Changes to the California Highways Website: January – June 2016

Yes, I know updates are starting late. Between all my theatre (you do read my theatre reviews, don’t you), the Hollywood Fringe Festival, and other volunteer activities, I haven’t had time to do much on the site. But it is May (and now it is June … and now it is July 4th weekend), and I really should get something done. So let’s at least catch up…

But first, if you take a look at the bottom of this page, you’ll see that this site has existed, in some form, for 30 years. It started as posting of a highway list to the various highway related USENET groups. It then became a site of its own on Pacificnet (which, surprisingly, is still around, but I have no idea who still uses it). During the days at Pacificnet, the cahighways.org domain was created. When Pacificnet got rid of shell accounts in 2004, I moved the site to Westhost, where it has been since. But 30 years. Wow.

I have debated making some changes to the look and feel, possibly going to a content management system. I’m not sure if I could juggle two WordPress installations (as my blog is a WordPress installation on the site). I’ve also though about possibly moving the main information to a wiki. There’s a possibility those would make it easier to edit. However, editing isn’t the time sink — it is going through all the headlines, all the legislative actions, and all the CTC minutes. That simply takes time, whatever the content management approach. I am aware that the look and feel is dated (and not at all well-suited to mobile). I’m open to your comments on this. One change that I will likely explore is moving the site to https://. Part of me objects to that change: encryption is really only needed if you have something to protect, and this site is public information. But search engines are starting to insist on it, so when I find time, I’ll check with Westhost and see what is involved. It may mean moving to a newer virtual machine, and will mean upgrading the blog and possibly all the other sites hosted here (mljewish.org, scjfaq.org, casaeclectica.com). But the key words are: when I find time. For now, let’s look at the last four-five months of updates:

[Road Closed]Marked Robert V. Droz’s sites as “Do Not Enter”. All of his sites are down and the domain registrations have lapsed, and he is off the net indefinately (per his Facebook page). However, there is an effort to recover the sites from the Wayback Machine, so I haven’t deleted the references. Yet. H/T to H.B. Elkins for bringing this to my attention.

Reviewed the Pending Legislation page, based on the new California Legislature site. As usual, I recommend to every Californian that they visit the legislative website regularly and see what their legis-critters are doing. Right now, we’re at the point where most of this stuff is moving through committees, although resolutions are getting through. Noted the passage of the following bills and resolutions (for some of these, I’ve highlighted key phrases in red):

I checked the CTC Liaison page for the results of the CTC meetings from January through July 1st. This included the January, March, May, and June meetings. The following items were of interest (note: ° indicates items that were below the level of detail for updating the specific route pages) :

2.1a. STIP Program/Project Amendments

*** (Jan) (1) Request to: (a) Add 10 new projects into the 2014 SHOPP; (b) Revise 42 projects currently programmed in the 2014 SHOPP. The following amendments were significant enough to be of interest for the pages.   • 7-LA-605 R10.1/15.7 I-605: In Pico Rivera and Whittier, from Telegraph Road to Rose Hills Road; also in El Monte and Baldwin Park from Ramona Boulevard to Route 210 (PM 20.9/25.6). Replace damaged concrete slabs, grind and groove concrete pavement to increase roadway surface friction during wet conditions. $12K (R/W); $4,618K (C) Completion ~ Sep 2018.

*** (Mar) (1) Request to: (a) Add 19 new projects into the 2014 SHOPP; (b) Revise 14 projects currently programmed in the 2014 SHOPP. The following amendments were significant enough to be of interest for the pages.   • US 395 in Sierra and Lassen Counties, from Nevada State line to one mile north of Route 70. Rehabilitate pavement. This project is located in a remote location and requires significant lab and materials support. A structures maintenance review identified bridgework that was not originally in the scope, which requires additional lab support and services. In addition, there is increased support needed for the superpaving methodology. This increase is consistent with the required work for a CAPM and adds $412,000 to the cost of the project.

*** (May) (1) Request to: (a) Add 28 new projects into the 2014 SHOPP; (b) Revise 15 projects currently programmed in the 2014 SHOPP. All projects were at the level of slope and slide mitigation, repairs of damage from fires, bridge repairs; roadway rehabilitation; and bridge replacements (for the most part). [Approved]

*** (May) (2) Request to: (a) Add six new projects into the 2016 SHOPP; (b) Revise 27 projects currently programmed in the 2016 SHOPP; (c) Develop two Long Lead projects.The following amendments were significant enough to be of interest for the pages.   • Route 36 near Mineral, from 0.1 mile to 1.2 miles east of Route 89 for curve improvement.
  • Route 299 near Canby, at Caldwell Creek Bridge No. 03-0028. Replace bridge. Additional design, survey, and environmental clearance effort is necessary to develop a newly identified full detour instead of the original planned stage construction of the bridge. Also, hydraulics studies have since identified the need to raise the profile of the bridge and address greater creek flows. The increase to support costs also reflects an adjustment using current rates. These changes add $725,000 to the cost of the project.
  • Route 9 near Saratoga, PM 4.9, at Saratoga Creek Bridge No. 37-0074. Replace bridge. The age of the existing bridge at this location makes it eligible for the National and California historic registers. The two alternatives in the Project Initiation Document (PID) have been expanded to six alternatives during the PA&ED phase and has led to an increase in support for that phase. A change in the project schedule is necessary due to the expanded alternatives in the environmental document, public input and right-of-way acquisition efforts for multiple properties, including a private picnic and campground resort adjacent to the existing bridge. These changes add $1,600,000 to the cost of the project.

