The Balch Family bought the Doyle tract with the intention of donating it to Tulare County as a park. A condition of the donation Tulare County by the Balch Family was to build a better road to the Doyle Tract which would be part of the Lone Pine to Porterville High Sierra Road. Construction on what is now Balch Park Road/CR J37 began in 1927 and was completed to the Doyle Tract by 1930. The Balch Family in turn donated the Doyle Tract to Tulare County which renamed it as Balch Park in their honor.

    The Balch Park Road, just like the rest of the planned route of Lone Pine to Porterville High Sierra Road, was unsurfaced dirt. Conditions on the Balch Park Road were so bad that Tulare County operated the roadway in one-way control times until 1942. By 1956 the Balch Park Road was completely paved, which eventually led to it being designated as County Sign Route J37 in 1975.

    Note that Bear Creek Road is even more narrow than County Sign Route J37 on Balch Park Road. Additionally, estimates are that Bear Creek Road has an 18% grade section whereas County Sign Route J37/Balch Park Road is about 5% sustained.

    It was reported that J37 is actually signed. That is significant because it appears to be the only Signed County Route in Tulare County that still has signage.

    According to Tom Fearer (Challenger 66/Max R) on the Sure Why Not? Blog: County Sign Route J41 much like the majority of Signed County Routes in Tulare County is no longer signed. County Sign Route J41 ascends to approximately 7,300 feet where it crosses into Inyo County before plunging into Nine Mile Canyon. County Sign Route J41 on Nine Mile Canyon Road has a massive 14-16% downhill grade which dumps into the Mojave Desert at approximately 3,500 feet. County Sign Route J41 follows a Los Angeles Aqueduct Pipeline from the descending Nine Mile Canyon.

    [The Blog entry explores using Sherman Pass Road to cross the Sierras, which connects to County Sign Route J41 in Kennedy Meadows. Sherman Pass Road ascends to the 9,200 foot Sherman Pass. Sherman Pass is the third highest highway pass in California after CA 120 at the Tioga Pass Entrance Station and CA 108 at Sonora Pass. Sherman Pass has an overlook of Mount Whitney the tallest mountain in the continental United States at 14,505 feet approximately 40 miles to the north.]

    Status Status

    This route is signed as J132 several times in Mariposa County, and again at the Mariposa/Tuolumne county border. There are no signs indicating "J20" (although the Compass map (1995) of Calaveras/Tuolumne counties does have it labeled as J20). It appears to be a continuation of Route 132.

    This also appears to be referred to as County Sign Route J20. It is not in the Caltrans Database as County Sign Route J132; however, the route appears to be signed as both J132 and J20. It is possible the signed route database has been updated without the knowledge of CalTrans.