*** (Jun) (2a) SHOPP Amendment Request to: (a) Add 9 new projects into the 2016 SHOPP; (b) Revise 87 projects currently programmed in the 2016 SHOPP. The following amendments were significant enough to be of interest for the pages. Uninteresting projects included slope and slide mitigation, repairs of damage from fires, bridge repairs; roadway rehabilitation; and bridge replacements (for the most part).

  • Route 36 near Red Bluff, from 2.3 miles east to 2.8 miles east of Dry Creek Bridge. Curve improvement. Estd. completion around 2020.
  • Amended a project on US 101 near Crescent City from 0.2 mile north of the Smith River Overflow Bridge. Replace bridge. Completion of environmental studies and consultations with resource and regulatory agencies will take longer than previously anticipated due to the complexities in staging and constructing the new bridge in this sensitive environmental setting in both a coastal zone and over a classified wild and scenic river. Regulatory agencies are asking unexpected questions that require additional efforts to resolve. These items were previously identified in the project risk management plan, but now result in a delay to the project. Right of Way capital and support increases are due to permitting requirements and additional land acquisition for mitigation of wetlands impacts. This will be made a contingency project. These changes add $2,530,000 to the cost of the project and remove $58,848,000 due to contingency conversion, resulting in a net reduction of $56,318,000 to the cost of the program.
  • Amended a project on Route 36 In and near Dinsmore, on Route 36 (Forest Highway 4). PM 36.1/40.5. Roadway improvements. Increases to support are due to unanticipated increased land surveys, Right of Way capital, Right of Way support, and environmental mitigation staff work to complete the project and coordinate with the Federal Lands partnership to construct the project. Right of Way capital increases are caused by increased utility relocations. These changes add $2,372,000 to the cost of the project. Additionally, there was also an amendment to a parallel project near Dinsmore (PM 36.6/39.9), from west of Burr Valley Road to west of Buck Mountain Road. Widen to make lane and shoulder widths standard, realign curves, and improve roadway cross-slope. Right of Way support cost has increased due to unplanned additional survey work to monument the new state right of way and to record maps in accordance with State law. Previously this work was assumed to be addressed by Federal Lands participation on project. This change in responsibility adds $510,000 to the cost of the project. The two projects were also going to be combined for construction.
  • Converted a project to fully funded: Route 99 PM 22.7/28.1 In the city of Fresno, from Shaw Avenue to Belmont Avenue. Install ramp meters and construct auxiliary lanes.

  • $2,700,000 for a project on Route 44 in Shasta County (PM 44.9/45.5) near Viola, from 1.7 miles to 1.1 miles west of North Battle Creek Reservoir Road. Outcome/Output: Provide standard shoulders, and improve roadway alignment, cross slope, and clear recovery zone to increase safety and reduce the number and severity of collisions.
  • $16,593,000 for a project in El Dorado County on Route 49 near Coloma, from 0.1 mile east of Marshall Road to 0.3 mile east of Lotus Road.   • $6,899,000 for a project on Route 246 in Santa Barbara County (R20.7/26.3) near Buellton, from 0.4 mile east of Santa Rosa Creek Bridge to Route 246/101 Separation. Outcome/Output: Rehabilitate 22.8 lane miles of roadway by grinding existing lanes and shoulders and overlaying with rubberized asphalt to improve the ride quality and extend the service life of the existing pavement. Ramp reconstruction to meet current ADA standards also included.
  • $55,567,000 for a project on US 101 Near Paso Robles, from 0.4 mile south of San Marcos Creek Bridge to the Monterey County line; also in Monterey County (PM R0.0 to R2.0). Outcome/Output: Rehabilitate 32 lane miles of roadway by reconstructing roadway to improve the ride quality and extend the service life of the existing pavement. Project also includes constructing new bridges, retaining walls, installing new and/or upgrading guardrail, reconstructing drainage systems and installing new lighting at on/off ramps.   • Adjust the funding to 1,800,000 for Terra Bella Expressway – Segment 1. Near Porterville, on Route 65 from Avenue 120 to 0.3 mile south of Route 190. Widen from 2-lane conventional highway to 4-lane expressway.

*** (Jun) (1) Request of $13,567,000 for three State administered STIP projects, on the State Highway System. The following project was of interest:

  • Adjust funding for the Route 138 Widening, Segment 9. Near Pearblossom, from 0.7 mile west of 121st Street East to Longview Road. Widen from 2 to 4 lanes with a median turn lane. CON ENG increase of $285,000 and CONST increase of $1,218,000 to come from Los Angeles County regional shares.
